Its function is not to understand Iran, but to reframe it: to translate the nation’s internal unity into a crisis of legitimacy and cohesion, and to subtly propose fragmentation as a remedy for fictive domination. What the booklet produces is not knowledge but permission, permission for foreign actors to intervene, reshape, and ultimately dismantle Iranian sovereignty by weaponising identity.

 

The title itself performs the first manoeuvre: ‘Iran Is More Than Persia’ is not a statement of fact, but an act of erasure. Persia, here, is positioned as a narrowing force, a hegemonic core that must first be decentralised, then restructured through federalism, and ultimately dismantled through balkanisation. This is not an organic process of democratisation but a choreographed sequence aligned with the Bernard Lewis Plan, whose cartographic vision of a fractured Iran has since been adopted, amplified, and operationalised by external actors, particularly Israeli strategic circles (Suren-Pahlav, 2010). Reuel Marc Gerecht’s involvement is not incidental; it is architectonic. A former CIA officer and senior fellow at the FDD, Gerecht has long served as a policy foot soldier in the neoconservative reordering of the Middle East. His advocacy for preemptive military strikes on Iran, coupled with a sustained campaign for regime change, mark him not as an analyst but as an operative. A vocal proponent of the invasions of both Afghanistan and Iraq, he authored, among other interventions, the 2002 article ‘An Iraq War Won’t Destabilize the Mideast’, a piece of calculated propaganda designed to sanitise aggression and pave the way for the 2003 invasion. The catastrophic legacy of that war, hundreds of thousands dead, a fractured and sectarian state, and an entire region plunged into chaos, was not a miscalculation, but a foreseen and welcomed outcome. Gerecht, a declared disciple of Bernard Lewis, inherited not merely Lewis’s intellectual methods but his imperial vision: the controlled fragmentation of the Middle East into weakened, balkanised entities, in service of insulating and expanding Israel’s geostrategic dominance (Suren-Pahlav, 2018). His foreword to Shaffer’s monograph is not a decorative flourish but a strategic signal, a doctrinal imprimatur. The booklet must therefore be read not as an academic text but as a policy white paper: a continuation of the Lewis Doctrine, updated for a new front in the war of maps, names, and narratives.

 

This rhetorical displacement marks the beginning of a wider cartographic project: the disarticulation of Iran’s internal cohesion by recoding linguistic difference as political contradiction. Shaffer’s method is not to interrogate power, but to camouflage it, to repackage American and Israeli geopolitical interests as minority advocacy. At no point does the text ask whether the externally imposed discourse of ‘ethnic federalism’ maps onto any organic or indigenous demands. Instead, it performs a ritual repetition of the colonial assumption that where there is plurality, there must be partition.

 

Iran’s historical reality, however, betrays Shaffer’s thesis. The Iranian nation is not an administrative fiction nor a post-colonial bricolage held together by authoritarian glue. It is a civilisational formation, plural but coherent, elastic but continuous. Persian has served not as an ethnic imposition but as the civilisational lingua franca, an integrative, non-exclusive medium of literary, theological, and philosophical thought across a range of dialectical and cultural contexts. What Shaffer identifies as a suppressive force is, in historical fact, a vessel of mutual intelligibility and shared imagination. The Persian language was never designed to erase dialects or cultures; it absorbed and amplified them. Its prestige derived not from state coercion, but from its historical role as the carrier of collective expression across vastly diverse geographies.

 

Shaffer’s framing of Iranian Azerbaijanis, Kurds, Baluchis, and Arabs as discrete ethnic entities, not regional cultures within a wider civilisational frame, relies on the same sleight of hand used in every other balkanisation campaign from Yugoslavia to Syria. The categories are carved out retroactively, given political density by external classification, and then mirrored back into international discourse as if they were native claims. This intellectual fraudulence is compounded by her appropriation of human rights language: the invocation of ‘cultural suppression’, ‘linguistic discrimination’, and ‘minority marginalisation’ operates not to protect the rights of citizens, but to prepare the ground for reconfiguring the state along Western-drawn lines.

 

The structure of the monograph betrays its intent. It is not curious, it is prescriptive. The chapters offer no complexity, no encounter with the historicity of Iranian civilisational logic, no reckoning with the multiplicity of ethnic integration across centuries. Instead, we are handed a prefabricated template: Iran as a failed multi-ethnic state, Persian as the language of domination, and federalism as the inevitable outcome. There is no engagement with the intellectual traditions of the Persianate world, no understanding of linguistic convergence across Indo-Iranian language families, no interrogation of the socio-political grammar that makes Iran legible to its own citizens. This is not omission, it is tactic.

 

Then there is the bibliography, which functions as a delivery system of ideological alignment. The references are not exploratory; they are evidentiary scaffolding for policy-making. There is a conspicuous absence of Iranian scholars, regional historians, or philologists. In their place are think-tank operatives, intelligence-affiliated analysts, and ideologues posing as area specialists. The booklet’s architecture mirrors the institutional priorities of its funders: to reframe cultural variation as ethnic separatism, and to justify external interference through the manufactured language of ‘minority rights’. This is not analysis; it is rehearsal, for destabilisation by other means.

It will treat it as a front in a larger campaign of epistemic warfare, waged not with drones or sanctions, but with cartographic pseudology and bibliographic sabotage. It is not simply bad scholarship; it is a propaganda tract and an intelligence-adjacent white paper, a conceptual rehearsal for dismantling Iran by other means. This article will unmask the political stakes of its claims, expose its historical revisionism, and recover the civilisational continuity that her narrative seeks to erase. This is not an intellectual engagement; it is a naming of the operation.

 

 

I. The Partitionist Lexicon: Naming the Tactics of Disintegration

At the core of Iran Is More Than Persia lies a linguistic arsenal deployed not to describe but to destabilise. The text is structured not around empirical complexity but around a narrow set of prefabricated terms, ‘multi-ethnic’, ‘non-Persian’, ‘ethnic minorities’, ‘majority domination’, ‘federalism’, ‘nations’ and ‘self-determination’. These are not analytical categories. They are weapons. Their function is not to clarify the Iranian context but to overwrite it with an external script: a Balkanising vocabulary masquerading as human rights advocacy.

 

Shaffer’s repeated framing of Iran as a ‘multi-ethnic’ and ‘multi-national’ state is more than descriptive excess. It constitutes a deliberate act of conceptual imposition. The terms are borrowed from Euro-American liberal political theory, with its assumptions about the sovereignty of discrete ethnonational units and its reified model of statehood as an alliance of tribes under the rule of law. Nowhere in Shaffer’s text is there any interrogation of whether these terms, born out of the collapse of Austro-Hungarian imperialism or the engineered dissolution of Yugoslavia, are appropriate to the Iranian civilisational grammar. She simply presumes their universal validity, and then uses them to indict Persian as the suppressor-in-chief.

 

In doing so, Shaffer erases the historic role of Persian as a civilisational lingua franca, not an ethno-national imposition. Scholars such as Windfuhr (2009) and Yarshater (1998) have long demonstrated how Persian functioned as a shared medium across geographies, dynasties, and religious domains, not to eliminate other languages, but to integrate them into a broader literary and political culture. It was the language of Sufism, of courtly diplomacy, and of theological synthesis from Delhi to Samarkand. Persianate culture, far from being exclusive, was radically absorptive: it made room for Turkic, Kurdish, and Armenian expressions without requiring ethnolinguistic purity. Shaffer’s reduction of Persian to an instrument of ‘cultural dominance’ (Shaffer, 2021: 3) is historically inaccurate and ideologically charged.

 

The lexicon expands with her invocation of ‘minority rights’, ‘cultural recognition’, and ‘ethnolinguistic discrimination’. These terms are familiar, they have been deployed across every recent US-backed regime change operation from Iraq to Syria. Their real-world function is to prime fragmentation. As Mahmood Mamdani (2001) has shown, the use of identity categories as governing logics is never benign. They do not empower; they divide. When cultural plurality is re-inscribed as ethnic tension, and when governance is prescribed along ‘federal’ or ‘autonomous’ lines, the result is not inclusion, it is managed rupture. Shaffer offers no critical reflection on how these concepts have historically functioned in imperial border-making, nor does she question why such prescriptions are only ever offered to ‘problematic’ states in the Global South.

 

Her most egregious lexical intervention, however, is the use of ‘non-Persian’ as a collective identity marker. This phrase is not only vague; it is violent. It presupposes that Iran is fundamentally divided between Persians and everyone else, and that this binary holds explanatory power across regions, histories, and subjectivities. There is no scholarly basis for such a division. It is not used in Iranian intellectual history, nor in regional ethnography. It is a fabrication, one that echoes the ‘non-Arab’ and ‘non-Jew’ dichotomies used by imperial agents to redraw Middle Eastern boundaries throughout the 20th century (Makdisi, 2000).

 

By repeatedly contrasting the ‘Persian state’ with ‘non-Persian minorities’, Shaffer imposes a cartographic fantasy in which cultural expression is seen as incompatible with national unity. But Iran’s historical experience defies this fantasy. Linguistic plurality has not been the source of state fragility, but of cultural resilience. Azerbaijanis, for example, have played foundational roles in every major Iranian political transformation, from the Constitutional Revolution to the 1979 uprising, not as ‘ethnic minorities’ but as co-constitutive subjects of the Iranian nation. Their linguistic shift to Turkic, as noted by scholars like Doerfer (1971), occurred under the Mongol occupation and was never a marker of ethnic rupture. To reclassify them now as alienated ethnic blocs seeking autonomy is not analysis; it is strategic fiction.

 

Even the term ‘federalism’ in Shaffer’s lexicon is a Trojan horse. She offers it as a solution to alleged Persian centralism, without acknowledging its prior use as an imperial tool in Iraq and Bosnia. As Nairn (1977) argued in his dissection of the British state, federalist models are often used not to empower peripheral identities, but to contain and reformat them. In the Iranian context, where provincial diversity is already enshrined within cultural practice, the federalist proposal functions as an imported ideology, an externally generated map laid over internal topographies for imperial convenience. Federalism, in its Iranian application, is not a grassroots demand, it is a policy template drafted in foreign capitals, marketed through media, and echoed by pseudo-academic agents whose institutional loyalties lie elsewhere.

 

This partitionist lexicon is not accidental. It mirrors the rhetorical tactics of the Bernard Lewis school of strategic ethnography, in which historical nuance is abandoned for the tactical efficacy of fracture. Language, in this formulation, becomes not a medium of understanding but a prelude to conflict (Suren-Pahlav, 2010. As Said (1994) warned in Representations of the Intellectual, the role of the intellectual is not to give cover to imperial strategies through the misuse of scholarship, but to resist the coercive power of such discourses. Shaffer fails this test. Her lexicon does not liberate; it prepares the ground for dismemberment.

 

What we are left with is not a vocabulary of inclusion, but a toolkit for disintegration, words that do not describe Iran, but engineer it into strategic incoherence.

 

 

II. The Fabrication of Nations: Civilisational Continuity and the False Ethnic Map of Iran

The central deception animating Brenda Shaffer’s Iran Is More Than Persia is not simply its historical revisionism. It is the fabrication of ‘nations’ within Iran, a cartographic myth weaponised through scholarly prose. Iran is not and has never been a multi-national state. This terminology, drawn not from Iranian self-understanding but from Euro-imperial political theory, is an alien graft imposed upon a civilisation that predates the nation-state model itself. To reproduce the vocabulary of ‘non-Persian nations’ is not to describe Iranian diversity; it is to engineer political rupture under the cover of cultural commentary.

 

The Iranian conception of mellat (ملت) has never been predicated on race, ethnicity, or dialect. It refers to a shared civilisational project: a matrix of memory, language, law, and ritual that binds its subjects through cultural continuity rather than bloodline. As Yarshater (1998) and Amanat (2017) have shown, this Persianate frame absorbed a multiplicity of ethno-linguistic traditions without transforming them into rival ‘nations’. It was precisely the capaciousness of this civilisational identity that allowed Iran to weather Mongol invasions, Turco-Mongol dynasties, and colonial encounters without disintegrating into ethno-sectarian enclaves.

 

Shaffer’s project, however, depends on collapsing this historical synthesis. Her repeated reference to ‘non-Persian ethnic groups’, including Azerbaijanis, Kurds, Baluchis, Arabs, and Turkmen, is not neutral classification, it is ethnographic insurgency. It presumes that linguistic variation must map onto political alienation, and that administrative centralism is inherently a form of cultural domination. But this presumption belongs not to Iranian intellectual history, but to the architects of the Sykes-Picot order, who viewed plural societies as problems to be solved through partition.

 

Iranian Azerbaijan, for example, is not a marginal or restive frontier, but a civilisational heartland. From Tabriz to Ardebil, its cities have shaped Iranian philosophical, religious, and revolutionary movements for centuries. The Constitutional Revolution of 1906 began in Tabriz. Figures such as Sattar Khan and Bagher Khan were not separatists. They were architects of a modern Iranian polity. Their Turkic linguistic inheritance was no impediment to national identification, because that national identity was never predicated on Persian exclusivism. Shaffer’s claim that these groups maintain ‘separate identities’ and ‘aspirations for self-rule’ (Shaffer, 2021: 3) is not only baseless; it is libellous. It projects the desires of Western policymakers onto communities whose historical memory bears no such fracture.

 

The deeper problem is epistemological. Shaffer treats the Iranian nation as a modern construct patched together by a coercive state. Iran is not an artificial construction forged through the mechanics of colonial partition or confederative compromise. It did not emerge from the imperial rubble of British or French cartography, like Iraq, Afghanistan, Syria, or the fabricated Arab principalities of the Persian Gulf. Nor was it manufactured through military occupation, settler colonialism, and ethnic cleansing, as in the cases of Israel or the United States. It was not stitched together from autonomous statelets like India or Switzerland. Iran is an organic civilisational state, sustained through millennia of continuity, cultural memory, and political centrality. Alongside China, it remains one of only two nations to have endured as a state-form and national identity across successive empires, invasions, and territorial losses. British and Russian imperialism may have amputated large parts of its geopolitical body, but Iran itself has never been a colonial fabrication. To recast it as a ‘multi-national’ construct is not merely a historical error, it is a form of epistemic vandalism masquerading as ethnographic realism.

 

Even the term ‘Azerbaijan’, as deployed in Shaffer’s monograph, is a geopolitical fabrication rooted in historical falsification and linguistic manipulation. The modern name derives from Āzarpāyegān, meaning ‘guardians of fire’ in Persian — a title transformed over centuries due to phonetic distortions introduced during the Arabic conquest, particularly the absence of the phonemes /p/ and /g/ in Arabic, which led to the shift toward Āzarbāyjān. Its etymological origin lies in Āturpātakān, the Achaemenid-era name of the province governed by the Persian satrap Āturpāt. That region, located south of the Aras River, forms what is now Iran’s Azarbaijan. In contrast, the area north of the Aras, historically known as Arrān and Shirvān, bore no such name until after the First World War. Following the brief Musavatist rule of 1918–1920, pan-Turkist elites deliberately renamed the region Azerbaijan in an effort to construct a false historical and ethnic continuity with Iranian territory — a pretext for soft-irredentist annexation. Although the Musavat regime was overthrown by the Red Army in 1920, the Soviets retained and legitimised the new name — not as a corrective, but as a continuation of the same geopolitical fantasy.

 

These territories had been violently amputated from Iran by the Russian Empire under the Treaties of Golestan (1813) and Turkmenchay (1828) (Amanat, 2017; Yarshater, 1998). Shaffer’s use of the term ‘South Azerbaijan’ on page 11 of her booklet does not reflect linguistic neutrality or regional nomenclature. It is a direct reproduction of pan-Turkist and Zionist separatist propaganda. Her assertion that Iranian Azeris ‘are often referred to as South Azerbaijanis’ is a demonstrable falsehood. That terminology is used exclusively by foreign-funded secessionist circles whose political objective is the dismemberment of Iran.

 

Iranian Azerbaijanis, by contrast, understand themselves as part of the Iranian nation: Turkic in tongue, Iranian in blood, and Persian in civilisational orientation (Doerfer, 1971; Windfuhr, 2009). Shaffer’s framing implies that the Iranian provinces are the periphery of a larger, transnational ethno-linguistic entity — when, in fact, it is the Republic of Azerbaijan that is the post-imperial fabrication, artificially named to serve imperial ambitions.

 

Genetic studies have confirmed that Iranian Azerbaijanis are of Iranian stock, linguistically Turkified through historical processes of migration and conquest, but civilisationally Persian (Windfuhr, 2009; Doerfer, 1971). Shaffer’s narrative thus reproduces Stalinist cartographies and Soviet disinformation, laundering them through the language of minority rights and Western geopolitical expertise.

 

As Ansari (2012) argues, Iran’s sense of national identity draws not from the mimetic nationalism of postcolonial regimes, but from a historically grounded consciousness — rooted in pre-Islamic mythology, Islamic jurisprudence, and Persianate literary production. The state does not invent the nation; it inherits it.

 

Moreover, the suggestion that the Persian language operates as an instrument of exclusion ignores its historic role as a lingua franca of integration. Persian has long served as the medium through which regional identities articulate themselves into a national whole, not by suppressing local dialects, but by enabling civilisational intelligibility across regions. Even Turkic dynasties such as the Safavids adopted Persian as the language of administration, theology, and court culture. To frame Persian’s ubiquity as cultural domination is to misread its status. Its endurance reflects civilisational prestige, not state coercion (Windfuhr, 2009; Dabashi, 2015).

 

Shaffer’s method is not analytical but strategic. By classifying regional identities as ‘nations’, she converts linguistic variation into political contradiction. This is the same discursive apparatus used by Bernard Lewis in his infamous ‘ethnic map’ of the Middle East, a map that functioned not as a representation of existing identities, but as a template for dismemberment (Suren-Pahlav, 2010). What Bernard Lewis advocated was not ethnographic realism but geopolitical engineering under the cover of civilisational critique. His maps were not descriptive, they were predictive blueprints for future partition. The reification of ethno-linguistic categories into proto-sovereign units is not a neutral act; it is a preparatory discourse for partition. Once such identities are named as ‘nations’, the next step is always self-determination, followed by destabilisation.

 

No historical account of Iranian national continuity can take such claims seriously. Azerbaijanis are not a foreign body within Iran. Nor are the Kurds, Baluchis, or Arabs. Their identities have long been entangled with the Iranian civilisational frame, not in opposition to it. Their grievances, where they exist, emerge from developmental marginalisation, not ethnic exclusion. To read these socio-economic issues through the lens of ethnic nationalism is to import a diagnosis that the body rejects.

 

This is the great sleight of hand in Shaffer’s argument. She imports the categories of ‘multi-nationality’ from Western liberalism, imposes them on Iranian diversity, and then indicts the Iranian state for failing to live up to the prescriptions of a model it never accepted. The aim is not to empower minorities but to atomise the nation. It is a textbook example of what Mamdani (2001) called ‘the pathology of native informers’, those who frame complexity as fragmentation in order to invite external management.

 

Iran is not a failed nation awaiting federal rescue. It is a civilisational polity whose cohesion has been misread, mistranslated, and misrepresented by those whose ultimate interest is its disintegration. The language of ‘nations’ within Iran is not analytical. It is tactical.

 

 

II. Bibliographic Sabotage: Citations as Soft Warfare

In any serious academic work, the bibliography is a ledger of engagement. It records intellectual debts, acknowledges prior inquiry, and signals the disciplinary field within which a scholar situates themselves. In Brenda Shaffer’s Iran Is More Than Persia, however, the bibliography functions not as a record of research, but as a curated arsenal. The references do not reflect depth of inquiry or encounter with plural Iranian perspectives; they constitute an ideological echo chamber, populated by policy consultants, state-aligned analysts, and regional ‘experts’ with documented affiliations to military or intelligence interests.

 

This is not a matter of negligence or selectivity. It is a structural feature of the book’s epistemological orientation. The bibliography is militarised: a repository of legitimacy designed not to understand Iran, but to authorise particular interventions in its internal cohesion. The text operates within what Edward Said (1978; 1994) identified as the Orientalist archive, a closed-loop system of citation in which scholars cite only one another to reinforce an inherited narrative, often in the service of power rather than knowledge.

 

The effect is one of epistemic foreclosure. The Iranian archive, its literary traditions, historical scholarship, linguistic studies, and philosophical corpora, is largely absent. Instead, we find the predictable cast of Washington-anchored think tanks: publications from the FDD (Shaffer’s own institutional base), the Washington Institute for Near East Policy, RAND Corporation, and a range of government-adjacent policy journals. The presence of Iranian scholars is tokenistic, where it exists at all, and often limited to voices co-opted into the apparatus of regime change discourse.

 

This asymmetry is not trivial. It matters profoundly whose knowledge is counted as legitimate. Shaffer’s refusal to engage Persian-language scholarship, despite writing a booklet about the ethnolinguistic composition of Iran, betrays a fundamental intellectual dishonesty. It is akin to writing a booklet on French national identity while omitting Foucault, Derrida, or Braudel, instead citing NATO reports and Le Figaro editorials. The bibliography becomes a weapon of exclusion: an attempt to erase the epistemic sovereignty of Iranian scholars and replace it with a chorus of foreign strategists.

 

One need not speculate about the implications of such curation. It is a deliberate method of decontextualisation. By removing Iranian thought from the interpretive framework, Shaffer is free to project foreign categories, ‘ethnic minorities’, ‘multi-national state’, ‘federalism’, onto a context where those terms do not organically apply. This is the intellectual equivalent of what Timothy Mitchell (2002) termed ‘rule without knowledge’: governance by abstraction, wherein the governed are stripped of conceptual agency, and made knowable only through foreign taxonomies.

 

The citations also perform a second function: laundering ideology as analysis. Many of the sources Shaffer draws upon are not peer-reviewed works of disinterested scholarship, but position papers written by geopolitical actors with stated agendas vis-à-vis Iran. Their claims are not contextualised or challenged; they are imported wholesale, often without critical framing. This creates an illusion of academic neutrality while importing an entire ideological schema: Iran as inherently unstable, Persian identity as inherently oppressive, and federalisation as inevitable. The reader is thus not invited to think, but to absorb a pre-approved conclusion.

 

This tactic is not new. As Edward Said warned in Culture and Imperialism (1993), imperial knowledge systems often cloak their interventions in the rhetoric of objectivity, relying on the authority of footnotes and institutional logos to shield their strategic designs. In Shaffer’s case, the institutional setting itself, FDD, should have precluded any scholarly claim to neutrality. FDD is not an academic institution. It is a lobbying platform, identified even by mainstream observers as a key node in the Israel–Persian Gulf–Washington foreign policy axis. To cite FDD papers as though they were peer-reviewed research is to conflate propaganda with scholarship.

 

More insidiously, Shaffer deploys bibliographic saturation as a rhetorical device. Lengthy footnotes and extensive citation lists give the appearance of scholarly rigour, but their function is largely decorative. They are not interlocutors, but shields, references used to obscure the absence of intellectual accountability. Rather than engage with critical literature on the failures of such models in post-colonial settings, such as the work of Mahmood Mamdani (2001) on Uganda and Rwanda, or of David Neep (2015) on French mandate strategies in Syria, Shaffer recycles decontextualised affirmations from U.S.-based Kurdish and Azerbaijani diaspora outlets. No mention is made of how similar frameworks have functioned as imperial tools of containment and segmentation across the Global South. This is not a bibliography. It is a footnoted assault.

 

To critically read Shaffer, therefore, one must reverse-engineer the bibliographic machinery: to identify what has been omitted, why certain voices are over-represented, and how reference functions not as a pathway to knowledge but as a discursive weapon. The citations are not the scaffolding of inquiry; they are the scaffolding of regime design. They serve not the pursuit of understanding, but the production of governable difference.

 

In sum, Shaffer’s bibliography does not evidence research. It evidences alignment. It is a textual apparatus designed to translate the demands of strategic fragmentation into the respectable language of scholarly discourse. As with other forms of soft warfare, its aim is not to argue Iran into collapse, but to make that collapse appear rational, inevitable, and even humane.

 

 

IV. Media as Cartographer: Persian-Language Broadcasting and the Architecture of Soft Partition

The disaggregation of Iran is not only scripted in books. It is narrated, visualised, and rehearsed daily through the soft apparatus of imperial media. Their operations do not merely report; they organise affective publics around discontent, exaggerate ethnic rupture, and furnish a lexicon of grievance calibrated for geopolitical utility. In tandem with textual projects like Shaffer’s, they complete the architecture of soft partition.

 

What distinguishes these outlets is not their criticism of the Islamic Republic, critique is legitimate, even necessary, but their method of critique, which centres not on political reform, but on territorial and civilisational unmaking. The line between dissent and dismemberment is intentionally blurred. Their platforms repeatedly elevate voices that frame Iran as an ‘occupying state’ over its own provinces, promote ethnic separatist figures under the euphemism of ‘civil rights activists’, and systematically marginalise any discourse of unity grounded in Iranian civilisational identity. The aim is not accountability, but atomisation.

 

One need only analyse the structural content of their editorial line. Coverage of Khuzestan, for example, rarely contextualises Arab grievances in relation to state mismanagement, economic marginalisation, or environmental collapse. Instead, it reconfigures them as ethno-nationalist demands for autonomy or secession. Similarly, programming on Kurdistan or Sistan-Baluchestan often promotes exilic voices whose affiliations include armed or foreign-funded opposition groups, yet these are introduced merely as ‘human rights defenders’. Meanwhile, the Persian-speaking majority is represented in caricature: either as oppressors or as complicit bystanders. These outlets, while Persian in language, are anti-Persianate in structure. Their role is to reverse the integrative legacy of Persian as a lingua franca and to recast it as an imperial tongue.

 

This media strategy is not neutral. It forms part of a well-documented soft power campaign to recalibrate the Iranian subjectivity away from national cohesion and toward sub-national identifications. Nye’s (2004) notion of ‘soft power’, the ability to shape preferences through attraction and influence, must be extended here to encompass what Kraidy (2017) calls ‘strategic narrative warfare’: the sustained use of media and culture to construct new political imaginaries aligned with foreign policy objectives. These broadcasters are not merely communicative instruments. They are discursive militias, crafting the visual and emotional preconditions for intervention.

 

BBC Persian’s record is particularly instructive. Funded by the UK Foreign and Commonwealth Office, its Iran coverage adheres closely to the geopolitical imperatives of British foreign policy. While it enjoys journalistic respectability, its editorial strategy consistently reproduces colonial epistemologies: amplifying disarticulated voices, reifying ethnic difference, and presenting a fractured Iran as the default analytic frame. When BBC Persian platforms guests who speak of ‘South Azerbaijan’ or ‘Arab Ahwaz’, it does not merely offer a platform; it normalises a partitionist imaginary. Rarely does it host serious scholars of Iranian history or linguistics capable of challenging the fiction of ‘multiple nations’.

 

VOA Persian operates with less subtlety. Its programming is overtly propagandistic, often foregrounding exile opposition figures, including members of organisations with historical ties to violent separatist or foreign agendas. What is presented as freedom of expression is in fact a freedom from consequence, a discursive space in which historical revisionism is allowed to flourish unchecked. Kurdish and Azerbaijani separatist narratives are framed as legitimate grievances, never interrogated in their ideological or geopolitical implications. Persian identity, when discussed, is often portrayed as a colonial vestige, echoing the same logic embedded in Shaffer’s thesis.

 

Radio Farda, funded by the U.S. Congress through the Broadcasting Board of Governors, presents yet another node in this network. While its reporting on domestic issues is occasionally credible, its treatment of ethnicity and identity follows the same formula: difference without history, grievance without context, identity without integration. It refuses to acknowledge the centuries-long interplay of languages and cultures that constitute the Iranian civilisational space. Instead, it offers the listener a reduced menu of belonging: you are either an oppressed minority or a complicit Persian.

 

Iran International, the newest and most opaque player, reportedly Saudi-funded, offers the mos t explicit blueprint for soft partition. Its coverage is almost algorithmic in its anti-Iranian framing. The channel’s interview selections, segment topics, and visual rhetoric reveal a singular mission: to erode the epistemic legitimacy of Iran as a civilisational totality. It is not accidental that many of the ‘experts’ and commentators it hosts operate within the same strategic discourse network as Shaffer.

 

Together, these broadcasters act as mediated shock troops. Their role is not to speak truth to power, but to render Iran unintelligible to itself, by atomising its linguistic unity, undermining its civilisational coherence, and delegitimising its cultural integrities. As media theorist Herman and Chomsky (1988) observed in their ‘propaganda model’, the function of state-aligned media is not only to manufacture consent, but to manufacture forgetfulness: to erase memory, fracture identity, and prepare societies for transformation by external hands.

 

What emerges, then, is a synchronised machinery of epistemic warfare. Think tanks like the FDD supply the ideology. Books like Shaffer’s offer the framework. Media outlets translate that framework into daily common sense, inscribing a partitionist ontology into the everyday political grammar of the diaspora and internal dissidents. This is not information warfare as metaphor. It is a literal campaign of civilisational attrition, conducted not with tanks but with talking heads.

 

It is no accident that the phrase ‘Iran is more than Persia’ finds its rhetorical sibling in these broadcasts. It becomes a refrain: repeated, unchallenged, sedimented into the imaginary. But the truth is otherwise. Iran is not ‘more than Persia’, it is Persianate and more. And it is precisely that integrative heritage, plural but coherent, that these media networks seek to unwrite.

 

 

V: Narrative Networks and the Ahvazi Apparatus

The framing of an ‘Ahvazi’ national identity in Brenda Shaffer’s Iran Is More Than Persia is not an isolated discursive gesture. It is part of a broader, coordinated narrative campaign that has its roots in Western think tanks and soft power propaganda. This campaign is not merely descriptive, nor is it the product of spontaneous ethnolinguistic grievance. Rather, it is a calculated operation to produce fragmentation through the fabrication of identity and geography, a soft cartographic warfare that weaponises the language of minority rights, federalism, and cultural diversity.

 

The term ‘Ahvazi,’ now routinely used by separatist networks, Western policy outlets, and increasingly by pseudo-academics such as Shaffer, is itself a fabrication. Historically, the term has no grounding in Iranian civilisational or political discourse. It emerges as a rhetorical invention of foreign actors, most prominently Daniel Brett, who has since the early 2000s constructed a fictive national narrative around the province of Khuzestan, branding it as ‘Al-Ahwaz.’ This term, which attempts to elevate a linguistic community into a putative nation, has no basis in either demography or history.

 

The author of this article, has previously documented the coordinated activities of these actors (Suren-Pahlav, 2012; 2013). These investigations revealed a pattern of strategic fabrication: exaggerated population figures for Arab speakers in Khuzestan, falsified maps that redrew provincial borders to include resource-rich areas, and the repeated assertion of a mythological emirate allegedly annexed by Iran in the early 20th century. The objective is not academic inquiry but geopolitical disruption, a slow, deliberate campaign of ideological subversion aimed at severing Khuzestan from the Iranian nation.

 

These findings are not speculative. Organisations such as the ‘British Ahwazi Friendship Society,’ the ‘Ahwazi Arab Solidarity Network,’ and their affiliated websites, social media channels, and parliamentary briefings have all participated in a concerted effort to reframe Khuzestan as occupied territory. Daniel Brett, in particular, has acted as a central node in this network, advancing claims that the Arab-speaking population of Iran exceeds ten million, without providing verifiable data. These figures are then echoed in media channels, cited in Western parliamentary documents, and legitimised through the uncritical repetition by analysts such as Shaffer.

 

Shaffer’s monograph adopts many of these terms and frames. Her reference to ‘Ahvazi Arab speakers,’ her use of inflated population numbers, and her framing of Khuzestan as a marginalised periphery under Persian domination all echo the same rhetorical structure advanced by Brett and his associates. It is no coincidence that the territorial range Shaffer attributes to the so-called ‘Ahvazi Arabs’ corresponds almost identically to the map circulated by Daniel Brett under the guise of the ‘British Ahwazi Friendship Society’. That map, cartographically dishonest and historically void, envisions an invented Arab kingdom extending far beyond Khuzestan into Bushehr, Hormozgan, and even Ilam. This is not simply a case of faulty geography; it is an act of geopolitical cartography masquerading as ethnographic concern (Suren-Pahlav, 2013). What makes this overlap particularly revealing is that these regions coincide with Iran’s principal oil and gas reserves. The territorial imaginary promoted by both Brett and Shaffer thus functions as a covert energy map, one that seeks to reframe resource-rich zones as sites of ethnic grievance and proto-sovereignty. The alignment is too precise to be accidental. It is, rather, a blueprint for soft partition under the banner of so-called ‘minority rights’. The ideological coherence between Shaffer’s monograph and Israeli strategic doctrine is no coincidence. A 2007 WikiLeaks cable reveals a secret meeting between then-Mossad chief Meir Dagan and U.S. Deputy Secretary of State Nicholas Burns, in which Dagan explicitly proposed fomenting ethnic tensions within Iran as a method of destabilisation (Wikileaks, 2007; The Guardian, 2010). The cartographies and rhetorical framings Shaffer deploys, especially the rebranding of linguistic communities as oppressed proto-nations, align precisely with this strategic recommendation. Her monograph should therefore not be read in isolation, but situated within an openly acknowledged regional policy to fracture Iran along ethnic lines through information operations and soft warfare.

 

Thus, the overlap is too precise to be incidental. More telling still is that the territories marked for separatist claim in both Brett’s map and Shaffer’s text are among Iran’s most resource-rich zones, home to major oil and gas infrastructure. This cartographic convergence reveals not an intellectual oversight but a strategic alignment: a narrative designed to reimagine resource sovereignty as a question of ethnic self-determination. In such mappings, the discourse of minority rights becomes the instrument of energy dispossession. Shaffer’s territorial framing, therefore, is not merely misleading, it is structurally complicit in a geopolitical agenda aimed at dismembering Iran along extractive lines. Her deliberate refusal to interrogate the origins of these claims, and her conscious conflation of linguistic diversity with ethno-national fragmentation, is not methodological negligence, it is ideological precision. She operates not within the ethics of scholarship, but within the tactics of narrative warfare.

 

Moreover, Shaffer’s institutional affiliations reinforce this conclusion. Her position within the FDD, a Washington-based think tank with well-documented ties to U.S. and Israeli strategic interests, places her not within the domain of independent scholarship but within the operational field of policy production. Her work is not peer-reviewed analysis but field-ready narrative, designed to circulate within corridors of power, not academic seminars.

 

This alignment between Shaffer’s discourse and Brett’s propaganda is not coincidental. It reflects a shared discursive architecture: a lexicon of federalism, minority rights, and cultural autonomy that, when deployed without historical context or civilisational nuance, serves to dissolve rather than deepen democratic possibility. The claim to represent ‘Ahvazi’ identity is thus not a gesture of empowerment but an act of partitionist ambition.

 

The task, then, is to unmask this convergence. To read Shaffer’s monograph without recognising its embeddedness in a broader machinery of soft partition is to misread both its intent and its impact. Her work must be understood not as an aberration, but as part of an orchestrated discursive assault on Iranian territorial and civilisational integrity. It is not the errors of her citations that matter most, but the purposes they serve.

 

As such, the critical intellectual must reject the premise of ‘Ahvazis’ as a national category, expose the geopolitical networks that propagate this fiction, and defend the historical truth of Iran’s plural but unified civilisational structure. In doing so, the work of resisting academic complicity becomes an act of defending sovereignty, not just of land, but of language, history, and political meaning.

 

 

Conclusion: Naming the War, Defending the Civilisation

Brenda Shaffer’s Iran Is More Than Persia is not an academic misstep. It is an ideological intervention: a textual weapon forged in the foundries of strategic dismemberment. Shaffer herself is not a disinterested scholar. Her affiliations with the FDD, an institution widely recognised as an extension of neoconservative foreign policy infrastructure, along with her advisory roles to U.S. Congressional committees and Israeli state-linked institutions, reveal her position as an intelligence-linked operative operating under academic cover. She does not conduct research to advance knowledge, but to implement agendas. The monograph, therefore, must be read not as scholarship but as field conditioning: the embedding of interventionist narratives within academic discourse, designed to render Iran ideologically penetrable.

 

This campaign, however, does not end with the monograph. It is echoed and amplified across Persian-language media platforms under foreign patronage. These networks, BBC Persian, VOA, Radio Farda, do not merely disseminate information. They narrate a nation out of itself. Their coverage constructs Iran not as a sovereign political entity, but as a provisional, unstable assemblage of irreconcilable sub-identities. The shared culture, language, memory, and sacrifice that bind its citizens are systematically effaced, replaced with a montage of curated grievances, reified difference, and choreographed resentment.

 

What Shaffer offers is not merely a misreading of Iranian statehood; it is a blueprint for its dismemberment. Her cartographic distortions are not academic artefacts but strategic weapons, embedded in a broader apparatus of information warfare, coordinated through think tanks, foreign media, and proxy separatist networks. Her invocation of ‘ethnic plurality’ is a rhetorical sleight, aimed at dissolving a civilisational unity that has endured for millennia. Iran is not a multi-national construction to be managed by Western-designed federalism; it is an organic nation-state, one of the world’s oldest, whose continuity defies the very logic of colonial partition that birthed states like Iraq, Israel, or the United States. To mistake this continuity for coercion is to participate in a falsification that serves strategic fragmentation. In naming Shaffer’s text for what it is, an intelligence-adjacent white paper disguised as scholarship, this article resists not only its arguments, but its function.

 

Taken together, this system, think tank, monograph, broadcaster, functions as an ecosystem of partition. It does not rely on military intervention. It does not require foreign boots on Iranian soil. It proceeds instead through conceptual warfare: redefining what counts as identity, who counts as a nation, and how history itself is to be read. Shaffer’s citations become artillery. The broadcaster’s talking heads become grenades lobbed into the public imaginary. The ultimate target is not the Islamic Republic per se, but the very idea of Iran, its unity, its civilisational memory, and its epistemic autonomy. To respond to this assault is not merely an act of nationalist defence; it is an intellectual imperative. What is at stake is the right of a civilisation to narrate itself, on its own terms, in its own languages, through its own categories of belonging. Iran is not a collection of nations stitched together by Persian chauvinism. It is a living polity with ancient roots and modern complexities, capable of housing difference without succumbing to fracture. Its unity is not accidental; it is the product of millennia of cultural synthesis, voluntary affiliations, and shared mythopoetic inheritance.

 

To be clear: critique of the Iranian state is not only legitimate, it is necessary. There is no virtue in denying political failure, economic injustice, or state violence. But critique that begins with the premise that the state itself is illegitimate, that its unity is a crime, its majority tongue a weapon, its very name a deception, is not critique. It is collusion. It is civilisational betrayal, dressed as human rights. The task of the intellectual is not to flatter power, but to unmask it. In this case, power speaks the language of federalism, minority rights, and decentralisation, not to protect the subaltern, but to dissolve the sovereign. The real struggle, then, is not between Persians and non-Persians, but between two conceptions of history: one which sees Iranian plurality as the inheritance of a civilisational whole, and another which sees it as raw material for strategic fragmentation.

 

We must name this war for what it is: not a clash of narratives, but an information siege on Iranian identity. Shaffer’s booklet is only one weapon among many. But it is enough. Enough to signal intent. Enough to demand response. The Iranian nation, civilisational, integrative, plural, does not require permission from foreign cartographers to exist. It must refuse not only intervention, but the language that precedes it. Against the imperial grammar of ‘multi-nationality’, it must assert its own lexicon of continuity. Against the chorus of partitionists, it must answer with its own symphony of memory. And against the bibliographic sabotage of those who write to unmake, it must write back.
