Abstract:

Following the October 2016 Cyrus the Great uprising, a pro-monarchy mobilisation at the Tomb of Cyrus the Great on Cyrus the Great Day (28–29 October), a wave of anti-regime protests began to unfold, with demands escalating towards the outright overthrow of the Islamic regime. Almost immediately, Western media, along with their Persian subsidiaries, particularly Voice of America and BBC Persian (widely referred to by Iranians as 'Ayatollah BBC'), began deflecting attention. With no reference to the uprising itself, nor to the casualties or mass arrests that followed, the focus was abruptly redirected to the 1953 events and the ousting of Mohammad Mosaddeq (also transliterated as Mossadegh), a narrative routinely framed as a CIA and MI6-led coup. Coinciding with this, the CIA released selectively declassified documents concerning the episode.

 

This pattern is not incidental. Each time Iranians rise against the Islamic regime, particularly when the name of the Pahlavi dynasty is invoked by demonstrators, a concerted media campaign seeks to neutralise the monarchy’s symbolic resurgence, Western intelligence agencies re-emerge with conveniently timed 'declassified' files concerning the so-called 1953 coup.

 

These releases, far from offering historical clarity, operate as calculated acts of disinformation. This article contends that the purported disclosure of secret documents is not an exercise in transparency, but a geopolitical stratagem designed to shape narrative control in line with Western strategic interests, at the expense of Iranian blood and national ruin. Such disclosures deflect attention from present-day repression, whitewash Western complicity, and perpetuate the manufactured mythology of a democratic Mosaddeq. This study challenges the legitimacy of these documents by interrogating their unverifiable origins, the opaque mechanisms of their release, and the political utility they serve. It deconstructs the idealised portrayal of Mosaddeq by scrutinising his political rise, constitutional subversions, and ideological affiliations. In reclaiming Iran's historical memory from the distortions of foreign intelligence and media propaganda, the article affirms the necessity of a sovereign political historiography rooted in truth, not expedience.

 

 

Introduction

On 17 June 2017, the Central Intelligence Agency (CIA) allegedly released a collection of historical records purportedly detailing its involvement in the 1953 events in Iran (National Security Archive, 2017). This marked a disclosure of operational files tied to Cold War-era interventions.

 

The release, framed under the US Freedom of Information Act (FOIA) and declassification protocols, was claimed as part of broader efforts to reconcile with historical transparency. The documents ostensibly claim it outline the CIA’s role in facilitating the removal of Prime Minister Mohammad Mosaddeq, emphasising Cold War geopolitical imperatives and concerns over Soviet influence in Iran. The disclosed materials include internal memoranda, intelligence assessments, and retrospective analyses, though heavily redacted to protect operational methods and sources. These allegedly declassified documents were published by the ‘National Security Archive,’ a so-called NGO.

 

The events of 1953 mark one of the most decisive turning points in modern Iranian history. They set in motion the collapse of Iran’s 2,500-year-old imperial monarchy and enabled the rise of an authoritarian theocracy in its place. Understanding the forces that removed Mohammad Mosaddeq from power is not about reinventing history, an impossible task, but about deciphering the political dynamics that still govern Iran today. The legacy of 1953 continues to shape the nation’s future, making this history not just relevant but essential.

 

Yet this article does not evaluate the content of the CIA’s documents. Instead, it adopts an entirely new perspective, one previously unexamined, to interrogate the following questions and provide fresh insight:

 

1. Why were these specific records disclosed at this particular moment? The alleged coup that ousted Mosaddeq from power took place in August 1953, 63 years and 10 months prior. Therefore, a random release date is questionable.

 

2. Releasing these documents so randomly, what purpose does it serve and who benefits from it?

 

3. And the most critical question: can we trust these supposedly declassified CIA documents, claimed to originate from 1953, as genuine historical records, or might they be contemporary fabrications?

 

 

1. What is Western declassification of Secret Documents?

Declassification, in the context of Western intelligence organisations, refers to the formal process by which previously classified government or agency documents, deemed no longer critical to national security, are authorised for public release. This practice is framed as a mechanism of transparency, aligning with democratic principles that prioritise accountability and historical clarity, which Western governments claim to uphold.

 

These governments often justify such disclosures through legislative frameworks, such as fixed-term secrecy laws, mandating the eventual release of records after a set period, typically decades. The process is described as tightly controlled, involving rigorous review by security agencies to redact sensitive details, protect ongoing operations, or safeguard diplomatic relationships. Yet, while presented as an exercise in open governance, declassification inherently reflects the state’s monopoly over information: it decides what truths to reveal, when to reveal them, and how extensively to sanitise content.

 

Critics argue that this curated transparency serves to legitimise state power, offering carefully filtered glimpses into past decisions while obscuring systemic practices or unresolved controversies. The narrative emerging from declassified material is thus shaped not by impartial historiography but by contemporary political priorities, reinforcing state-sanctioned perspectives on history, security, and political agendas.

 

 

2. When and Why Does This Take Place – According to Western Definitions and Claims?

Declassification by Western intelligence agencies is typically framed as occurring when potential risks to national security, diplomatic relations, or individual privacy are deemed to have diminished over time. Legislatively, many Western states enforce fixed timelines, such as the UK’s 20-Year Rule or the US’s 25-Year threshold, after which documents are nominally subject to release, provided they pass security reviews. The stated rationale centres on upholding democratic values: transparency fosters public trust, enables historical scholarship, and ensures accountability for past governmental actions. Releases are often timed to coincide with anniversaries, policy shifts, or public inquiries, aligning disclosures with moments of institutional reflection or political recalibration. Governments also cite legal obligations, such as freedom of information requests or court orders, as catalysts for declassification.

 

However, the process remains discretionary, reflecting a ‘pick-and-choose’ approach, with agencies retaining authority to withhold or redact material indefinitely under broad exemptions such as ‘national security’ or ‘international relations’.

 

Proponents argue this balance safeguards sensitive interests while gradually illuminating state conduct. Critics, however, contend that timing and selectivity often serve contemporary political agendas, including bolstering authoritarian regimes that align with Western interests or destabilising governments that prioritise their own nations over Western strategic goals. In the simplest terms, the losing parties are the nations that were victims of Western interference in the first place, or those now subjected to manipulation to benefit Western interests through the release of these alleged secret documents.

 

 

3. ‘No Cat Hunts Mice for God’s Pleasure’: The CIA’s Suspicious Timing in Releasing Its ‘Declassified’ Iran Documents

The Persian maxim ‘No cat hunts mice for God’s Pleasure’ cuts to an essential truth: intelligence agencies - whether Western or Eastern, release documents only when it serves their agenda. When such ‘declassified’ files emerge, three questions demand answers:

a. Why this moment?

b. What strategic purpose?

c. Cui bono - who truly benefits?

 

The timing of the release coincided with heightened public and academic interest in historical accountability, as well as ongoing diplomatic tensions between Iran and Western states. US officials characterised the declassification as an exercise in openness, asserting that such disclosures align with democratic principles of acknowledging past actions. The documents’ publication was also contextualised within legal obligations to comply with FOIA requests, which had accumulated over decades from researchers and historians. While the CIA maintained that redactions were necessary to safeguard national security and intelligence-gathering techniques, the release was broadly interpreted as a symbolic gesture toward addressing historical grievances. Critics within policy circles, however, noted the limited scope of disclosure and the absence of unredacted operational details, which left significant gaps in understanding the full extent of foreign involvement.

 

This declassification followed established US protocols for handling historical records, balancing public interest against enduring security concerns. The CIA’s public stance underscored a commitment to ‘learning from history’ while maintaining that contemporary intelligence practices adhere to stricter ethical and legal standards. The release was thus positioned as both an archival contribution and a diplomatic signal, reflecting the interplay between historical transparency and modern geopolitical narratives.

 

 

4. How Authentic Are These Documents (with Reference to CIA 2017)?

The authenticity of the CIA documents released in June 2017, pertaining to the 1953 events in Iran, remains contingent on the agency’s claims of internal review and declassification protocols. These records, including internal memoranda and operational assessments, were disclosed under the US Freedom of Information Act (FOIA), with redactions applied by the CIA to protect what it deemed sensitive intelligence methods or sources.

 

While academics, investigative researchers, and the public alike have blindly trusted and accepted these documents as genuine and authentic, the challenge remains that, as with any previously declassified secret documents, no independent third party has ever verified or confirmed their integrity. No scientific methodologies, such as forensic methods like radiocarbon dating (C14), ink analysis, or paper composition testing (common in historical document authentication), or any digital forensics or archival cross-referencing, have been carried out. This is due to the fact that intelligence agencies such as the CIA do not submit released materials to such scrutiny, nor do they permit external experts to access the original physical copies. Instead, declassified documents are typically provided as digitised or redacted reproductions, which inherently prevent opportunities for physical or chemical analysis. Even if such tests were conducted, the chain of custody for these records remains entirely controlled by the classifying agency, leaving no way to confirm whether the materials were altered, selectively preserved, or reconstructed prior to release.

 

Additionally, even in an impossible scenario where the CIA permitted such forensic analysis to be carried out on these declassified documents, the question remains: who might independently verify them? This underscores a deeper dilemma. Trusted third-party states or forensic labs could theoretically perform analyses, but intelligence agencies operate within a global landscape where geopolitical alliances and institutional secrecy complicate impartiality. For instance, a NATO-aligned country’s forensic lab might face accusations of bias, while non-aligned states could be dismissed as hostile actors and accused of being agents of foreign powers, such as the usual culprits Russia or China.

 

Therefore, the authenticity of the 2017 release is inferred rather than empirically proven, relying on the assumption that declassification processes adhere to institutional standards of accuracy. This lack of independent scrutiny underscores the inherent limitations of assessing historical records when access and verification remain controlled by the originating agency.

 

As a result, reliance on the authenticity of the documents rests solely on the reputation of the organisation that releases them, in this case, the CIA, and whether it can be trusted.

 

 

5. The CIA and Its Global Conduct: A Question of Trust

The Central Intelligence Agency (CIA), has been structured and rooted in a well-documented history of violence, deception, and exploitation. The agency’s record, from orchestrating coups (Chile 1973), assassination of political figures (e.g., Che Guevara), money laundering (Contra affair 1980s), kidnapping and illegal imprisonment in secret detention facilities (‘black sites’), propaganda and spreading lies (e.g., Operation Mockingbird and Iraqi WMDs in 2003), to torture, sexual violence, including rape and sexual humiliation (e.g., Abu Ghraib 2003–2004), is not merely a series of isolated scandals but a systemic pattern of violence.

 

In short, the CIA can be described as a hybrid of the most dangerous terrorist and organised criminal organisation, a characterisation that is provocative but not hyperbolic. The agency has operated with a level of impunity that rivals non-state armed groups, conducting extrajudicial killings (e.g., drone strikes on civilians), running drug networks (e.g., Contra-cocaine trafficking), and destabilising democracies worldwide. Yet unlike non-state actors, it does so under the legal and diplomatic cover of a superpower, rendering its crimes ‘legitimate’ in the eyes of international institutions. This duality, a state actor engaging in lawless violence, is what makes the CIA uniquely dangerous. Yet, in an ideal world, the CIA should have been categorised as the most dangerous terrorist organisation, and its leaders and agents tried in an international court for crimes against humanity.

 

Therefore, to question the credibility of its declassified documents is not just reasonable but essential, as trust in institutions requires consistency between their words and actions. When an organisation has spent decades lying, manipulating, and destroying evidence, scepticism toward its ‘transparency’ initiatives is not paranoia, it is prudence.

 

 

6. Mosaddeq’s Rise to Power: Clarifying the Historical Record

The claim that ‘Mosaddeq and his government were democratically elected, ousted from power as the result of a coup d’état orchestrated by the US and UK’ has been propagated for decades to the point of ubiquity (Suren-Pahlav, 2002). However, the assertion that Mosaddeq was ‘elected by the people’ in a direct vote is a common oversimplification in Western discourse, and the historical evidence speaks for itself.

 

1 – A ‘democratically elected government’ typically implies a national election where candidates present policies and the electorate chooses one to become prime minister. This constitutes the fundamental flaw in such claims. Mohammad Mosaddeq was never elected directly by the public, faced no opposition figures in a contest for premiership, and no national elections occurred in Iran during 1951 for voters to select him as prime minister.

 

2 – Mosaddeq was appointed Prime Minister under the 1906 Constitution of Iran, which vested the Shah with authority to appoint and dismiss ministers, subject to parliamentary approval. Article 46 of the Supplementary Fundamental Laws (1907) states: ‘The appointment and dismissal of ministers is by Royal Command’, while Articles 27 and 28 assign the Majlis oversight and ratification functions, not electoral powers (Supplementary Fundamental Laws, 1907). Mosaddeq’s premiership in 1951 followed this legal procedure: nomination by the Shah, and endorsement by 79 out of 101 Majlis deputies. His political base emerged from the National Front coalition, which included the Tudeh Communist Party, a proxy of Soviet influence in Iran, and various Islamist factions, among them Fadaeian-e Islam, a Shi'a offshoot of the Islamic Brotherhood established by the British in the nineteenth century [1].

 

Therefore, there was no public election for the position. Consequently, the widely repeated phrase ‘democratically elected’ is false and ideologically driven, misrepresenting a constitutional monarchy as if it were a liberal republic.

 

3 –  Mosaddeq appointed multiple family members to key governmental positions during his tenure, consolidating familial influence at the highest levels of power, including:

• Dr Gholamhossein Mosaddeq, son – political and financial adviser to the Prime Minister;

• Engineer Ahmad Mosaddeq, son – Deputy Minister of Roads;

• Abolfath Heshmat al-Dowleh, brother – representative to the Ministry of the Court;

• Abolhassan Thaqat al-Dowleh, brother – awarded major state procurement contracts;

• Saham al-Soltan Bayat, niece – Managing Director of the National Iranian Oil Company;

• Dr Matin-Daftari, nephew and son-in-law – member of the Oil Compensation Commission;

• Dr Daftari, nephew – Head of the General Inspection Organisation;

• Engineer Mohammad Bayat, nephew – Director of the Agricultural Bank;

• Dr Zia Farmanfarmaian, nephew – Governor of Fars Province;

• Jamshid Farmanfarmaian, nephew – Director General at the Ministry of Labour;

• General Daftari, nephew – Chief of the National Police;

• Abunasr ‘Azod, nephew – Director General of Forestry;

• Mohammad Mehdi Qahramani, cousin – Director General of Customs;

• Shams al-Din Amir ‘Ala’i, cousin – Interior Minister in Mosaddeq’s first cabinet;

• Dr Ali Amini, cousin – Minister of Economy;

• General Amini, cousin – Commander of the Gendarmerie;

• Abolqasem Amini, cousin – Acting Minister of the Court;

• General Mozaffari, brother-in-law of Gholamhossein Mosaddeq – Governor of Khuzestan Province;

• Hossein Key Estavan, nephew by marriage – Head of the Tehran Treasury;

• Emami, brother-in-law – Governor of Khorasan.

 

4 – Mosaddeq dissolved parliament in 1953, violating the 1906 constitution amid opposition from MPs. He declared himself head of the armed forces, imposed martial law, and ordered the arrest of the Shah, who subsequently fled the country (Rahnema, 2014).

 

Therefore, all the evidence at hand points to the fact that he was anything but a democrat, nor was he elected democratically. The next question is: why has the West pushed this narrative? To answer this question, it is essential to understand who Mosaddeq was prior to his premiership, his beliefs, politics, and loyalty.

 

 

Conclusion

The 2017 CIA ‘declassification’ must be understood not as a revelation of truth, but as a political intervention. It did not emerge from a commitment to historical accountability, nor from a sudden ethical awakening within Western intelligence institutions. It emerged because it was needed. Needed to recycle an exhausted myth. Needed to redirect Iranian political anger away from the Islamic regime and towards a selectively curated past. Needed to sustain a narrative that absolves Western power while infantilising Iranian political agency.

 

The mythology of 1953 has become one of the most effective ideological weapons deployed against the Iranian nation. By endlessly reiterating the fiction of a democratic Mosaddeq overthrown by foreign hands, Western states and their media auxiliaries erase Mosaddeq’s constitutional violations, his alliance with anti-monarchical and revolutionary forces, and his direct role in dismantling Iran’s parliamentary order. This erasure is not accidental. It provides the Islamic Republic with a permanent alibi. Every failure, every execution, every massacre, every act of clerical tyranny is excused through the recycled claim that Iran was ‘robbed of democracy’ in 1953, and therefore bears no responsibility for its present catastrophe.

 

The CIA’s selective disclosures operate as narrative laundering. They offer confession without consequence, transparency without verification, and history without accountability. The documents cannot be independently authenticated, their provenance cannot be tested, and their framing is entirely controlled by the very institution with the longest record of deception, manipulation, and regime engineering in the modern world. To treat such material as neutral historical evidence is not scholarship. It is submission.

 

What is at stake here is not merely an academic disagreement over Mosaddeq’s legacy or the semantics of a coup. What is at stake is Iranian political sovereignty over its own historical memory. The repeated Western insistence on defining Iran’s past has functioned to deny Iranians the right to interpret their own political failures, their own constitutional breakdown, and their own revolutionary mistakes. A nation that cannot control its history cannot control its future.

 

The Iranian tragedy was not imposed by foreign powers alone. It was enabled by internal actors, ideological blindness, constitutional vandalism, and the systematic destruction of Iran’s parliamentary monarchy. To deny this is to perpetuate the very cycle of denial that sustains authoritarianism. The Islamic Republic thrives not only on repression, but on historical falsification. Western intelligence services, whether through silence or strategic disclosure, have been active participants in this falsification.

 

This article therefore rejects the moral authority of Western declassification, the sanctification of intelligence archives, and the myth of Mosaddeq as a democratic martyr. It insists on a sober reckoning with Iran’s political collapse, free from propaganda, sentimentalism, or imperial narrative control. The Iranian nation does not need curated confessions from foreign agencies. It needs truth. And truth begins with refusing to outsource history to those who have every interest in distorting it.

1 – Fadā’iyān‑e Islam, founded by Navvab Safavi in 1945. Presented in official histories as an indigenous grassroots movement, it in reality functioned as the Brotherhood’s Shi‘i extension, embedded within the same British intelligence strategy that shaped its Sunni counterpart (EIR, 1981). Fadā’iyān‑e Islam carried out assassinations of secular intellectuals, reformists, and nationalist figures whose visions threatened imperial priorities, including Ahmad Kasravi, Abdolhossein Hazhir, and Prime Minister Ali Razmara. These killings were not incidental acts of religious zeal; they were integral to dismantling Iran’s industrial modernisation, fragmenting nationalist solidarity, and clearing the political ground for clerical dominance (Suren-Pahlav, 2002).
