ABSTRACT

This article offers a critical, deconstructive analysis of the white paper entitled ‘Emergency Period Programme: The First 100 to 180 Days of Transition’, presented under the slogan ‘A Vision for a Democratic Iran’ by NUFD  [1]. The planners present it as a roadmap for governing the country in the immediate aftermath of the collapse of the Islamic regime in Iran. The plan, currently circulating among select opposition figures and backed by several diaspora-based Iranian factions، particularly those aligned with HIH Crown Prince Reza Pahlavi, purports to offer a transitional blueprint.

 

Yet, what the planners propose, however, is riddled with conceptual missteps and strategic incoherence, chief among them the fallacy of false equivalence. These deficiencies risk not only compromising a transitional period in which Iranian nation could freely determine the form of their political system, whether a parliamentary monarchy or a democratic republic, but also entrenching authoritarian structures in a reconstituted guise, such as a so-called “Second Republic”. In a still more alarming scenario, they could accelerate the disintegration and fragmentation of Iran. The project’s decentralising tendencies, flawed institutional analogies, unrealistic timelines, and lack of effective accountability mechanisms also raise fundamental questions about the genuine intentions of its architects.

 

Accordingly, This critique interrogates the structural architecture of the white paper and its ideological underpinnings, lays bare its fundamental flaws, and exposes the narratives and political ambitions veiled within its language.

 

 

INTRODUCTION

In the complex landscape of post-authoritarian transitions, the crafting of a viable governance framework requires a confluence of political realism, institutional expertise, and strategic foresight. The dismantling of entrenched authoritarian regimes and the subsequent construction of legitimate, functional governance structures have long been focal concerns in political science scholarship and transitional governance studies. In this context, Iran’s prospective transition from the Islamic regime to a democratic political order represents one of the most intricate and precarious endeavours of contemporary statecraft. The Islamic regime’s political, legal, and institutional architecture is not merely an assemblage of flawed bureaucracies; it constitutes an ideological edifice meticulously engineered to perpetuate theocratic authoritarianism, suppress dissent, and monopolise socio-political control. The project of disassembling such a regime, and erecting in its place a democratic system grounded in constitutional legitimacy and popular sovereignty, necessitates a level of strategic coherence, procedural clarity, and institutional resilience that cannot be improvised in the wake of revolutionary tumult.

 

The transitional plan presently under scrutiny aspires to provide a framework for navigating Iran’s post-Islamic regime emergency phase. While its authors attempt to articulate a viable transitional blueprint, the Plan is fundamentally flawed. Its conceptual miscalculations, strategic omissions, and procedural deficiencies reveal deep-seated design limitations that, if left unaddressed, risk undermining the very objectives it purports to advance.

 

An analysis of the document’s language, tone and structure highlights its flaws. It lacks the technical bureaucratic lexicon typical of policy frameworks from institutions such as the US State Department or European foreign ministries. Instead, it shifts between aspirational political rhetoric and idealised accounts of revolutionary change, indicating that it was not written by experienced technocrats familiar with the detached style of institutional policy-making. Instead, the document’s language resembles that of ‘Tavānā’ and ‘IranWire,’ online groups sent abroad by the regime as part of its ‘controlled opposition’ strategy. It reflects the outlook of pseudo-technocrats shaped by the ideological and administrative machinery of the Islamic regime, particularly its reformist faction.

 

Thus, for many of these actors, their transition into diaspora activism has been less a product of institutional policy-making immersion and more an opportunistic recalibration following their erstwhile affiliations with regime-aligned structures. This divergence is not merely stylistic; it underscores a structural context wherein the authors’ proximity to the regime’s bureaucratic lexicon, tempered by an aspirational engagement with Western governance paradigms, has produced a hybridised discourse that lacks the procedural rigour and linguistic precision typical of institutional drafting environments. Yet, despite this deficit in procedural sophistication and technical lexicon, the Plan’s structural composition bears discernible traces of foreign conceptual influence. The architectural emphasis on engineered regime recalibration, most notably through an over-reliance on foreign analogies such as the United Kingdom’s Brexit process, suggests that its authors, though lacking practical policy-making experience, have drawn heavily from foreign policy paradigms originating in think tanks whose strategic interests extend beyond Iran’s democratic reconstruction.

 

Consequently, while the document frames a positive vision of the future through the language of democratic change, it embeds hidden structural agendas in the form of proxy mechanisms that serve both the regime’s interests in new guise and the strategic aims of foreign actors. On this basis, if it fails to realise its stated goals, it risks engineering the country’s disintegration under the cover of transitional rule.

Further difficulties arise from the Plan’s limited engagement with the legal and institutional complexities of de-ideologisation, its sanguine assumptions about immediate international endorsement and material support, and the danger that transitional bodies might consolidate into enduring governing entities. These are not abstract design flaws; they aggravate internal factionalism and generate conditions of disorder in which opportunistic actors can mount coups before the transitional framework is established.

 

This critique therefore interrogates the Plan’s foundational premises, structural logic, and operational assumptions. By exposing its conceptual missteps, its strategic elisions, and its tendency to rely on false equivalences, the analysis highlights the latent risks that threaten the credibility of any post-regime transition it seeks to orchestrate.

 

Attention will also turn to close scrutiny, rigorous enough to unsettle factional agendas, bring decentralisation plans to light, and compel a fundamental reconsideration of the proposed transitional architecture; without substantial correction and revision, abandonment would remain the only option, for the framework in its present form threatens the very existence of Iran.

 

Yet to approach a white paper only through its procedural architecture would be a serious analytical limitation. In contexts of political volatility, white papers seldom function as neutral planning documents. They are, almost by definition, strategic interventions, operating simultaneously as drafts of policy and as early litmus tests for the feasibility of structural shifts masked as pragmatic proposals. They circulate as both exploratory texts and political probes, designed to gauge levels of public receptivity and elite resistance to the ideas they seed. Acknowledging this dual function is crucial, for within such apparently tentative formulations lie the most consequential reconfigurations of state architecture, advanced quietly and with careful calculation. It is precisely in this register that the NUFDI Plan must be read: not only as a draft blueprint for governance, but as a strategic agenda-setting document whose latent implications stretch well beyond its immediate textual claims.

 

 

WHITE PAPERS AS POLITICAL INSTRUMENTS: VIGILANCE AGAINST STRATEGIC AGENDA-SETTING

Before undertaking a critical interrogation of the so-called ‘Emergency Phase’ white paper issued by NUFDI, it is necessary to address the nature of white papers themselves: what they are, and to what political ends they are crafted.

 

Despite their bureaucratic presentation, white papers are never merely administrative tools. They are political artefacts designed to consolidate particular visions of the future, often under the guise of expert neutrality. In both liberal and postcolonial history, the white paper has recurrently served as a vehicle for normalising pseudo-consensual settlements brokered by dominant actors. From the British Empire’s use of white papers to manage colonial dissent in Palestine and India, such as the 1939 White Paper on Palestine    [2][3], which strategically redefined British commitments while neutralising anti-colonial demands, to post-authoritarian regimes’ deployment of transitional policy papers in Latin America, these documents have functioned less as platforms for deliberative democracy than as instruments of ideological containment [4][5]. Contemporary usage retains this structural logic. Draped in the vocabulary of policy, these papers perform inclusion while orchestrating exclusion. They simulate consultation but present a pre-engineered consensus. Ferguson’s analysis of development discourse as an ‘anti-politics machine’ is instructive here: the white paper, like the development report, displaces political antagonism into technocratic procedures [6]. What appears as participatory is often a performance of legitimacy, rehearsed for international audiences and domestic dissenters alike.

 

In this sense, the political white paper operates not as a map, but as a mechanism. It maps nothing; rather, it prescribes, disciplines, and disorients. It is not written to invite critique, but to exhaust it. As a genre, it serves to tranquilise dissent, converting revolutionary momentum into technocratic deferral. Mbembe’s critique of postcolonial power is germane here: the state absorbs rupture and repackages it as reform, turning historical trauma into institutional theatre  [7]. What emerges, then, is not a participatory artefact, but a pacification tool. These documents, often framed as consultative, are in fact instruments of strategic deceit. In the absence of any mechanism for independent verification, the planners invoke the language of consensus to legitimise what is, in practice, a predetermined programme. Claims of broad-based consultation are asserted as fact, even when popular opposition is overwhelming; dissent is simply reclassified as peripheral. They obscure political antagonism, redirect insurgent energies, and in doing so, reinforce the very structures they claim to supersede. White papers in transitional contexts, especially, are rarely plans for liberation. More often, they are technologies of misdirection, authored to foreclose the radical clarity a nation demands.

 

The NUFDI white paper is no exception. Though lacking the sophistication or strategic polish characteristic of British or other former colonial powers’ white papers, it nonetheless deploys a familiar coercive grammar beneath its procedural language: the narrowing of political possibility under the guise of technical necessity. It replicates this architecture of containment, while it postures as a policy framework inviting consultation, its underlying logic is disciplinary. It forecloses antagonism in favour of managed consensus. And once challenged, its neutrality collapses.

 

The NUFDI ‘Emergency Phase’ white paper clearly positions itself as a site where dissent is redefined and delegitimised. Those who contest its premises are not acknowledged as part of legitimate political plurality, but recoded as ‘marginal minorities’ in order to fabricate a consensus that is constructed, not genuine. This is not dialogue. It is the orchestration of a political scene tailored to the preferences of the NUFDIs. The consensus this document seeks to impose does not emerge from collective will, but is the outcome of a political engineering designed to appear inevitable.

 

The NUFDI white paper is, in effect, a simulation of Iran’s future under the guise of consultation. It must be confronted and contested with resolve, so that its claims are subjected to accountability and forced to submit to the authority of the majority. If left unchallenged, it will pre-emptively impose political settlements, dictate governance structures according to the scriptwriters’ design, and suffocate the right to dissent before the actual struggle has even begun.

 

One of the most insidious and dangerous elements embedded in the earlier versions of this white paper was the explicit reference to ‘delegating authority to autonomous local governments’ – a term which, within Iran’s geopolitical context, functions as a gateway to separatism through federalism. These were not accidental or innocent inclusions. Word for word, they appeared to have been transcribed from the ‘Future of Iraq Project’ by the US State Department (2001–2003) and the ‘Orders and Regulations of the Coalition Provisional Authority’ (2003–2004), the twin frameworks developed by the United States and its allies for dismantling Iraq’s central government after the fall of Saddam Hussein, under the pretext of democratising the country. The result is the Iraq we see today.

 

Though those references were later removed from subsequent drafts, they demand close scrutiny. Their removal does not indicate conceptual renunciation or ideological shift, but rather a strategic reconfiguration. The provocative language was deleted in order to avoid premature exposure, while the underlying architecture remains intact. What emerges is a familiar manoeuvre: manufactured moderation as political camouflage. To interpret this deletion as neutral is to ignore the structural continuity between the drafts. It risks normalising a process in which federalist frameworks are first seeded, then concealed, and held in reserve until conditions become favourable for their activation. This is not retreat. It is a strategic delay, dressed in the language of revision. The covert project to balkanise Iran through federalism is neither incidental nor innocent. That it appeared on paper means it was first conceived and active in the minds of its authors.

 

 

NUFDI’S ‘EMERGENCY PHASE’ WHITE PAPER: MANUFACTURING LEGITIMACY UNDER THE GUISE OF EMERGENCY

 

1. ‘Cyrus Accord’: An Israeli–US Plan for the Future of Iran

A few months after the unveiling of the so-called ‘Abraham Accords’ by the Trump administration, engineered by Jared Kushner, Donald Trump’s son-in-law and Netanyahu’s familial confidant; Avi Berkowitz, Chief Executive the Foundation for Defense of Democracies (FDD) and simultaneously Kushner’s advisor and Special Representative for International Negotiations; and David M. Friedman, then US Ambassador to Israel, a parallel scheme emerged under the title ‘Cyrus Accord’.

 

The masterminds behind this new design, Leonid (Len) Khodorkovsky, a Russo-American-Israeli, and Victoria Coates, are not peripheral figures  [8]. They belong to the same strategic milieu as the architects of the Abraham Accords, and are entrenched in the neoconservative war machinery centred in the Washington–Tel Aviv axis. Both have longstanding roles in the formulation of anti-Iranian policy architecture, schemes devised not in pursuit of regional security or diplomacy, but in the language and logic of coercion, containment, and collapse.

 

The Cyrus Accord does not function as a roadmap for Iran’s liberation but as a pre-emptive transitional framework for a post-Islamic Republic order, designed to guarantee Israeli security and neutralise any prospective threat posed by a future Iranian regime. It was articulated in the language of normalisation, regime recalibration, and regional realignment. The envisioned order was to be anchored in Israeli–Iranian rapprochement, managed not by the Iranian nation but by a curated class of regime-adjacent ‘oppositionists’ and foreign-aligned policy brokers.

 

Khodorkovsky, in particular, is no marginal figure. Branded by The Jerusalem Post as ‘the State Department’s secret weapon’, he served as Deputy Assistant Secretary of State for Digital Strategy and as Senior Advisor to the U.S. Special Representative for Iran. He has also been embedded in policy circles intimately connected to Israeli security doctrine. His work spans strategic digital communications, economic coercion strategies, and geopolitical narrative construction. He now advises the Krach Institute for Tech Diplomacy and sits within advisory structures geared towards securing American technological and geopolitical dominance, particularly in relation to China and the Middle East  [9]. He is not a theorist of democracy; he is a practitioner of information war. That he, along with Coates, authored the Cyrus Accord renders the NUFDI Plan not an Iranian project, but an American-Israeli security strategy in domestic drag. This was no confidential memo. It was immediately promoted by Israeli media, neoconservative outlets, and Washington’s policy hawks. Khodorkovsky published a piece titled ‘Peace between Iran and Israel is inevitable’ in The Jerusalem Post on 1 February 2021, positioning the Cyrus Accord as the framework for post-regime regional plan  [10]. Coates followed days later with ‘Cyrus Accords Promise a Hopeful Future for Iran and Israel’ via the Centre for Security Policy  [11]. Amplification came swiftly in the New York Post  [12]. By April, NUFDI, newly rebranded and politically repositioned, held a public event on 7 April 2021 under the banner of the Cyrus Accords, endorsing its vision and language as the horizon of Iranian transition  [13].

 

Notably, this sequence unfolds more than two years before HIH Crown Prince Reza Pahlavi’s widely publicised visit to Israel in April 2023  [14]. That visit, far from initiating a diplomatic breakthrough, appears in retrospect as a symbolic ratification of a pre-existing accord. The likely stakeholders, Israel, a pragmatic wing of the IRGC, the Rafsanjani clan’s transnational economic syndicate, and the so-called reformist faction of the Islamic regime, share not merely interests but tactics: containment dressed as transition, subversion masked as reform.

 

This context not only clarifies the Plan’s strategic intent but retroactively explains its stylistic oddities. The document’s prose, as previously established, is not that of trained civil servants or institutional technocrats. Its register vacillates between inflated policy jargon and the stilted moralism of regime-era reformist rhetoric. This is not the idiom of governance; it is the residue of a political class rebranded abroad. What we read is the hybrid tongue of pseudo-technocrats: operatives of the Islamic regime’s bureaucratic elite, now repurposed as mouthpieces for a Washington-scripted transition. Their language, like their loyalties, is neither coherent nor autonomous.

 

The white paper thus begins to appear not as a failed attempt at democratic planning, but as a functional artefact of geopolitical engineering. Its authorship, structure, and sequencing are consistent with a project whose goal is not rupture, but recalibration, preserving institutional architecture while reshuffling elites. It is less a roadmap for liberation than a containment protocol: pre-emptively allocating authority among regime remnants, foreign allies, and ideologically aligned proxies.

 

The ‘Cyrus Accord’ was never a policy proposal in any genuine sense. It was a provocation wrapped in the veneer of diplomacy, designed to be outsourced. What follows is not a catalogue of pseudo-technocratic missteps. It is an anatomy of strategic deceit.

 

2. From ‘Cyrus Accord’ to NUFDI as a Conduit for Foreign Aggression

At the time of ‘Cyrus Accord’ introduction, it was expected that Khodorkovsky and Coates would delegate its implementation to one of several comprador formations: the export-friendly so-called ‘reformist’ diaspora factions; the Rafsanjani-linked kleptocratic networks; estranged elements from the IRGC; or the cultic terror-group MEK. These actors, by political constitution and historical practice, have positioned themselves in the service of foreign interests. The question is not one of misplaced loyalty, but of structural treachery: they do not defect to a particular foreign sponsor, they circulate amongst them, depending on who cuts the cheque.

 

Now, four years on, the so-called National Union for Democracy in Iran (NUFDI), an offshoot of the American-Israeli security think tank FDD, has taken up the mantle. NUFDI is not a civic organisation. It is a curated ensemble of anti-Iranian operatives and self-exiled career dissidents, assembled precisely to funnel imperial policy into the idiom of ‘Iranian advocacy’. It is the polished face of a project long in motion: either the fragmentation or colonisation of Iran, framed as ‘liberation’.

 

Thus, what emerges in NUFDI is not a civil society project, but a psychological operation, designed for plausibility in Western liberal discourse while functioning as an instrument of imperial destabilisation. It conflates dissent with collaboration, organises ‘opposition’ through funding pipelines that trace back to Tel Aviv and Washington, and speaks the language of rights while advancing the objectives of war. Those who participate in its circuits, whether in think tanks, lobbying bodies, or media frontlines, are not merely mistaken. They are implicated in a transnational project of betrayal.

 

NUFDI is not the future of a democratic Iran. It is the afterimage of every failed plan to destroy Iran, every externally-scripted terrorism clad in so-called ‘ethnic struggle’, every exilic fantasy staged at the expense of the nation’s independence. Its very existence testifies to the enduring desire of foreign powers to write the future of Iran without Iranians.

 

 

3. The So-called NUFDI White Paper

The NUFDI’s ‘Emergency Phase’ white paper, contrary to its portrayal as an emergent consensus among diaspora opposition actors, should be understood as a functional extension of a geopolitically consequential document: the ‘Cyrus Accord’, effectively translating its provisions into a policy discourse. It operates as a textbook case of discursive engineering and marketed as a pragmatic transitional blueprint. The ‘Emergency Phase’ Plan in its earlier drafts disclosed an unambiguous commitment to devolving authority to so-called ‘local governments’,  terminological sleight of hand which, within Iran’s fraught geopolitical configuration, reads less as administrative reform and more as an entry point for federalist fragmentation  [15]. The phrasing is neither accidental nor innocent; it echoes almost verbatim the U.S. State Department’s Future of Iraq Project (2001–2003) and the Coalition Provisional Authority’s Orders and Regulations (2003–2004), both of which laid the groundwork for dismantling centralised sovereignty under the guise of democratisation. That these references were later excised from subsequent iterations demands close attention. Erasure here signals neither conceptual disavowal nor ideological shift but, rather, a tactical recalibration: incendiary language removed to evade early detection, while the strategic architecture remains intact. What emerges is a familiar manoeuvre, manufactured moderation as political camouflage. To treat the omission as neutral is to ignore the structural continuity between drafts; it risks naturalising a process whereby federalist constructs are first seeded, then obscured, awaiting reactivation when conditions prove more amenable. This is not retreat. It is strategic latency masquerading as revision.

 

Thus, while the NUFDI Plan purports to initiate a national conversation on transitional governance, it simultaneously functions as a litmus test, a calibrated exercise to assess how far its authors can advance their strategic preferences without provoking decisive resistance. Recognising and challenging these embedded assumptions at the white paper stage is not an exercise in paranoia; it is a necessary act of national vigilance, without which the very concept of national sovereignty becomes vulnerable to subversion under the guise of policy pragmatism.

 

It is, therefore, incumbent upon all stakeholders committed to safeguarding Iran’s territorial integrity and national sovereignty to engage with such policy documents with heightened vigilance. The danger lies not in the overt declarations, which are often crafted to appear palatable and consensus-driven, but in the latent structural designs and terminological ambiguities that pave the way for more radical shifts under the veneer of technical policy progression. In transitional periods, where institutional vacuums and public anxieties create fertile ground for political reengineering, the framing of governance models in ostensibly technical white papers becomes a primary vector for agenda-setting. Complacency in this arena risks allowing critical structural determinants of Iran's future political architecture to be decided not through national deliberation but through technocratic stealth.

 

Nonetheless, despite the fact that the NUFDI white paper, like all political white papers, masquerades as a consultative draft, it is in truth an imposition, not a proposition. This one in particular, structurally and ideologically, is a foreign-driven instrument authored not in fidelity to the Iranian nation but in service of geopolitical patrons with vested interests in Iran's fragmentation and recalibration. Its pretence to national consensus is performative at best. However, given that HIH Crown Prince Reza Pahlavi has called upon political actors to provide feedback, a gesture of inclusivity, albeit one whose outcomes will likely remain unchanged, this critique will proceed accordingly. What follows is not a petition for revision but a deliberate act of political dissection. This is not consultation. It is reckoning.

 

Thus, in pursuit of this analytical objective, the following critique will deconstruct the Plan’s foundational architecture through a series of thematic evaluations, each dissecting a critical axis of transitional governance. By systematically interrogating its structural assumptions, procedural mechanisms, and embedded strategic rationales, this analysis seeks to illuminate latent vulnerabilities that may compromise the Plan’s operational efficacy and democratic legitimacy. The critique begins with an examination of the governance architecture’s decentralising tendencies, focusing on the conceptualisation and institutional role of the so-called “Leader of the National Uprising”, a construct whose concentrated authority encapsulates many of the Plan’s most consequential design flaws.

 

 

1. Structural Fallacy of the “Leader of the National Uprising”: Over-Concentration of Transitional Authority

 

1.1 An Emergency Plan Or An Authoritarian Design Cloaked In Revolutionary Rhetoric

W¬hile the imperative of a cohesive and sovereign state remains central to the preservation of Iran’s territorial integrity and political continuity, the emergency booklet advances a design that corrodes that very imperative. The emergency booklet constructs a paradox that deserves to be named for what it is: an authoritarian design cloaked in revolutionary rhetoric. Authority is said to reside in the ‘leader of the national uprising’, yet in practice it is transferred to a body styled as the ‘National Uprising Institution’. Members are appointed by the figurehead but cannot be dismissed by him. Once constituted, the council arrogates to itself plenary powers: it directs the interim government, determines the judiciary, supervises the armed forces, vets electoral candidates, and dictates which statutes survive the collapse of the Islamic regime. This is not a transitional safeguard. It is the deliberate abolition of separation of powers and the consolidation of unaccountable authority in a single unelected council.

 

Yet what makes this manoeuvre especially insidious is its discursive prelude. The NUFDI white paper pointedly abandons the title ‘Crown Prince’ and installs instead the category ‘Leader of the National Uprising’. Such a designation is not innocent. It signals a recalibration of symbolic scaffolding, hollowing out constitutional lineage and replacing it with a populist formula open to interpretive manipulation. The terminology is elastic enough to allow rival factions, often devoid of democratic mandate or historical legitimacy, to displace HIH Crown Prince Reza Pahlavi  altogether. The title itself becomes the fissure through which authority can be diverted, not by open contestation, but by intra-factional manoeuvring carried out under the guise of revolutionary necessity.

 

What emerges, then, is a dual strategy. On the one hand, juridical design drains the figurehead of actual authority, transferring power to the council. On the other, discursive engineering destabilises his symbolic position, rendering him replaceable by actors with neither legitimacy nor accountability. The combined effect is to absorb the symbolic capital of the ‘Pahlavi’ name at the outset, while structurally diverting sovereignty away from both the figurehead and the nation.

 

Such a configuration echoes the worst precedents of 1979. The Revolutionary Council then claimed to embody a nation’s will while insulating itself from scrutiny. The National Uprising Institution today rehearses the same choreography: revolutionary slogans substituted for law, rhetorical populism substituted for legitimacy, concentrated power substituted for democratic accountability. This is not a rupture with authoritarianism. It is its reproduction under a different banner, with the same logic of exclusion and control intact.

1.1.1 Horizontal over vertical hierarchy and institutional authority

The proposal’s advocacy of a horizontal distribution of institutional authority between the Crown Prince and entities aligned with the opposition coalition reflects not merely a misreading of Iran’s political realities, but a deliberate obfuscation of intent. The objectives of the white paper’s architects are not as transparent as they purport; the design reveals an ulterior agenda masked by technocratic language. While some coalition members may have occupied roles within the Islamic regime, the regime has never operated on meritocratic grounds. Appointments have overwhelmingly favoured ideological loyalty over competence, often elevating the underqualified and the doctrinaire. In such a system, even the modestly capable can appear authoritative. These individuals are not technocrats in any genuine sense, but rather functionaries of a system in which, as the saying goes, ‘in the kingdom of the blind, the one-eyed man is king’.

 

What is more troubling is the presumption that such figures, many of whom have neither a record of sustained opposition to the regime nor any meaningful distance from its apparatus, can now rebrand themselves as equal counterparts to the Crown Prince or to those who have risked exile, persecution and erasure over the past four decades in defence of national and democratic ideals. The idea that proximity to power under a theocratic regime somehow qualifies one for leadership in a democratic transition is not only ahistorical but also politically obtuse. To place these actors on an institutional footing equivalent to the Crown Prince, whose symbolic and historical legitimacy remains embedded in the national consciousness, is a structural and strategic error. The proposed horizontal framework, if enacted, would artificially inflate the standing of entities devoid of operational credibility and public trust, and in doing so, would plant the seeds of internal discord and legitimacy crises at the heart of any transitional apparatus. This horizontal proposal also carries a latent risk in the aftermath of regime collapse: by institutionalising parity, it enables such actors to circumvent the Crown Prince’s role entirely. That, arguably, is part of the ulterior design, positioning themselves not merely as participants in a transition, but as its arbiters, despite their lack of opposition credentials or historical commitment to the democratic struggle.

 

Given the profound institutional vacuum and societal distrust that will characterise the post-regime landscape, it is not a horizontal dispersion of power but a vertically integrated command structure, with HIH Crown Prince Reza Pahlavi at its apex, that can ensure the necessary unity of direction, coherence of purpose, and stability of governance. This verticality is not an endorsement of personalist rule but a pragmatic necessity, an interim centralisation of authority in the sole figure whose allegiance to democratic stewardship is beyond reproach, and whose historical detachment from factional machinations renders him uniquely capable of navigating the treacherous interregnum with impartiality and national fidelity.

 

The provisional concentration of authority in HIH must, therefore, be formally codified as a stabilising function, explicitly tethered to the restoration and modification of Iran’s constitutional order. Until such a framework is revived and democratically ratified, any premature dispersion of operational authority, particularly to entities lacking popular legitimacy, risks compromising the transitional process’s structural integrity and societal acceptance.

 

1.2 The Temporary Mandate of HIH Crown Prince Reza Pahlavi

It is imperative to clarify that the envisioned centralisation of transitional authority in HIH Crown Prince Reza Pahlavi is not conceived as an institutionalisation of personalist rule, but rather as a pragmatic and structurally necessary response to the absence of constitutional order during the emergency phase. In a context where the state apparatus has been ideologically hollowed and institutional continuity is fractured, the temporary centralisation of authority in a singular, trusted figure becomes an indispensable stabilising measure to prevent governance fragmentation and ensure the indivisibility of Iran’s territorial integrity and national sovereignty.

 

Until such time as HIH is formally crowned and assumes his rightful place upon the throne as the constitutional monarch of Iran, he must preside as the supreme institutional authority of the transitional period, not as an expression of dynastic entitlement, but as the guarantor of national unity, institutional coherence, and the sovereign will of the Iranian nation. This interim mandate is to be executed strictly as a stabilising function during the critical interregnum, after which HIH’s role shall transition, in full alignment with the British and Nordic models of parliamentary monarchy, to a ceremonial and constitutional capacity, wherein governance is exercised exclusively through democratically elected institutions.

 

Furthermore, to safeguard the integrity, transparency, and sovereign legitimacy of the transitional government, it is imperative that all individuals serving within its governance structures are subjected to codified eligibility criteria, unequivocally anchored in national allegiance and institutional impartiality. Specifically, such individuals must be born to both Iranian parents, possess exclusive Iranian nationality having formally renounced any foreign citizenship or legal affiliations, and must never have served, whether directly or indirectly, in any capacity affiliated with a foreign government, military, intelligence apparatus, or policy institution; nor ever have collaborated, directly or indirectly, with the Islamic regime or any of its factions (whether conservative or reformist). These criteria are not merely personal qualifications; they constitute a fundamental systemic vetting mechanism, designed to eliminate any perception of divided loyalties and to reinforce the legitimacy of the transitional government’s members as embodiments of Iran’s sovereign will, free from foreign entanglements.

 

These eligibility conditions should not be regarded as mere indicators of personal qualification; rather, they represent a systematic vetting process, meticulously designed to eliminate any perception of dual loyalties and to fortify the transitional government’s legitimacy as the sole manifestation of Iran’s sovereign will, untainted by foreign affiliations or foreign entanglements.

 

In the absence of these explicit safeguards, the transitional authority risks being perceived either as a covert instrument of foreign influence or as a veiled attempt to re-establish an authoritarian regime akin to the one recently dismantled. Such a scenario would not only undermine the democratic legitimacy of the transitional process but would also expose the nation to foreign infiltration, thereby subverting the very principles of national sovereignty and self-determination that the transitional governance is mandated to institutionalise.

 

1.3. Critical Considerations on Trust and Credibility of Opposition Actors

In assessing the legitimacy of transitional frameworks, it is imperative to scrutinise not merely the procedural coherence of policy proposals but the trustworthiness of their architects. A significant proportion of individuals designed this Plan, particularly those formerly embedded within the ideological and administrative apparatus of the Islamic regime, now operate within foreign policy institutions whose strategic imperatives are often misaligned with Iran’s national interests. The absorption of such actors into hawkish Western think tanks, most notably entities such as the Foundation for Defence of Democracies (FDD), raises profound concerns regarding the congruence of their policy prescriptions with the sovereign aspirations of the Iranian nation.

 

Drawing upon Baroness Onora O’Neill’s analysis of ‘trust’ in democratic contexts remains instructive  [16]: trust cannot be claimed through institutional credentials or persuasive rhetoric; it must be earned through verifiable evidence of competence, integrity, and accountability. By this measure, the authors of this white paper, despite rebranding themselves as architects of Iran’s democratic transition, forfeit any claim to legitimacy.

 

These figures, formerly entangled with the Islamic regime’s apparatus, have yet to undertake any transparent reckoning with their complicity in sustaining that system. They evade disclosure of their past roles and responsibilities, presenting instead a sanitised technocratic veneer that disguises histories of service to authoritarian governance. Now repositioned within diaspora-based lobbying networks, they align themselves with external policy agendas whose objectives are neither democratic nor emancipatory, but interventionist and strategically Iranophobic. What emerges is not a simple case of opportunism but the architecture of controlled opposition. The pattern suggests orchestration: figures once embedded in the Islamic regime now operate within Western policy ecosystems, mediating between the regime’s residual strategic interests and foreign geopolitical objectives. The white paper functions, at times, less as a blueprint for reconstruction than as a Trojan horse, its promise of change conceals a deeper imperative to integrate Iran’s transitional pathways into externally designed programmes. By tethering the future of Iran’s political settlement to these pseudo-technocratic brokers, sovereignty risks becoming negotiable. The dismantling of authoritarianism cannot be entrusted to those whose positionality is marked by complicity with the structures they now claim to oppose. Their programme substitutes one regime of domination for another, repackaged under the rhetoric of neutrality, reconciliation, and expertise.

 

To allow such actors to shape the narrative of reconstruction is to legitimise a politics of managed transition, where democratic aspirations are subordinated to both residual regime strategies and Western policy imperatives. What is presented as liberation carries within it the architecture of dependency; what claims to be reform risks becoming the extension of domination by other means.

 

It is therefore incumbent upon political and civic activists committed to national and patriotic aspirations, particularly those who support a parliamentary monarchy, to subject such individuals and their proposals to sustained and critical scrutiny. They must also resist the false assumption that opposition to the Islamic regime is, by itself, equivalent to a genuine commitment to national sovereignty, territorial integrity, and Iran’s democratic future. Trust must rest on an unblemished record and on a pattern of actions that consistently demonstrate fidelity to Iran and to its democratic and national ideals, not on opportunistic alliances that recast the Iranian struggle for liberation within the strategic frameworks of foreign powers. What must remain at the forefront of collective memory is that the aim of resistance to the Islamic regime is the freedom, dignity, and future prosperity of the Iranian nation as a whole. The struggle cannot be reduced to the mere overthrow of a religious despotism, only to surrender the nation to foreign designs that, without a shadow of a doubt, would lead to its fragmentation and eventual destruction.

 

1.3.1 Geopolitical Reverberations and the Erosion of Transitional Legitimacy Post-June 12 Airstrikes

The Israeli–NATO joint operational airstrikes between 12 and 24 June 2025  [17] have made the task of legitimising any transitional governance framework, particularly those promoted by diaspora actors, considerably more difficult. The post-airstrike recalibration of national sentiment, particularly in relation to foreign affiliations and the sanctity of Iran’s infrastructural and intellectual sovereignty, as well as the territorial integrity of the nation, has deepened mistrust. Any framework that fails to account for this risks being perceived not as a vehicle for democratic emancipation but as a proxy instrument of foreign agendas, tactically repackaged under the veneer of liberation.

 

While a notable segment of the Iranian diaspora greeted the strikes with an almost celebratory fervour, the response inside Iran was far less straightforward. Among the diaspora, particularly those originating from culturally deficit and religiously conservative sectors who, upon migrating West, quickly embraced a glittering westernisation devoid of depth, the bombings were framed as blows against a tyrannical state rather than as attacks on their country. Some even celebrated Benjamin Netanyahu as a hero: a man who, throughout his political life, has sought to dismantle Iran by any means possible, deploying Mossad and AIPAC operatives to pursue a policy of fragmentation into mini-states  [18]. Such xenophilic and westophilic readings, however, reveal more about their estrangement from Iran than about the realities within the country, generating deepening rifts among Iranians themselves.

 

For many inside Iran, there was initial satisfaction at the elimination of senior Islamic Revolutionary Guard Corps (IRGC) commanders, long perceived as architects of repression. Some voiced this openly; others, constrained by the regime’s pervasive policing of speech, articulated it obliquely. Yet the mood shifted sharply once it became apparent that the bombings had not been limited to military targets. The strikes devastated civil infrastructure and extinguished the lives of nuclear scientists who, for the majority of Iranians, symbolised the nation’s intellectual promise rather than theocratic servitude. Unlike the regime’s ideological machinery, these scientific figures were regarded as custodians of civilisational ambition, sovereign minds whose labour gestured towards autonomy in a world intent on denying it.

 

What emerged in the aftermath was not a defence of the theocratic regime per se, but a collective sense of violation: an insistence that Iran’s infrastructural and intellectual sovereignty had been desecrated. The discourse shifted from questions of theocratic legitimacy to questions of a nation’s right to protect its cultural, scientific, and civic endowments from foreign assault. The paradox is instructive. A nation fractured in its politics momentarily found solidarity, not around the survival of the regime, but around the principle that its civil sphere, its scholars, its scientists, and its material lifeworld cannot be rendered expendable within someone else’s geopolitical theatre. Not to mention, inside Iran, the sight of diaspora Iranians celebrating the bombing of Iranian soil has provoked visceral disgust. Across social and digital spheres, many have labelled such celebrants as ‘traitors’, accusing them of having abandoned any claim to solidarity with the nation while positioning themselves as willing instruments within hostile geopolitical agendas.

 

This recalibration of public sentiment has rendered the prospect of trusting any transitional governance framework, especially one associated with NUFDI, an organisation linked to the Foundation for Defence of Democracies (FDD), a Washington-based think tank with overtly hawkish, pro-Israeli orientations, substantially more tenuous. These organisations, many of which have long advocated the balkanisation of Iran, are now perceived with heightened suspicion. The operational alignment of such plans with diaspora-affiliated entities, already burdened with credibility deficits, now collides directly with intensified sensitivities over foreign encroachment and the instrumentalisation of Iranian resources as collateral within extraneous strategic agendas.

 

Although empirical data remain limited, preliminary indicators suggest that public support for HIH Crown Prince Reza Pahlavi has not collapsed but has been rendered markedly less galvanising due to his perceived alignment with Israeli strategic imperatives during this period of national vulnerability. His public expressions of solidarity with Israel, whatever their intended nuance, have been widely interpreted as discordant with prevailing sentiments of mourning and infrastructural defence. As documented in earlier analyses by this author, this perception has complicated the Crown Prince’s former role as a unifying national figure, thereby undermining the legitimacy of any transitional governance model positioning him as its primary executive authority  [19].

 

1.3.2 Controlled Opposition and the Strategic Deployment of Reformist Factions in Diaspora Platforms

The Islamic regime’s longstanding utilisation of ‘controlled opposition’ and ‘false opposition’  [20] as instruments of regime survival is a matter of well-established historical record, no less insidious than the tactics employed by other totalitarian states that have sought to engineer the permissible boundaries of dissent. These strategies, which rely on deploying ostensibly oppositional figures whose operational latitude remains firmly tethered to regime-defined constraints, have proven instrumental in neutralising genuine national uprising momentum whilst preserving the illusion of internal reform.

 

In a 2011 article, this author warned of the regime’s calculated initiative to export handpicked operatives, many with established reformist credentials, into Western political arenas under the guise of dissident activism  [21]. The objective was not merely reputational laundering but the strategic seeding of these individuals within diaspora movements, where their proximity to legitimate opposition figures would afford them disproportionate influence over post-regime transition narratives. The intervening years have borne testament to the efficacy of this tactic; a conspicuously homogenous cohort of former regime-affiliated reformists now occupies prominent positions within opposition platforms, clustered with uncanny precision around HIH Crown Prince Reza Pahlavi.

 

While it is beyond the remit of this analysis to levy personal accusations, the structural implications of this alignment warrant meticulous scrutiny. The historical pattern of regime-controlled opposition, juxtaposed with the present configuration of diaspora political circles, renders it analytically implausible to dismiss this phenomenon as a mere coincidence of exile trajectories. On the contrary, the confluence of these actors within transitional governance discourse suggests a calculated attempt to hijack the post-regime reconstruction process, ensuring that any future government remains tethered to the ideological and institutional paradigms of the ancien régime, albeit repackaged under the cosmetic veneer of reformist stewardship.

 

This structural infiltration is not an abstract theoretical risk; it is a tangible operational hazard that compromises the integrity of Iran’s democratic aspirations. The very same actors who, under the pretext of reform, sustained the regime’s authoritarian architecture for decades now seek to reposition themselves as architects of Iran’s post-theocratic future. In doing so, they threaten to subvert the transitional process from within, co-opting its institutional design to safeguard entrenched power networks under the guise of opposition leadership.

 

Therefore, it is not an act of paranoia, but a strategic imperative, to subject these dynamics to rigorous institutional scrutiny. Any transitional governance blueprint that fails to embed codified vetting mechanisms, ensuring that individuals with prior regime entanglements are precluded from occupying positions of post-regime authority, risks devolving into a sophisticated exercise in regime continuity, masquerading as revolutionary change. Vigilance in this regard is not an ancillary consideration; it is a foundational precondition for safeguarding the authenticity and legitimacy of Iran’s democratic transition.

 

Failure to confront this latent subversion at its inception will not merely compromise the procedural integrity of Iran’s transitional governance; it will irrevocably fracture the very notion of national sovereignty, reducing the liberation project to a managed succession orchestrated by the regime’s own ideological custodians. The Iranian nation, having endured successive cycles of engineered reform and manufactured dissent, possesses a deeply ingrained vigilance against such orchestrations. Should the transitional process degenerate into a façade wherein regime-adjacent actors recalibrate their dominance under the guise of opposition stewardship, the resultant legitimacy crisis will not only delegitimise the emergent political order but may very well catalyse a renewed cycle of revolutionary dissent, this time, directed as much against the so-called opposition as against the remnants of the ancien régime. This scenario is not a hypothetical abstraction; it is a historical inevitability should institutional complacency allow controlled opposition to hijack Iran’s post-regime future.

 

1.4 False Analogies with Historical Post-Crisis Leadership Models

A significant analytical misstep underpinning this design is the implicit analogy drawn between Iran’s prospective transitional leadership and historical cases of singular post-crisis leadership figures, such as Charles de Gaulle in post-liberation France or Václav Havel in post-Communist Czechoslovakia. However, this comparison represents a textbook false equivalence fallacy. In those cases, the existing state institutions, bureaucratic frameworks, and civic infrastructures, albeit strained, remained operational and enjoyed broad-based public trust. The leadership of de Gaulle and Havel was exercised within environments where administrative continuity, legal legitimacy, and societal cohesion could reasonably support a centralised, unifying figurehead during transition.

 

Iran’s post-liberation reality, by contrast, presents markedly different challenges. The Islamic regime’s institutions are ideologically co-opted, administratively hollowed, and structurally designed to enforce authoritarian control. The judiciary, legislature, security apparatus, and even local governance bodies are deeply entangled with theocratic patronage networks and are widely perceived as instruments of repression rather than as neutral civic institutions.

 

Beyond the dismantling of the Islamic regime’s institutional structures, it is imperative that the doctrinal and theoretical constructs which underpinned the theocratic state apparatus be systematically and irrevocably eradicated from Iran’s governance architecture. The ideological paradigms of ‘Guardianship of the Jurist’ (Velāyat-e Faqīh), clerical supremacy, and revolutionary Islamist jurisprudence, created by Bernard Lewis and Ann Lambton and claimed by Khomeini five years later as his own idea  [22], are not peripheral artefacts of the regime but constitute its operational core. Any transitional framework that fails to explicitly reject and expunge these doctrinal residues risks perpetuating the very ideological pathologies that have hollowed Iran’s civic institutions and subjugated its national sovereignty to clerical absolutism. The transition must, therefore, be designed not merely as an administrative reconfiguration but as a comprehensive de-theocratisation process, aimed at excising the regime’s ideological entrenchments from the legal system, educational curricula, security doctrine, and governance ethos. This is not a matter of ideological vindictiveness but a structural necessity; the survival of any nascent constitutional order depends upon the unequivocal severance of the Islamic regime’s theoretical legacy from the foundations of the Iranian state.

 

A particularly consequential omission within the NUFDI Emergency Phase Plan lies in its failure to confront the Islamic regime’s ideological and doctrinal foundations as an existential threat to the reconstitution of Iran’s civic order. While the Plan engages with sectoral dismantlement, targeting institutions such as the Religious Endowments (Owghāf), Basij, and the ideological apparatus within the education system, it treats these entities as isolated administrative pathologies rather than as manifestations of a coherent theocratic doctrine that has systematically co-opted the state’s legal, judicial, and governance structures. The absence of a categorical commitment to the comprehensive eradication of Velāyat-e Faqīh, clerical supremacy, and revolutionary jurisprudence from Iran’s political architecture constitutes a profound strategic oversight. Without a doctrinal rupture, explicitly severing the Islamic regime’s theoretical legacy from the foundations of the post-revolutionary state, any transitional process remains vulnerable to the re-emergence of latent theocratic entrenchments, cloaked beneath nominal reforms. The failure to address this imperative not only weakens the structural coherence of the Plan but risks enabling the perpetuation of ideological residues that could subvert the legitimacy and durability of Iran’s democratic transition.

 

Any transitional governance model that presumes it can replicate the centralised leadership dynamics of post-liberation France or post-Communist Czechoslovakia, while disregarding the systemic theocratic entrenchments within Iran’s state apparatus, is not merely engaging in a flawed analogy, it is courting strategic failure. Such oversimplifications, if embedded in transitional frameworks, risk reproducing the very autocratic pathologies they purport to dismantle

 

1.5 The Absence of Vetting for the Transitional Government: A Critical Oversight

Iranian society, having endured decades under clerical despotism, has been subjected to the full arsenal of authoritarian control, surveillance, censorship, ideological indoctrination, structural violence. There remains no technique of coercion the regime has not deployed to suppress political consciousness and fracture collective agency. Any transitional framework that inadvertently replicates the logics  and aesthetics of that same authoritarian order, whether through control, opaque bargaining, or imported models of managed democracy, is likely to be met not only with deep scepticism, but with outright revolt. This is not simply a matter of public distrust; it is the legacy of lived trauma and political betrayal. What emerges is a fundamental principle: a society brutalised by totalitarian theocratic rule will not accept a cosmetic transition. It will not be pacified by elite-led blueprints which reproduce the grammar of authoritarianism under the language of reform. To impose upon such a society a post-revolutionary architecture shaped by those once complicit in its subjugation is to invite rupture, not reconciliation.

 

And that is one of the more troubling lacunae in the Plan’s institutional design lies not in its treatment of outgoing regime structures but in its failure to articulate clear procedures for vetting those who would preside over the transitional phase itself.

 

Although the Plan outlines the dismantling of regime-aligned bodies in some detail, it offers no comparable framework for assessing the integrity, political orientation, or institutional fitness of individuals appointed to the Transitional Government, the National Uprising Council, or the Transitional Government. These are not merely technocratic bodies; they wield formative influence over the political reconstitution of the state. The absence of a codified mechanism by which transitional actors are themselves held to account risks conflating institutional legitimacy with personal virtue, as if proximity to the democratic cause were, in and of itself, sufficient to confer authority.

 

This presumption is not only analytically untenable but politically hazardous. In post-authoritarian contexts, legitimacy is not an inherent trait but an earned condition, subject to public scrutiny and reliant on procedural transparency. To allow transitional leadership to emerge without independent verification of credentials or scrutiny of political affiliations invites suspicion of elite self-selection. At a time when public distrust of concentrated authority remains pronounced, such an omission may be read less as an oversight and more as a form of tacit insulation from democratic accountability.

 

Crucially, the critique here does not extend to the figure of the Crown Prince, whose symbolic role is both sui generis and foreign constrained. Rather, the concern lies with those assuming operational authority in the interregnum, many of whom may lack either the mandate or the political neutrality required to govern credibly. Without a formalised process to vet these individuals, one insulated from factional influence and accessible to public oversight, the risk of embedding partisan loyalties within the transitional apparatus becomes difficult to ignore.

 

Introducing a vetting mechanism is not a procedural indulgence; it is a structural safeguard. It would act as a buffer against the informal consolidation of power, forestall the perception of factional favouritism, and signal a commitment to a participatory political ethos. The architecture of the transitional framework must therefore be recalibrated. Authority should be more evenly diffused across representative bodies, executive discretion constrained by clear procedural boundaries, and institutional oversight mechanisms embedded with binding force.

 

What emerges, then, is a case not for procedural perfection but for structural resilience. The individuals at the helm of transition may well be animated by a sincere commitment to democratic renewal. Even so, sincerity alone does not inoculate governance against the dangers of unaccountable authority. It is only through mechanisms that render leadership continuously answerable that the transition may acquire the credibility needed to weather inevitable contestation and to lay the groundwork for an inclusive, pluralistic, and legitimate political order.

 

 

2. Operational Triage in Post-Regime Transition: Navigating Immediate Governance Imperatives

While structural coherence, legal frameworks, and institutional design form the architectural backbone of any credible transitional blueprint, the actual viability of such a plan is fundamentally predicated upon its capacity to confront and navigate the immediate, non-negotiable exigencies of governance in the aftermath of regime collapse. Transitions are not conceived in the vacuum of theoretical abstraction; they are operationalised in the disordered realities of institutional vacuums, infrastructural paralysis, and societal disorientation, wherein the lived experience of the populace is defined not by constitutional promises but by the tangible functionality, or absence, of everyday governance.

 

A conspicuous lacuna within the current Plan is its failure to delineate a coherent strategy for what may be termed Operational Triage: the systematic prioritisation and phased sequencing of critical governance functions required to avert societal fragmentation in the volatile initial weeks following the disintegration of the Islamic regime. The immediate resumption of basic public utilities (water supply, electricity, waste management), the re-establishment of public order amidst the probable disintegration of existing security apparatuses, and the swift mobilisation of provisional local governance networks are not peripheral considerations; they are existential imperatives that, if mishandled, will render the broader transitional architecture politically impotent and socially delegitimised.

 

Historical precedents furnish stark warnings in this regard. The Plan’s current overemphasis on high-level constitutional processes and institutional design, however well-conceived, without a corresponding blueprint for immediate governance stabilisation, risks repeating this strategic error, forfeiting the fragile yet critical window of public goodwill and political capital that invariably follows the regime’s downfall.

 

A credible transitional strategy must, therefore, articulate what may be termed a Sequential Stabilisation Protocol, a phased, tactically grounded operational framework that delineates the precise order and priority of essential governance functions to be restored, not over months or years, but within the first 72 hours to 30 days post-collapse. This protocol must commence with service continuity imperatives: ensuring that water distribution, electricity grids, telecommunications, and waste management systems, many of which will have been subjected to sabotage, neglect, or opportunistic seizure, are safeguarded and restored under centralised yet decentralised-operational command. Parallel to this, interim law enforcement mechanisms must be established, not as aspirational constructs, but as functional entities derived from a pragmatic amalgamation of vetted existing personnel, civic volunteers, and supported advisory teams.

 

Central to this triage framework is the pre-emptive identification and discreet engagement of technocratic cadres, who possess the technical expertise and institutional memory indispensable for preventing administrative collapse, but have been relegated to the periphery due to their ideological misalignment with the Islamic regime’s repressive apparatus. These technocratic elements represent the "grey layer" of governance, often overlooked in revolutionary fervour, yet operationally critical in ensuring that the machinery of governance, however minimal in its initial capacity, does not grind to a halt amidst the tumult of political transition.

 

Moreover, the Plan must incorporate a systematic strategy for harnessing the latent governance potential embedded within Iran’s resilient civil society networks. Teachers’ syndicates, professional guilds, independent trade associations, religious minorities’ councils, and regional community elders represent organic nodes of social capital that, if integrated into provisional governance structures, can serve as a counterweight to centralised authoritarian relapse. Their participatory inclusion not only reinforces governance functionality but also facilitates the re-socialisation of political agency among the citizenry, laying the groundwork for a participatory political culture that transcends the top-down modalities historically prevalent in Iran’s political trajectory.

 

It is imperative to underscore that Operational Triage is not an auxiliary or ancillary concern to be addressed post-facto once high-level constitutional deliberations are concluded. Rather, it is the precondition sine qua non for the very possibility of operationalising the broader transitional architecture. The legitimacy of transitional authorities is not forged in constitutional drafting committees or international diplomatic conferences; it is forged in the quotidian realities of whether, in the immediate aftermath of regime collapse, households receive water, streets remain secure, and public spaces function without descending into factional anarchy.

 

Without the diligent pre-planning and immediate execution of operational triage measures, the grandest of constitutional blueprints will remain entombed within the pages of policy drafts, rendered functionally inert amidst the chaos of ungoverned spaces and unmet civic expectations. It is in this operational liminality, between the symbolic fall of a regime and the tangible functionality of a post-authoritarian order, that transitions either consolidate or implode.

 

Thus, Operational Triage must be explicitly embedded at the core of the transitional framework, not as a logistical afterthought, but as a structurally codified pillar upon which the entire edifice of Iran’s post-Islamic regime governance must precariously yet indispensably rest.

 

2.1 The Latent Perils of Functional Decentralisation: A Critical Warning Against Subtle Fragmentation Strategies

What the transitional plan advances as ostensibly benign mechanisms for improving administrative functionality and fostering participatory governance in Iran, in practice, embeds a far more perilous trajectory, one that risks institutionalising fragmentation under the guise of civic reform. The introduction of regionally demarcated governance bodies, framed as ‘Water and Ecosystem Councils’ or ‘Community Oversight Boards’, is far from neutral. These entities are not merely technocratic instruments; they are the initial scaffolding of a decentralisation architecture whose long-term implications have been neither openly debated nor constitutionally safeguarded.

 

Although the plan avoids explicit references to federalism, the functional logic it deploys, particularly the spatial alignment of governance units with river basins and so-called ‘local ecosystems’, risks entrenching territorially bounded structures that align, whether by design or coincidence, with Iran’s ethnolinguistic demography. Such alignment is not merely administrative. It carries within it the latent potential for reifying regional particularisms as political units, effectively creating proto-federal jurisdictions under a façade of ecological or community oversight. What emerges is not administrative decentralisation per se, but a politically ambiguous restructuring of governance that may facilitate future claims to autonomy. The spectre of federalisation, while rhetorically absent, haunts the proposal’s architectural logic.

 

The invocation of post-war decentralisation models, such as those implemented in Germany and Japan, is not merely incongruous; it is profoundly misleading. Iran’s historical, demographic, and geopolitical realities render such analogies at best inapposite, and at worst ideologically loaded. These references subtly imply that the process of national reconstruction necessitates a relinquishing of central authority in favour of regional governance, a trajectory that, once embarked upon, is notoriously difficult to reverse. The danger here lies not in comparative policy borrowing as such, but in the uncritical transplantation of institutional models whose original contexts bore no resemblance to Iran’s.

 

A more insidious dimension of the white paper lies in its treatment of ethnolinguistic plurality. By adopting the lexicon of ‘ethnic minorities’, the document naturalises a framework that presupposes the existence of discrete, bounded ethnic identities with political salience, entities for whom the state must ostensibly negotiate governance concessions. This terminological choice is neither incidental nor benign. It constitutes a form of ontological recognition that, in effect, compels the transitional government to institutionalise these categories through formal policy mechanisms. The result is the creation of new lines of political articulation that risk setting the conditions for balkanisation through a slow, technocratic drift towards federal arrangements.

 

To describe Iran as a ‘multi-ethnic state’ is conceptually misleading. Iran is more accurately understood as a multi-ethno-linguistic nation-state, an entity whose national identity has historically incorporated linguistic and cultural plurality within a singular civic framework. The casual use of ‘ethnic’ terminology in the white paper thus not only mischaracterises the nature of Iranian plurality, but also provides the semantic infrastructure for future demands that could fracture the national polity. This rhetorical shift, once legitimised, may prove difficult to contain.

 

Even the plan’s seemingly benign provisions on ‘cultural inclusivity’ are devoid of constitutional rigour. Without clear legal guarantees that affirm the primacy of Persian as the administrative and juridical language of the country, and without firm assertions of the indivisibility of the Iranian nation, such measures are susceptible to instrumentalisation. They risk becoming vehicles through which politicised forms of ethnolinguistic identity assert themselves in governance domains, especially in peripheral regions historically exposed to foreign manipulation or separatist agitation.

 

This form of soft decentralisation, dressed in the language of community participation and ecological stewardship, must be recognised for what it is: a structurally ambiguous and politically hazardous pathway towards fragmentation. The embedded risks are neither hypothetical nor distant; they are structurally encoded into the plan’s institutional architecture and discursive choices. Left unchallenged, they may catalyse centrifugal forces that future governments will find increasingly difficult to reabsorb into a unitary constitutional order.

 

To preserve Iran’s territorial and political cohesion, there must be unequivocal constitutional provisions that explicitly prohibit the formalisation of governance structures based on ethnic or linguistic demarcation. Any administrative reconstruction agenda must be subordinated to the non-negotiable principle of national unity and must reinforce, rather than relativise, the central authority of the state.

 

Such provisions are not merely technical addenda; they are essential safeguards against a creeping process of decentralisation that, while framed as benign, harbours the structural logics of disintegration. The constitutional clauses proposed in Annex 1 must therefore be read not as supplementary legal instruments, but as essential bulwarks against a programme whose ambiguities, if left unchecked, may ultimately dissolve the historical continuity of Iran as a unified nation-state.

 

 

3. Unrealistic and Incorrect Timelines for Referendums & Constitutional Processes

The timeline stipulated within the plan for conducting referendums and subsequent constitutional processes is, upon closer examination, not merely unrealistic and operationally untenable but also historically tone-deaf.

 

Before turning to the legal implications, it is worth noting that the architects of the white paper appear to display neither a substantive grasp of constitutional procedure nor an appreciation of the lessons offered by modern Iranian history.

 

In a striking parallel to the Islamic regime’s early misjudgements, the plan proposes that within four months of the regime’s collapse, a nationwide referendum should be held to determine the future system of governance, specifically, a choice between a parliamentary monarchy and a democratic republic, followed only two months later by elections for a Constituent Assembly. The Islamic regime itself embarked on a similar sequence in 1979: a hasty referendum to determine the system of governance, swiftly followed by the rushed drafting of a constitution that selectively borrowed from the Fifth French Republic while embedding the doctrinal construct of Velāyat-e Faqīh and assorted Islamic legal formulations. The outcome was a foundational text that entrenched authoritarianism under the veneer of constitutionalism. Reproducing such a compressed and ill-considered process today risks replacing one flawed political order with another, rather than laying the careful groundwork for a durable democratic settlement.

 

3.1 Sequencing the Referendum: Legal and Political Considerations

The proposal for an immediate national referendum on the form of political order, however tempting in its rhetorical allure, generates an inescapable juridical dilemma. The moment the Constitution of the Islamic regime is annulled, as it must be, without delay, there ceases to be any higher legal instrument capable of defining the legitimacy, procedural authority, or binding force of such a plebiscite. Under these conditions, legitimacy cannot derive from a codified order; it must instead be grounded in the revolutionary mandate of a transitional authority. That position, while defensible at moments of rupture, exposes the process to accusations of arbitrariness and to legal contestation both domestically and internationally.

 

Proceeding with a referendum before the establishment of a provisional framework entails concrete hazards. Absence of codified procedure strips the process of formal legitimacy and equips adversaries with grounds to discredit its outcome. External actors, whose recognition is vital for diplomatic and economic stability, may perceive the process as lacking credibility. The logistical management of voting, from voter identification, to rules of political campaigning, to mechanisms of dispute resolution, would fall to improvised arrangements, thereby heightening the likelihood of conflict and instability. These risks do not render the ‘referendum-first’ model impracticable per se; they underline instead the necessity of weighing political urgency against the stabilising value of a provisional constitutional charter.

 

Comparative experience from post-authoritarian transitions demonstrates that many states, faced with similar crises of legitimacy, ratified interim constitutions or transitional charters before holding foundational referendum. Such documents need not dictate the ultimate architecture of state power; they must, however, delimit the legal remit of the transitional body, guarantee fundamental rights, and provide enforceable rules for conducting and adjudicating referenda. Why, then, have the drafters of the present white paper neglected this task? Was it sheer oversight, or a studied ignorance of political history? More plausibly, it reflects a calculated historical mimicry.

 

In 1979, Ruhollah Khomeini staged a referendum in Iran without a constitution in place or a coherent roadmap for the state to come. The vote produced an apparent mandate for an Islamic regime, but one secured in the absence of clarity regarding institutional design, legal boundaries, or civic guarantees. Many voters had little grasp of what such a republic would entail. The recourse to public endorsement, without first clarifying the constitutional foundations of the new order, inaugurated a trajectory that rapidly foreclosed pluralist possibilities.

 

The present proposal risks replicating that trajectory. By summoning public will before defining its scope and procedures, it reproduces the same opacity. Whether born of political expediency or deliberate design, this repetition is not merely negligent. It provokes uncomfortable questions about intent itself.

 

3.2 Public Deliberation and Democratic Culture

A referendum of such constitutional magnitude necessitates not only technical preparations but also a meaningful period of public deliberation. It is naïve to assume that a citizenry emerging from decades of systemic censorship, ideological conditioning, and political marginalisation would be sufficiently equipped to engage in a considered and informed debate on foundational questions of statehood, particularly within a compressed and politically fraught timeframe. This is all the more so given the regime’s sustained production of distrust and contempt towards the constitutional monarchy, especially among the lower strata of Iranian society, where generational narratives have been shaped by state propaganda and selective historiography. Rectifying this epistemic distortion, and enabling a meaningful national deliberation, cannot be accomplished in haste.

 

It is difficult to believe that those involved in drafting the present white paper, many of whom previously served the regime in various capacities and originate from the same clerically-aligned segment of society, are unaware of these structural conditions. The appearance of oversight strains credulity; the selective framing, whether deliberate or opportunistic, invites scrutiny.

 

Democratic legitimacy is not derived merely from the mechanical act of voting; it emanates from the quality of public discourse, the plurality of voices represented, and the electorate’s comprehension of the stakes involved. In the absence of a deliberate and inclusive process of national dialogue, any resultant referendum risks being perceived as a superficial exercise imposed by an interim authority, thereby undermining the very legitimacy it seeks to confer.

 

Furthermore, the plan presupposes the immediate availability of a neutral and operational electoral infrastructure, a presumption that fails to account for the inevitable degradation, politicisation, or outright destruction of such mechanisms under an authoritarian regime. The establishment of an independent electoral commission, recruitment and training of polling officials, security arrangements to safeguard the process from sabotage by remnants of the ancien régime, and ensuring the participation of displaced, disenfranchised, or marginalised communities, all require extensive groundwork that simply cannot be compressed into a matter of months without compromising the credibility of the outcome.

 

Following the initial referendum, the plan’s expectation that a Constituent Assembly election could be held within an additional two-month period is equally implausible. The formation of a Constituent Assembly, by its very nature, is not a routine electoral exercise; it necessitates a transparent and inclusive process of candidate selection, the establishment of eligibility criteria, and the resolution of disputes regarding representation, particularly in a society marked by profound political and socio-economic cleavages. Moreover, the notion that political parties, many either in early stages of reorganisation or only just resurfacing from exile, could prepare for a pivotal election within eight weeks reflects a profound misunderstanding of the dynamics of political reconstitution after a revolutionary transition. In exile, political parties may exist in name or on paper, but in material terms, no formation possesses the institutional coherence or strategic capacity to contest power. These groups were not established by seasoned political elites, but by activists lacking grounding in political theory or organisational praxis. Additionally. within Iran, the so-called parties allowed to function are, almost without exception, regime-fabricated oppositions, vestigial limbs of the state apparatus, engineered to simulate dissent while preserving the architecture of domination.

 

In sum, the proposed timelines are not merely optimistic; they are structurally unsound. They underestimate the scale of logistical, institutional, and societal challenges inherent in post-liberation governance. Such a compressed schedule would likely result in procedural irregularities, diminished public participation, and contestation over legitimacy, outcomes that would severely jeopardise the intended goal of laying a stable and democratic foundation for Iran’s future polity. A more prudent approach would acknowledge the necessity of a phased, deliberative transition that prioritises administrative consolidation, societal stabilisation, and the cultivation of a political culture conducive to meaningful democratic participation.

 

3.3 Administrative and Infrastructural Readiness

In any scenario where a regime is dismantled, particularly in a state as complex and deeply wounded as the Islamic regime in Iran, the immediate aftermath is characterised by administrative disarray, infrastructural fragility, and societal volatility.

 

The collapse of a long-standing authoritarian regime inevitably leaves a vacuum, not merely of political authority, but of institutional capacity, legal coherence, and public trust. To imagine that, in the space of a mere four months, a legitimate and credible national referendum could be organised, requiring nationwide voter registration, the establishment of electoral oversight bodies, the formulation of transparent and universally acceptable electoral procedures, and the logistical coordination of ballot distribution and collection across a country reeling from upheaval, is a proposition divorced from historical precedent and empirical governance experience.

 

What compounds this implausibility is the fact that the very mechanisms traditionally responsible for such administrative operations, the civil registry, the judiciary, the interior ministry, and affiliated provincial offices, are precisely those apparatuses that the revolutionary process seeks to dismantle. The foundational premise of regime change, in this case, is the wholesale rejection of the Islamic regime’s institutional architecture, including its constitution. Yet, no credible framework has been proposed for the immediate construction of a parallel administrative infrastructure capable of managing such a complex and politically sensitive task.

 

Moreover, NUFDI, in its white paper, has conspicuously omitted any reference to the 1906 Constitution and its amendments, which remain the only extant legal documents capable of offering interim legitimacy rooted in Iranian constitutional tradition. By refusing even a provisional endorsement of their revival, NUFDI effectively signals a categorical departure from constitutional continuity. This silence raises a serious procedural question: who, in the absence of both the outgoing regime’s institutions and any restored constitutional mechanism, is to oversee the integrity of this process? The proposition that a referendum of such scale and consequence could be both organised and executed under these conditions, and within a span of four months, rests on assumptions that are not only historically ungrounded, but institutionally incoherent.

 

That such a proposal could be advanced without even cursory attention to institutional sequencing or legal continuity betrays a striking lack of political maturity. The authors of the white paper appear either unaware of, or wilfully indifferent to, the administrative architecture necessary to stabilise a post-authoritarian transition. More troubling still is the deliberate omission of the only alternative grounded in Iran’s own legal tradition, the 1906 Constitution, born of the Constitutional Revolution, for which Iranians fought and sacrificed. To disregard this historical anchor is not merely an oversight; it risks producing precisely the kind of institutional vacuum in which coercive actors, most notably the Islamic Revolutionary Guard Corps (IRGC), could reassert themselves under the pretext of safeguarding national security. Whether this reflects ideological naïvety or a calculated wager on militarised ‘stability’ is a question that demands urgent scrutiny, not deferment.

 

3.3.1 Interim Constitutional Settlement: Reinstating and Amending the 1906/07 Constitution

Oversight within the NUFDI Emergency Phase Plan pertains to its failure to delineate a credible constitutional framework for the transitional period. The Plan’s over-reliance on retained statutory laws as an interim governance mechanism betrays a profound misapprehension of the ontological distinction between statutory law and constitutional order. Laws, irrespective of their administrative utility, derive their normative validity, institutional hierarchy, and binding supremacy from the constitutional framework within which they are embedded. Absent a constitution, statutes float in a juridical limbo, devoid of foundational legitimacy, hierarchical coherence, or adjudicative enforceability.

 

A constitution is not merely a compendium of legal provisions; it is the sovereign expression of national identity, territorial integrity, and institutional authority. It defines the loci of state power, demarcates the separation of powers, codifies fundamental rights, and serves as the ultimate referent for the legality of all subsidiary legislation. The notion that a transitional polity can function through a fragmented retention of pre-existing statutes, without an anchoring constitutional charter, is not only jurisprudentially incoherent but operationally catastrophic. Such an arrangement invites legal fragmentation, governance paralysis, and a legitimacy vacuum, wherein competing transitional bodies operate without a codified hierarchy or procedural framework for conflict resolution.

 

Furthermore, the proposition of reactivating the Islamic regime’s constitution, even in a suspended or modified form, is categorically untenable. The regime’s constitution is not a neutral legal scaffold upon which democratic governance can be reconstructed; it is an ideological treatise that institutionalises clerical supremacy, subordinates national sovereignty to sectarian jurisprudence, and embeds a doctrinal hierarchy antithetical to the principles of constitutional democracy. Its retention, in any form, constitutes a structural perpetuation of the very ideological pathologies the revolution seeks to eradicate.

 

The only viable constitutional pathway, therefore, lies in the temporary reinstatement of the Iranian Constitution of 1906 (Qānun-e Asāsi-ye Mashrute) and its 1907 Amendments, Iran’s last sovereign constitutional order prior to theocratic subversion. This document, though conceived in a different historical epoch, embodies the foundational principles of constitutionalism, national sovereignty, and legal continuity. With minor procedural amendments, most notably, the incorporation of a transitional article mandating a national referendum within a realistic and operationally feasible timeframe, the Constitution of 1906 and its 1907 Amendments offers a structurally coherent interim framework. It provides a constitutional backbone that legitimises the transitional authorities, safeguards the unitary character of the state, and facilitates the orderly progression towards a democratically ratified constitutional settlement through a Constituent Assembly.

 

3.3.2 Promulgation and entry into force

The temporary reinstatement of the Constitution of 1906 and its Amendments, as adapted for the transitional period, shall be effected by decree of the Head of the Interim Government, thereby bringing the interim charter into immediate legal force pending the subsequent referendum and Constituent Assembly process set out herein.

 

However, the reactivation of the Constitution of 1906 and its 1907 Amendments must not be misconstrued as an unconditional revival of its original text in toto. While the Constitution of 1906 represents Iran’s last sovereign and legitimate constitutional framework, it nonetheless contains provisions, reflective of its historical context, that are fundamentally incompatible with the imperatives of a modern, secular, and pluralistic society. Among these are articles that confer official status upon a singular religious denomination, institutionalise clerical oversight within the legislative process, and enshrine doctrinal prerogatives that infringe upon the principles of civic equality and religious neutrality.

 

As such, its re-adoption must be accompanied by a series of targeted yet fundamental amendments, designed to excise any constitutional provisions that grant official recognition to religion as a source of legislative authority, or that afford the clergy (Mullahs) any form of institutionalised influence over state affairs. These amendments must enshrine an unequivocal separation of religion from the apparatus of state governance, ensuring that no citizen is privileged or disenfranchised on the basis of faith, sectarian affiliation, or ideological conviction. Therefore, all clauses that perpetuate discriminatory practices, whether on the grounds of gender, religion, or social status, must be repealed  [23] through a Transitional Secularisation Protocol, thereby aligning the constitutional order with universal principles of equality before the law. Such modifications do not constitute a betrayal of the Constitution of 1906’s foundational spirit; rather, they represent a necessary evolution of its constitutionalism, rearticulated to meet the exigencies of a modern, inclusive, and secular Iranian polity.

 

In stark contrast to NUFDI’s impractical timelines, which envision constitutional referenda within four months, a schedule so absurdly compressed as to risk plunging the nation into procedural chaos and governance paralysis, the revival of the Constitution of 1906 and its 1907 Amendment offers a pragmatic sequencing of constitutional governance. It ensures that Iran’s territorial integrity, national sovereignty, and institutional coherence are preserved during the interregnum, whilst providing the populace with a legitimate, historically resonant constitutional framework until a new, post-revolutionary legal order is democratically crafted and ratified.

 

Be that as it may, the proposal to hold a referendum on the form of the political system prior to drafting and promulgating a legitimate constitutional framework is, in effect, a near verbatim repetition of the most catastrophic procedural error of 1979. As then, this inversion of sequence enabled a reactionary religious cohort to use an unstructured plebiscite as the instrument for entrenching its preferred regime. Today’s advocates of this path, however much they seek to distinguish themselves from Khomeini and his circle, proclaim political literacy, and deem themselves enlightened, are in fact advancing precisely the same move. There are two plausible explanations: either they do not grasp, or they wilfully disregard, the stark lessons that history has set plainly before them. This conduct poses a serious question: is this procedural folly the product of ignorance, or a calculated stratagem to emulate Khomeini’s opportunism and surreptitiously implant the architecture of their desired regime, precisely because they have seen how effectively that manoeuvre succeeded in 1979?

 

Yet, the cumulative effect of these manoeuvres reveals not procedural naïvety but deliberate calculation. NUFDI’s omissions and inversions are better read as stratagems than as oversights, instruments by which it seeks to narrow the spectrum of political outcomes while preserving the latitude to impose its preferred order. The same logic underpins its silence on the 1906/07 constitutional framework, for that silence has direct consequences not only for legal continuity in general but for the specific question of succession.

 

3.3.3 Succession and Constitutional Continuity

Article 39 of the 1907 Amendment makes clear that no monarch may ascend the throne until he has stood before the National Consultative Assembly, in the presence of both chambers and the Council of Ministers, and taken the constitutional oath  [24]. The act of coronation is therefore contingent not only upon hereditary right but also upon parliamentary affirmation and national legality. In any future scenario where the Iranian people, through referendum, determine that the polity shall be governed as a parliamentary system, HIH Reza Pahlavi could not be crowned monarch, however strong his lineage or political support. His role would then be shaped by the sovereign choice of the nation, which has precedence at the moment of coronation.

 

Yet Article 38 of the same Amendment introduces a different provision, one concerned not with coronation but with succession  [25]. It states that at the moment of dynastic transfer the Crown Prince assumes the affairs of the monarchy upon reaching the age of eighteen. That condition was met long ago, meaning that by the plain text of the Constitution HIH remains the Crown Prince for as long as he lives. The distinction is crucial. He may not be crowned without the formal oath prescribed in Article 39, but he nonetheless holds, by uninterrupted legal definition, the position of Crown Prince with the authority to assume the powers of the throne in a transitional interregnum.

 

The implication is stark. If the 1906 Constitution and its 1907 Amendment are maintained, his juridical status is unassailable until the nation determines otherwise through referendum and parliamentary procedure. If, however, NUFDI’s rejection of that constitutional framework were to be accepted, and if HIH himself were to endorse such a repudiation, the effect would be the erasure of the only legal foundation that secures his status. He would not then be Crown Prince in constitutional terms but simply Prince by descent from the late Shahanshah, his position reduced to hereditary symbolism without the capacity to assume authority under law.

 

Therefore, what emerges is that NUFDI’s position does not simply overlook constitutional succession; it actively dismantles the principle of dynastic continuity on which the Crown Prince’s claim depends. The effect is to reconfigure his authority from a matter of constitutional right into one of contingent political negotiation. In light of the organisation’s wider patterns, already identified in this analysis as marked by tactical omissions and concealed agendas, the inference must be that this outcome is not accidental but calculated. The sidelining of HIH’s succession is better read as design than as oversight, a manoeuvre consistent with NUFDI’s broader attempt to predetermine the architecture of transition while neutralising potential rivals.

 

3.3.4 Old Trap, New Victim: Lessons from Afghanistan 2001

What is occurring here cannot persuasively be understood as a mere procedural miscalculation. The pattern more closely resembles a deliberate replication of a tested strategy, one whose outcomes are already documented elsewhere. Afghanistan’s post-2001 transition offers a particularly instructive case. The collapse of the Taliban created the conditions for the Bonn Agreement, signed in December 2001, which set out a framework for the transfer of power and the drafting of a new constitution  [26]. At the centre of this arrangement lay the Emergency Loya Jirga of 2002, convened to establish an interim administration and prepare the foundations for elections  [27].

 

The symbolic rehabilitation of Mohammad Zahir Shah, Afghanistan’s last monarch, formed a key element of this process. His return from exile in Italy carried genuine popular resonance, and there existed, among sections of the Afghan political class and wider society, a discernible appetite for restoring a constitutional monarchy  [28]. Yet decisive foreign intervention, most prominently through the influence of Zalmay Khalilzad, then the United States Special Envoy, ensured that these possibilities were foreclosed in favour of an executive presidency aligned with Washington’s strategic imperatives  [29]. Zahir Shah was conferred the honorary title of ‘Father of the Nation’, ostensibly as a gesture of unity, yet in practice the move neutralised his political agency and removed the monarchy as a viable option  [30].

 

The resonance of this precedent becomes difficult to ignore in light of recent developments. During the Munich Conference on 26 July 2025, Prince Reza Pahlavi was ceremonially granted the title of ‘Father’ (Munich Security Conference, 2025). Presented as a symbolic act intended to consolidate unity, the gesture nonetheless echoes the Afghan manoeuvre with unsettling precision. In Afghanistan, similar symbolism facilitated the sidelining of a figure whose historical legitimacy was widely acknowledged. In the Iranian case, the risk arises that a comparable strategy is unfolding: NUFDI and its network of affiliated actors, functioning in practice as the contemporary analogue to Khalilzad’s role, appear to be leveraging the Prince’s symbolic authority in order to legitimise a predetermined governance model under the guise of consultative consensus.

 

This reading suggests that what is at stake is not simply a question of procedural sequencing but the reproduction of a strategic template that constrains sovereign choice. When referendums are advanced prior to the establishment of a constitutional framework, the range of possible political outcomes becomes structurally narrowed. The Afghan experience demonstrates how such sequencing allows foreign actors to shape the institutional architecture from the outset while positioning transitional figures, whether Zahir Shah or, potentially, Reza Pahlavi, as instruments within a broader design rather than autonomous agents of national deliberation.

 

 

4. Legal Framework: Hybrid Option Risks Partial Legitimacy

The proposed legal framework, referred to as the Hybrid Option, advocates for the retention of the existing body of law as the default framework during the transitional period, while simultaneously repealing selected statutes and legal provisions that are emblematic of the Islamic regime's ideological architecture or obstructive to the effective functioning of the proposed Transitional System. Whilst this approach purports to offer a pragmatic pathway to legal and administrative stability, it is not without significant conceptual and practical shortcomings, foremost among them being the profound risk of engendering a state of partial legitimacy.

 

The primary concern arises from the intrinsic ambiguity embedded within the Hybrid Option’s operational logic. By defaulting to the existing corpus of law, one which is inextricably interwoven with the ideological and theocratic doctrines of the Islamic regime, the transitional authorities risk perpetuating the very legal instruments that have historically institutionalised discrimination, curtailed civil liberties, and entrenched systemic injustices. The proposed selective repeal mechanism, although well-intentioned, lacks the structural rigour and procedural transparency necessary to ensure that such repeals are comprehensive, impartial, and responsive to the complex socio-political realities of post-revolution Iran.

 

One of the most glaring deficiencies of this approach is its overreliance on symbolic gestures of legal reform rather than substantive restructuring. The proposal to identify laws for repeal on the basis of the revolutionary slogan ‘Woman, Life, Freedom | Man, Homeland, Prosperity’, however emotionally charged, is bereft of juridical method. To invoke a slogan as the foundation of legality is not an act of liberation but an abdication of jurisprudence in favour of rhetorical theatre. Chants that animate the square cannot, by sleight of hand, be elevated into constitutional instruments. Law requires coherence, procedural rigour, and interpretive discipline. A slogan provides none. It is infinitely pliable, capable of being stretched to serve whatever convenience its custodians desire.

 

What emerges is a manoeuvre that hollows legality of substance while leaving its form intact. To claim that repeal or retention of statute can be determined by a six-word formula is to convert the rule of law into the rule of discretionary fiat. Such a move invites arbitrary governance under the guise of revolutionary sentiment. It recalls, at times with unsettling clarity, the Islamic regime’s own practice of inscribing ideological maxims as juridical norms, allowing politics to masquerade as law while evading scrutiny.

 

This is not democratic renewal. It is authoritarianism repackaged through semiotics. Substituting slogans for legal reasoning courts a jurisprudence without anchor, a politics without restraint. The rhetoric of freedom, endlessly repeated, risks becoming the alibi for its very negation.

 

Moreover, the absence of an independent, institutionalised mechanism for the ongoing review and abrogation of residual Islamic regime statutes further compounds the legitimacy crisis. In the absence of a transparent, methodologically sound, and participatory process of legal audit, the transitional authorities will be perceived, whether rightly or wrongly, as arbiters of legal discretion, selecting for repeal only those provisions that are politically expedient or publicly visible, whilst leaving untouched those laws that perpetuate systemic oppression in less overt, but no less pernicious, forms. This selective approach undermines public confidence in the impartiality and comprehensiveness of the legal transition, fostering a perception of legal continuity with the past regime rather than a decisive rupture.

 

It is also imperative to consider that legal legitimacy is not derived solely from the content of the law, but equally from the process by which legal reforms are conceptualised, debated, and enacted. The Hybrid Option, as presently conceived, centralises the authority for legal repeal within the Transitional System’s governing structures, without establishing robust participatory mechanisms for civil society, professional legal bodies, or independent judicial oversight. This top-down approach to legal transition risks alienating segments of the populace who may view the process as an imposition by a new elite rather than an organic, democratic recalibration of the nation’s legal foundations.

 

Furthermore, there exists a latent hazard in the political instrumentalisation of the Hybrid Option. Transitional authorities, operating under immense pressure to maintain order and legitimacy, may find it expedient to invoke the principle of legal continuity as a justification for retaining laws that serve their immediate administrative convenience, notwithstanding their incompatibility with democratic norms and human rights. In such a scenario, the Hybrid Option inadvertently provides a legal pretext for the perpetuation of authoritarian legal practices under the veneer of transitional necessity, thereby eroding public trust and perpetuating a culture of legal cynicism.

 

In summary, whilst the Hybrid Option is ostensibly conceived as a pragmatic bridge between legal continuity and transformative change, it is fraught with inherent contradictions that imperil its legitimacy. Its selective, discretionary approach to legal repeal, absence of institutionalised legal auditing mechanisms, and its centralisation of reconstruction authority risk fostering a perception of partial, contingent legitimacy. Such perceptions, if left unaddressed, will compromise the Transitional System’s ability to establish the rule of law, alienate reformist constituencies, and impede the nation’s progress towards a genuinely democratic legal order.

 

For the Hybrid Option to serve as a credible instrument of legal transition, it must be fortified with procedural safeguards, institutional independence, and participatory mechanisms that ensure the process of legal purification is systematic, transparent, and responsive to the aspirations of a society striving to emancipate itself from the shadows of authoritarian jurisprudence.

 

These vetting mechanisms must align with the aforementioned criteria of exclusive national allegiance, institutional neutrality, and demonstrable commitment to Iran’s indivisible sovereignty, thereby precluding the infiltration of factional or foreign-affiliated interests within the transitional leadership framework.

 

4.1. The Inadmissibility of Retaining the Islamic regime’s Legal Corpus: An Ideological and Structural Rebuttal

The NUFDI Plan’s proposal to selectively retain non-ideological laws from the Islamic regime’s legal corpus under the so-called “Hybrid Option” is not merely a procedural miscalculation; it constitutes a profound conceptual fallacy. The very premise that one can surgically extract ‘neutral’ statutes from a body of law that is ontologically drenched in Sharia-derived jurisprudence betrays a superficial understanding of the Islamic regime’s legal architecture. Unlike secular legal systems where legislation operates within a framework of civic rationality and universal legal principles, the Islamic regime’s statutory edifice is meticulously engineered as an ideological apparatus. Its laws, however ostensibly administrative or technical, are structurally tethered to a doctrinal matrix of clerical supremacy, Velāyat-e Faqīh, and discriminatory jurisprudential paradigms.

 

To imagine that post-liberation Iran can navigate a constitutional interregnum by retaining these statutory remnants is to invite a pernicious continuity of ideological residues, cloaked beneath a veneer of selective legal pragmatism. The risks inherent in this approach are not theoretical abstractions; they are operational hazards that could recalibrate the transitional project into a de facto continuation of the regime’s legal hegemony. It is not the overtly theocratic articles alone that constitute the problem but the latent ideological frameworks embedded within the procedural and institutional modalities of these laws. Any attempt to ‘purify’ or ‘filter’ these statutes through ad hoc repeals will inevitably prove arbitrary, contentious, and structurally untenable.

 

The only viable legal recourse, therefore, is a categorical severance: the wholesale abrogation of the Islamic regime’s legal corpus in its entirety, with no retention of statutes framed under its ideological auspices. In lieu of this flawed Hybrid Option, Iran’s post-regime governance must reconstitute its legal foundations upon the reinstatement of the pre-1979 Civil Code, derived from the Belgian legal model, a corpus that, prior to the clerical co-optation of state law, represented one of the most progressive civil legal frameworks in the region. This Civil Code, particularly in the domains of contract law, property rights, commercial statutes, and civil liberties, embodies a juridical tradition that is both functionally modern and ideologically untainted.

 

While certain provisions, particularly within family law and statutes governing women's rights, are regressive, structurally misogynistic, and incompatible with contemporary egalitarian norms, their wholesale abandonment is both necessary and urgent. These frameworks must be replaced, or where contextually appropriate, pre-1979 legal instruments may be revived on a provisional basis. Such adjustments can be codified through a Transitional Legislative Protocol, enabling immediate legal redress while a more comprehensive constitutional restructuring is undertaken. It preserves legal certainty, administrative functionality, and societal legitimacy, whilst providing a structurally sound legal scaffolding upon which a Constituent Assembly may, in due course, deliberate the contours of a new, democratically ratified constitutional order.

 

 

5. Vague Criteria for Institutional Dissolution (IRGC, Basij, etc.)

One of the fundamental deficiencies of the proposal lies in its conspicuous ambiguity regarding the criteria and mechanisms governing the future of institutions that constitute the violent pillars of the Islamic regime’s power structure, in particular the Islamic Revolutionary Guard Corps, the paramilitary Basij forces, and their affiliated bodies. The document defers engagement with the fate of these structures to some vague and unspecified ‘later stages’, offering neither a clear framework nor a principled methodology for determining their status, function, or dissolution. If this omission is not deliberate, and merely the result of technical oversight, it nonetheless constitutes a strategic vulnerability with the potential to destabilise the post-uprising transition severely.

 

The IRGC and Basij are not peripheral entities. They are integral to the regime’s political infrastructure, economic mafia networks, and machinery of repression. Over four decades, they have entrenched themselves not only within the security apparatus and the production of violence, but also across economic sectors, judicial networks, and ideological enforcement mechanisms. Backed by extensive material resources, complex patronage networks, and embedded loyalty structures, they have forged a pervasive presence across multiple layers of Iran’s civil sphere. Their dismantlement will not occur through procedural adjustments alone, but demands a decisive and unflinching political confrontation. The dissolution of these forces is not an administrative task; it is a deeply political and ideological process.

 

In this critical conceptual flaw in the plan, NUFDI planners resorts to yet another false equivalence. It likens the IRGC and Basij to conventional military institutions during historical transitions, such as Spain’s post-Franco army or the Kemalist military during Turkey’s democratic consolidation. Yet unlike those armed forces which, while politicised, retained a primary function of professional defence of a sovereign nation-state, the IRGC and Basij are in their very foundation ideological militias. They were constructed not to defend the country, but to safeguard the regime, enforce ideological domination, and suppress society. These are instruments of repression, blood-soaked hands that over four decades have perpetrated some of the most atrocious crimes against the Iranian nation. They do not operate at the margins of power but constitute its core, a state within the state, commanding vast economic empires, autonomous chains of command, and parallel sovereignty over security, judiciary, and even the civic sphere. To compare such apparatuses with traditional armed forces amenable to conventional structural reforms is a categorical error. The divergence is not merely functional but fundamental, rooted in their identity, origins, and raison d’être.

 

Historical experience demonstrates clearly that transitions from totalitarian regimes such as the Islamic regime demand precise strategic planning to confront the repressive institutions inherited from the former order. Failure to formulate such a strategy typically results in one of two catastrophic outcomes. Either the collapse of the state's monopoly on coercive force, leading to protracted internal conflict, as witnessed in post-invasion Iraq; or the capture of the transitional process by unreformed elements of the previous regime, thereby neutralising any prospect of genuine structural transformation, as occurred in Egypt following Mubarak. In the case of Iran, given the deeply entrenched and autonomous nature of the IRGC, the danger of both scenarios materialising is even more acute, unless a comprehensive, principled, and transparent strategy for its dissolution or reintegration is formulated and declared at the outset of the transitional process.

 

Accordingly, the absence of a clear and substantive mechanism for determining the fate of these institutions gives rise to the dangerous perception that decisions concerning the dismantling of the regime’s coercive apparatus will be carried out not on the basis of transparent and principled criteria, but in an arbitrary, opaque, and engineered fashion. Such decisions would be determined by the will of transitional leaders, not by coherent and strategic standards.

 

Thus, The absence of a clear and substantive mechanism for determining the fate of these institutions generates the dangerous impression that decisions regarding their dissolution will not be guided by transparent and principled criteria, but rather carried out in an arbitrary, opaque, and politicised manner. Such decisions would reflect the will of transitional leaders, not the application of coherent and considered standards.

 

This failure to address such a critical issue creates the impression that the NUFDI planners envisage a continued role for these institutions within the future political order. If such a concealed decision has indeed been made, it would suggest that the NUFDIs intend to repackage the current Islamic regime under a new guise. However, if this handling of the regime's repressive institutions, like other omissions in the white paper, stems from the authors’ simplification of complex realities, then beyond the structural and procedural deficiencies already outlined, it becomes necessary to confront another dimension of post-liberation challenges that is equally vital yet frequently overlooked: the profound crisis of public trust in state institutions.

The Islamic regime’s architecture of governance, through decades of systematic repression and ideological subjugation, has severely eroded national confidence in the neutrality, integrity, and legitimacy of nearly all mechanisms of state power. This widespread mistrust is a deeply embedded obstacle that cannot be overcome through institutional reconfiguration alone. It demands a deliberate strategy to regenerate legitimacy, grounded in tangible accountability and participatory reform.

 

 

6. Institutional Distrust and the Post-liberation Legitimacy Deficit

A pivotal challenge confronting the transitional framework is the presumption that institutional authority, once purged of overt ideological signifiers, can swiftly regain public trust and operational legitimacy. Such an assumption neglects the sociopolitical reality that the Islamic regime’s governance apparatus has, over four decades, engendered an endemic scepticism towards state institutions, perceived not merely as instruments of policy enforcement but as entrenched mechanisms of systemic repression and ideological coercion. The judiciary, law enforcement agencies, municipal bodies, and even civil registries are widely regarded as complicit in perpetuating theocratic authoritarianism, rendering any post-regime continuity of these structures inherently suspect in the public consciousness.

 

The Plan’s approach to institutional continuity, while ostensibly pragmatic in its desire to avert administrative vacuums, underestimates the magnitude of the legitimacy crisis that will confront any transitional authority perceived as inheriting or cosmetically rebranding these discredited institutions. It is insufficient to presume that declaratory reforms, personnel reshuffles, or symbolic gestures of de-ideologisation will suffice to rehabilitate public confidence. Legitimacy, in this context, is not a derivative of procedural modifications but a function of substantive rupture, demonstrable accountability, and inclusive participatory oversight.

 

Historical precedents underscore that in post-authoritarian transitions where institutional complicity in state repression was extensive, legitimacy could only be restored through transparent institutional reckoning, ranging from lustration processes and truth commissions to the comprehensive dissolution and reconstitution of governance bodies under civic oversight. The absence of such measures in the Plan’s current schema risks perpetuating the very governance dynamics that catalysed revolutionary dissent in the first instance, thereby jeopardising the transitional authority’s credibility and societal standing.

 

To mitigate this legitimacy deficit, the transitional framework must embed robust, centrally-supervised, nationally administered modalities of institutional vetting and, where necessary, strategic dismantlement, ensuring that oversight mechanisms operate exclusively under the aegis of the central transitional authority, devoid of any regional, ethnic, or sub-national delegations of power. An institutional audit mechanism, established under the auspices of a nationally mandated Transitional Oversight Commission, must be tasked with adjudicating which entities may be reconstituted under the reformed state apparatus and which must be irrevocably dismantled. This Commission shall function strictly as a centralised governance organ, precluding the formation of any regional, ethnic, or localised oversight bodies with autonomous jurisdiction or governance competences. While such processes must incorporate consultative input from civil society stakeholders, it is imperative that the locus of authority remains unequivocally centralised to forestall any drift towards fragmented governance paradigms.

 

6.1 Dismantling the Clerical Economic Infrastructure: The Strategic Dissolution of Sāzsazn-e Owghāf and Asset Nationalisation

The Owghāf Organisation represents more than a bureaucratic entity tasked with managing religious endowments (awqaf); it has functioned as a state-sanctioned economic leviathan, controlling vast swathes of property, commercial enterprises, and liquid capital, all shielded under the pretext of charitable or religious stewardship. This institutional facade has enabled the clerical establishment to accumulate and wield enormous economic influence, effectively bypassing public accountability, regulatory oversight, and fiscal transparency. The financial pipelines orchestrated through Owghāf have not only sustained the clerical elite’s socio-economic privileges but have also served as a primary conduit for the propagation of fundamentalist indoctrination and the entrenchment of ideological orthodoxy across Iran’s socio-political landscape.

 

Yet, the Emergency Phase Plan conspicuously neglects to confront this institutional behemoth, thereby exposing a critical strategic lacuna. Without the explicit and systematic dismantlement of Owghāf, the economic underpinnings of the regime’s clerical apparatus will survive clandestinely, allowing regime elements to operate under the radar, subverting the transitional order from within. The failure to address Owghāf’s dissolution represents not a peripheral oversight but a structural vulnerability that could render the entire transitional architecture susceptible to latent clerical entrenchment.

 

To address this lacuna, the transitional plan must enshrine a multi-phased dissolution strategy, encompassing the following critical dimensions:

 

1 - Immediate Administrative Seizure and Asset Inventory

Upon the collapse of the Islamic regime, transitional authorities must assert immediate administrative control over Owghāf’s central and provincial offices, securing all physical properties, digital records, and financial holdings. A comprehensive asset inventory must be compiled within the first thirty days, detailing real estate portfolios, investment stakes, commercial ventures, and liquid capital reserves. This inventory process should be conducted under the auspices of an independent Financial Oversight Taskforce, operating with international audit partnerships to ensure methodological transparency and deter internal subversion.

 

2 - Legal Nullification of Endowment Autonomy

The legal doctrine that has historically conferred autonomous status upon Owghāf-managed properties and resources must be formally nullified through transitional legislative instruments. In parallel, all financial disbursement pipelines formerly administered through Owghāf must be terminated, thereby eliminating a primary source of funding for seminaries (Hozeh Elmiyeh), ideological mosques, and fundamentalist propaganda networks. Transition al authorities must impose legal prohibitions on the use of nationalised endowment funds for any form of religious or ideological propagation, thereby decoupling state resources from clerical influence.

 

6 -  Judicial Accountability and Clerical Vetting

The dissolution process must be accompanied by a vetting mechanism for Owghāf’s senior clerical administrators, adjudicated under a Transitional Justice Commission. This vetting must differentiate between technocratic administrators who can be reintegrated into post-transition bureaucracies and ideological operatives complicit in systemic corruption or repressive activities.

 

Whilst there is no conclusive evidence to date indicating that Sāzsazn-e -e Owghāf directly finances internationally designated terrorist organisations, its function as a financial reservoir for the regime’s clerical networks leaves open the risk of indirect resource diversion to proxy activities aligned with Iran’s fundamentalist agenda. In the absence of forensic audit and comprehensive dissolution, Owghāf remains a latent reservoir of clerical influence that could, in future scenarios, be weaponised for ideological subversion, both domestically and in the regional geopolitical theatre.

 

7 - Strategic Imperatives of Owghāf’s Dissolution

The significance of Owghāf’s dismantlement transcends its immediate economic implications. It embodies the structural deconstruction of clerical economic sovereignty, a prerequisite for ensuring that the political secularisation of the post-Islamic regime order is not subverted by residual economic entrenchments. The failure to explicitly address Owghāf within the transitional framework risks perpetuating a subterranean clerical power structure, capable of financing ideological subversion and undermining the emergent democratic order through covert socio-economic leverage.

 

Historical precedents, from the dissolution of the Ottoman Evkaf system to the nationalisation of religious endowments in Atatürk’s Turkey, underscore the indispensability of reconfiguring endowment economies as instruments of public, rather than sectarian, benefit. A robust, unambiguous policy for Owghāf’s dissolution is, therefore, not an ancillary administrative task but a strategic fulcrum upon which the legitimacy, durability, and coherence of the transitional governance architecture must pivot.

 

While the domestic dismantling of clerical institutions such as Sāzsazn-e -e Owghāf is critical to severing the regime’s ideological and financial lifelines, the transitional strategy must not overlook the equally significant challenge posed by the regime’s religious assets operating abroad. These foreign-based institutions represent a latent extension of the regime’s ideological apparatus, necessitating targeted diplomatic and legal measures to neutralise their influence.

 

6.2 Strategic Imperatives Behind the Global Dismantling of the Regime’s Religious Centres

A further strategic omission within the transitional blueprint is the absence of any policy framework addressing the Islamic regime’s religious assets abroad, most notably institutions such as the Islamic Centre of England  [31] and similar entities across Europe, Africa, and Asia. These centres, operating under the nominal guise of cultural and religious outreach, have historically functioned as ideological outposts, financial conduits, and platforms for political influence operations orchestrated by the regime’s clerical establishment.

Like all other observers, the white paper’s authors have seen the people of Iran designate 26 Khordad (14 June) as ‘Lion and Sun Day’, a symbolic commemoration of the martyrdom of Majidreza Rahnavard, a 23-year-old protester who had boldly tattooed the Lion and Sun on his forearm. The regime crushed his hand before executing him.

 

Given that many of the white paper’s authors operate within transnational media and policy circuits, they cannot credibly claim unawareness of such potent symbolism. Israel has never offered a relationship that can be described as mutually beneficial. Its alliances are constructed to drain, not to nourish. Where Israel entrenches itself, what follows is not prosperity but fragmentation: communities are set against one another, militarisation escalates, and governance is hollowed out in favour of securitised order.

For more than four decades since, Israel has instrumentalised the Islamic regime as a political foil. Like a wolf in perpetual cry, it has invoked the rhetoric of existential threat to expand territorial control over Palestinians, exploiting Iran’s hostility as both cover and justification. In parallel, it has played a consistent role in undercutting Iran’s sovereignty through a repertoire of interventions: the manufacturing of spurious ethnic separatism, covert or indirect support for proxy destabilisation, and alignment with external agendas designed to fracture Iran’s territorial integrity.

 

Such a posture cannot be mistaken for that of a prospective partner. It is the behaviour of a state intent on eroding Iranian sovereignty and ensuring its long-term vulnerability.

 

Yet this blatant betrayal of Iran continues with the inclusion of a proposal to recognise Israel within the white paper. This is presented not as a sovereign decision to be made by the Iranian nation, but as a pseudo-technocratic deliverable, framed as an administrative task. The imposition of foreign auditors and political consultants within Iran’s legislative institutions, at a time of extreme political fragility, revives the historical trauma of capitulation treaties forced upon Iran during the Qajar period. In a social and political landscape still bearing the scars of foreign interventions, such measures cannot be construed as neutral initiatives for institutional capacity-building. They must be understood for what they are: the formal incorporation of external actors into the heart of sovereign policy-making.

 

The strategic dimensions of this arrangement far exceed its technical facade. By institutionalising foreign participation in oversight processes, the provisional government would in effect surrender Iran’s ability to independently chart its path to economic recovery, manage energy sovereignty, or plan national reconstruction. In doing so, it would reduce the country to a de facto protectorate of Western powers and Israel.

 

In sum, the NUFDI proposal to institutionalise foreign oversight within Iran’s internal legislative architecture is a full-fledged Trojan horse, through which sovereignty over economic and infrastructural policy is imperilled under the pretext of institutional reform. The mission of the provisional government must be narrowly and explicitly focused on rebuilding domestic governance capacity. It is not its mandate to delegate sovereign legislative authority to foreign agents. The reorganisation of Iran’s internal legislative framework must emerge through a national dialogue, led by representatives of a liberated political order, not through foreign-imposed conditions disguised as administrative reforms. Otherwise, Iran risks being wrenched from the clutches of Islamic reaction only to be cast into the grip of external domination.

 

 

9. Educational Reforms Are Overly Ambitious for Phase 1

The educational reconstruction agenda outlined for the immediate post-liberation period (Phase 1, first six months) is characterised by a level of unreality starkly disproportionate to the socio-political, logistical, and infrastructural conditions that will confront Iran in the aftermath of the Islamic regime’s collapse. While the overarching aims of de-ideologisation, gender integration, and pedagogical modernisation are imperative, indeed, essential to any meaningful reconstruction of Iranian society, the expectation that such reforms could be substantively implemented within a six-month window is, upon critical examination, profoundly naïve.

 

The plan presupposes a degree of administrative functionality and institutional resilience wholly at odds with the actual dynamics of post-authoritarian transitions. Iran’s educational institutions, after more than four decades of systematic ideological indoctrination, bureaucratic disarray, and infrastructural deterioration, are unlikely to possess the immediate capacity to execute such sweeping reforms. The assumption that, within mere months, schools might dismantle policies of gender segregation, abolish compulsory religious instruction, revise curricular content, retrain educators, and overhaul physical infrastructure betrays a serious misreading of both institutional collapse and the entrenched resistance such measures will inevitably provoke. Admittedly, in major cities, particularly provincial capitals, where opposition to the regime’s ideological apparatus has been more sustained and where educational actors have, to varying degrees, resisted full assimilation into the system’s dogma, elements of this vision may be more readily realisable. However, in shahrestāns (county-level divisions) and bakhshes (districts), where religious socialisation remains entrenched and decades of indoctrination have more thoroughly shaped institutional culture, the notion that such reforms could be rapidly implemented reflects a fundamental detachment from socio-political reality. The vision, in these contexts, veers into the realm of fantasy.

 

The administrative apparatus of the Ministry of Education over four decades functioned as an ideological instrument of the Islamic regime, designed not to cultivate inquiry but to enforce conformity. It was engineered to transform the ‘Iranian nation’ into an ‘Islamic ummah’, albeit unsuccessfully, thanks in no small part to the Pahlavi-era reorientation of Iran, most notably Reza Shah the Great, who forcefully extricated the country from the eighteenth century and thrust it into the twentieth within the brief span of his sixteen-year reign. The principal issue lies in the fact that a substantial proportion of educational personnel, from senior administrators to classroom teachers, have been appointed not on the basis of pedagogical expertise but on ideological allegiance. To expect these individuals to immediately and effortlessly align themselves with the principles of secularism, gender equality, and democratic pedagogy, in the absence of a thorough and sustained programme of retraining and cultural reconditioning, is both politically naïve and operationally untenable.

 

The logistical constraints are no less formidable. The physical infrastructure of many Iranian schools is in a state of severe dilapidation, with widespread shortages of adequate classroom space, laboratory facilities, and technological resources. In many deprived regions, such as Sistan and Baluchistan province, the situation is even more acute: the basic necessity is not the renovation of existing buildings but the construction of schools altogether. Implementing gender-integrated education, for instance, is not merely a policy pronouncement; it requires the physical reconfiguration of school premises, the development of new operational protocols to ensure student safety, and the creation of support structures to mitigate anticipated cultural resistance, particularly in more conservative rural and peripheral regions. Just as urgent is the restoration of educational entitlements that had once been universally available under the Imperial Government, most notably the provision of free meals, textbooks, and school uniforms for all students, abolished in the wake of the 1979 revolution. The withdrawal of these provisions by the Islamic regime not only exacerbated educational inequality but also entrenched structural deprivation across generations. No student with an empty stomach and no access to basic learning materials can plausibly be expected to serve as a constructive agent in the rebuilding of the nation.

 

The socio-cultural dimension further complicates the feasibility of immediate, far-reaching educational reforms. While large segments of Iranian society are undoubtedly receptive to a progressive, secularised education system, there remains a substantial constituency, particularly within conservative, traditionalist, or economically marginalised communities, for whom abrupt and radical changes to educational norms (such as mixed-gender schooling or the removal of religious instruction) may provoke backlash, non-compliance, or even active resistance. In the context of a fragile transitional government striving to consolidate legitimacy, the alienation of these segments through precipitous reforms could exacerbate societal polarisation, thereby undermining the very objectives of national unity and reconciliation.

 

Human resource deficits must also be addressed. The plan envisions immediate curriculum audits, textbook revisions, and the deployment of new pedagogical materials. However, the requisite pool of curriculum specialists, content developers, and educational psychologists capable of designing and implementing such materials in a manner that is both academically rigorous and culturally sensitive is, at present, acutely limited. Years of intellectual repression have decimated Iran’s independent academic institutions, leaving a dearth of qualified personnel who are not ideologically compromised or institutionally marginalised. The process of assembling, training, and deploying a competent educational reconstruction workforce is, by necessity, a medium to long-term project, not a task that can be compressed into a six-month transitional window.

 

The psychological dimension of educational reform is equally critical. The student body, many of whom have been products of an ideologically suffused educational environment, requires a gradual, carefully managed process of intellectual and cultural reorientation. Abrupt curricular reversals, absent a structured pedagogical strategy for fostering critical thinking, civic engagement, and democratic values, risk engendering confusion, cynicism, or disengagement among students, thereby stalling the very transformation the reforms are intended to facilitate.

Despite the fact that Iran is not multi-ethnic, but rather ethno-linguistic, history has demonstrated that any structured linguistic decentralisation initiatives can act as precursors to demands for administrative or political autonomy.

 

The design and implementation of language-related educational reforms must therefore be approached with acute strategic foresight, ensuring that cultural accommodation does not compromise the indivisible sovereignty of the state. All curricular reforms, including the contextual incorporation of local languages, must remain uniformly governed under centralised national educational standards, categorically precluding any regional or local educational authorities from exercising autonomous curricular discretion or developing region-specific syllabi.

 

9.1. The Strategic Imperative of Linguistic Unity: A Critical Appraisal of Soft-Decentralisation Tactic

The latent risk of administrative fragmentation through linguistic channels is particularly discernible in the Plan’s soft-decentralisation proposals, which, under the guise of cultural inclusivity, embed mechanisms fundamentally inimical to the preservation of Iran’s unitary statehood. It is imperative to underscore that one of the fundamental pillars sustaining Iran's territorial integrity and civilisational coherence across millennia has been the Persian language. As the lingua franca of governance, jurisprudence, literature, and commerce, Persian has functioned not merely as a medium of communication but as the primary vehicle for political unification and cultural integration. Its centrality has historically acted as a bulwark against the centrifugal forces of ethnic, tribal, and sectarian fragmentation, which have beset many multi-ethnic polities in the broader region.

 

The document under consideration introduces, albeit through ostensibly benign educational reforms, a paradigm of "soft decentralisation" that warrants critical scrutiny. By proposing the optional incorporation of local languages and dialects into the national curriculum, without concomitant constitutional safeguards affirming the primacy of Persian as the sole official language of state governance and public life, the plan inadvertently seeds the potential for linguistic and, by extension, political fragmentation.

 

It is imperative to recognise that language policy, particularly in transitional contexts, is not a neutral cultural initiative but a profoundly political instrument. The permissive introduction of non-Persian languages into formal education, framed as cultural inclusivity, risks fostering parallel socio-linguistic identities. These, in turn, may be mobilised by internal factions or exploited by foreign actors to challenge the unitary structure of the Iranian nation, thereby threatening its national sovereignty and ultimately its territorial integrity.

 

The plan’s approach, while refraining from explicit federalist propositions, delineates a trajectory where soft decentralisation can, under shifting geopolitical pressures, evolve into demands for institutional autonomy. The global historical record is replete with instances where educational decentralisation served as a precursor to ethno-linguistic political claims, eventually culminating in federalist or separatist movements. The failure to anticipate and preempt such dynamics would constitute a grave strategic oversight.

 

It is therefore imperative that any educational reconstruction policy unequivocally affirms Persian as the exclusive and indivisible medium of national instruction, legal reasoning, civil administration, and civic governance. The optional incorporation of local languages, where culturally appropriate, must be categorically restricted to non-administrative, extracurricular contexts, serving solely as instruments of Iran’s cultural enrichment and historical preservation. Under no circumstances should such linguistic accommodations acquire any form of institutional legitimacy that might be construed as a basis for regional administrative autonomy. In simplest terms: ‘Teaching local languages, yes; teaching in local languages, never.’ These provisions must be explicitly enshrined within the constitutional order of the future Iranian state, thereby eliminating all ambiguities that might otherwise be exploited to erode the indivisible sovereignty of the nation.

 

In operational terms, the Ministry of Education must retain exclusive national jurisdiction over curriculum development, instructional materials, and educational policy execution, thereby nullifying any prospect of regionally differentiated curricular governance frameworks.

 

9.2. The Manufactured Myth of “Multi-Ethnic Iran”: A Geopolitical Subversion of National Unity

A critical reading of the draft reveals that its authors have dangerously embraced a geopolitical narrative with no foundation in Iranian history, anthropology, or civilisational authenticity: the depiction of Iran as a ‘multi-ethnic state’. This fabricated category, first devised in Soviet propaganda under Stalin, later adopted by leftist circles in Iran including the Tudeh Party, and since 1979 perpetuated by Western and Israeli actors, serves one strategic purpose: to reframe Iran’s linguistic mosaic into an ethnic fragmentation, thereby supplying an ideological justification for federalisation or separatist projects that would culminate in Iran’s disintegration.

 

Iran is not an assemblage of disparate ethnicities, but rather a civilisational continuum interwoven from diverse ethno-linguist groups, all of which belong to the Iranian branch of the Indo-European ethno-nation. Unifying elements such as Persian, shared history and cultural legacy, and a millennia-deep national consciousness have fostered an integrated social fabric that renders any ethnic classification artificial and politically motivated.

 

The document’s references to “ethnic diversity” and proposals to address “ethnic minority rights” are therefore deeply suspect. While dismantling discriminatory legal structures in any just system of governance is essential, the introduction of the false category of ‘ethnicity’ as a politically or administratively relevant division is a deliberate act of strategic ambiguity. By subtly introducing ethnic categorisation into governance discourse, the plan lays the groundwork for future demands that could escalate into claims for provincial autonomy claims, aligning with foreign-backed federalist agendas.

 

Equating the ethno-linguist character of Iran with ‘ethnic separatism’ either signals ignorance and profound misunderstanding among the document’s drafters or constitutes a calculated distortion of Iran’s historical national identity. Linguistic diversity in Iran has never necessitated political division, but has consistently enriched a unified Iranian civilisational identity. Any contrary assertion is a continuation of colonial logic, which seeks to Balkanise ancient civilisations under the guise of ‘ethnic diversity’.

 

Any framework of governance that departs from the conception of Iran as a unitary nation-state rooted in a single ethno-nation, in which cultural diversity is celebrated as integral to national identity, must be firmly rejected and resisted (Suren-Pahlav, 1998). The introduction of ethnicity as a legitimate administrative or political category is not an attempt at civic equality, but a deliberate tactic of geopolitical subversion. Iran’s ethno-linguist plurality has always functioned as a source of civilisational enrichment, never as a basis for political fragmentation. Hence, any attempt to institutionalise ethnicity as a category of governance is an existential threat to Iran’s territorial integrity and sovereignty, and must be precluded by explicit constitutional guarantees.

 

These warnings also must be further reinforced by constitutional provisions safeguarding Iran’s unitary, multi-ethno-linguistic national identity (see proposed constitutional clauses in Annex 1).

 

 

10. Assumptions on International Cooperation & Economic Support Are Optimistic

A critical flaw in the current plan resides in its underlying assumptions regarding the immediacy and scale of international cooperation and economic support that would ostensibly be extended to Iran in the aftermath of the Islamic regime’s collapse. The document, whilst meticulously detailing domestic strategies for stabilisation and reform, appears to operate on the presumption that the international community, comprising states, multilateral institutions, and transnational financial entities, will respond with alacrity and unanimity to the transitional government’s appeals for diplomatic recognition, economic assistance, and sanctions relief. This presumption, however, is both historically unfounded and strategically hazardous, as it neglects the inherently complex and often protracted nature of international engagement with states undergoing revolutionary transformations.

 

Firstly, the plan underestimates the degree of geopolitical caution and strategic ambiguity that typically characterises international responses to sudden regime changes, particularly in regions as geopolitically volatile as the Middle East. The overthrow of an entrenched regime, regardless of its pariah status, does not automatically translate into swift diplomatic recognition or economic reintegration. International actors, especially major powers and multilateral organisations, are likely to adopt a wait-and-see approach, carefully scrutinising the transitional government’s stability, inclusivity, and capacity to establish a credible governance framework before committing to substantive engagement. Historical precedents, ranging from post-Arab Spring Egypt and Tunisia to post-Saddam Iraq, demonstrate that diplomatic recognition and economic aid are contingent upon the perceived legitimacy, coherence, and predictability of the emergent order, none of which can be assured within the immediate aftermath of a revolutionary upheaval.

 

Furthermore, the assumption that sanctions, particularly those of a complex and multi-layered nature, can be dismantled swiftly in response to regime change is excessively sanguine. Sanctions regimes, especially those imposed by the United States and the European Union, are not monolithic instruments that can be rescinded at a stroke; they are intricate legal frameworks, often tied to legislative mandates, human rights benchmarks, and security considerations. The process of sanctions relief is inherently bureaucratic and politically contested, requiring not only demonstrable compliance with stipulated conditions but also extensive diplomatic negotiations, legislative endorsements, and, in many cases, changes in the domestic political climates of the sanctioning states themselves. The presumption that a transitional Iranian government, within a matter of months, could navigate this labyrinthine process and secure comprehensive sanctions relief is detached from the operational realities of international economic diplomacy.

 

More critically, the plan fails to acknowledge that many of the states enforcing these measures, especially those that have frozen Iranian assets for decades, will be acutely resistant to releasing such assets under a post-Kakistocratic regime committed to transparency and meritocratic governance. The return of frozen assets, particularly with accrued interest or adjusted value to reflect decades of inflation, is not merely a legal matter but a deeply political one. Almost none of these states welcome the prospect of a sovereign, economically independent Iran emerging from decades of autocracy, especially one governed by competence rather than patronage.

 

For instance, in the mid-1976, Iran paid over £600 million for 1,500 Chieftain battle tanks and 250 repair vehicles. The United Kingdom delivered only 185 tanks, and in March 2022 repaid Iran a total of just £393.8 million. Of this, £201.2 million reflected the recalculated 2022 value of the 185 tanks delivered. However, the remaining balance, representing the undelivered 1,315 tanks, was repaid at the mid-1970s value, effectively denying Iran the real-terms worth of its investment, which should have amounted to a figure closer to £2.5 billion  [33]. Such an outcome was only possible because the Islamic Republic, run by a cast of unaccountable kakistocrats, lacked the political legitimacy and institutional coherence to demand proper restitution. A free Iran, governed by meritocratic principles and committed to legal redress, will face fierce resistance not only in reclaiming its material assets but in challenging the entire architecture of deferred justice.

 

In addition, the plan fails to account for the diversity of international interests and the inevitable friction that arises from competing geopolitical agendas. While certain states and blocs may be inclined to support Iran’s post-liberation transition as a means of fostering regional stability or securing economic opportunities, others may view the transitional period as a strategic vacuum to be exploited for their own influence. The notion that the international community constitutes a unified, monolithic actor prepared to engage with a singular vision of Iran’s future governance is thus a dangerously simplistic conception. The transitional authorities must anticipate, and strategically manage, a spectrum of international responses ranging from enthusiastic partnership to strategic scepticism and even active obstruction.

 

Moreover, the anticipated influx of economic assistance, whether in the form of direct financial aid, investment, or technical cooperation, is likely to be conditional, phased, and performance-based. Donor states and financial institutions, wary of the risks associated with post-liberation environments, will impose stringent requirements related to transparency, anti-corruption measures, legal reforms, and human rights observance. The transitional government’s capacity to satisfy these conditions, amidst the manifold challenges of domestic stabilisation, infrastructural rehabilitation, and institutional reconstruction, cannot be presumed. Any lapse in meeting these expectations could result in delayed disbursements, reduced support packages, or even the withdrawal of commitments.

 

The plan does not merely overestimate Iran’s immediate appeal to foreign investors and multinational corporations, it actively frames the country as an open arena for capital penetration. In doing so, it projects a vision of Iran not as a post-authoritarian society in need of reconstruction, but as an emergent market ripe for acquisition. This framing is not incidental; it is strategic. Foreign capital does not wait for institutional consolidation; it preys on its absence. Investors, particularly those with substantial capital reserves, do not approach transitional contexts with caution alone, but with a calculated intent to maximise returns at minimal cost. They do not seek partnership; they seek leverage. In such environments, legal vacuums are not deterrents, they are incentives. What emerges, then, is not a rush to rebuild, but a race to extract.

 

More troubling still is the absence of any detailed legal or institutional framework to govern the terms of foreign entry, regulate capital flows, or ensure transparency in the negotiation of strategic agreements. Without such safeguards, there is a real danger that Iran’s transitional economy may be positioned not as a sovereign actor, but as an accessible asset, subject to external leverage, unmediated access, and opportunistic acquisition under the banner of reconstruction.

 

Iran’s considerable reserves of rare earth elements, especially at a time when global markets are reeling from China’s export restrictions, render it particularly vulnerable. The urgency with which Western economies seek alternatives to Chinese supply chains only sharpens this dynamic. Under such conditions, Iran is unlikely to be approached as a future partner in industrial development but rather as a repository of critical materials to be acquired at a fraction of their long-term value. The perception of Iran as post-conflict spoils, available at a discount, risks inviting precisely the sort of extractive behaviour that privileges short-term profiteering over long-term national interest. Strategic resources may be transferred through asymmetrical agreements that would be politically indefensible in any stable sovereign context.

 

In summary, the plan’s optimistic projections regarding the immediacy of international cooperation and economic support are fundamentally misaligned with the historical patterns, structural complexities, and geopolitical intricacies that govern international engagement with post-liberation states. By failing to temper these assumptions with a more nuanced and sober appraisal of the challenges involved, the plan risks engendering a strategic overreliance on foreign assistance that, if delayed, diluted, or dictated on asymmetrical terms, could precipitate domestic disillusionment, policy paralysis, and a severe crisis of legitimacy for the transitional authorities.

 

It is, therefore, imperative that the transitional strategy incorporates a contingency framework predicated on the assumption of delayed, conditional, and uneven international support, coupled with a robust domestic mobilisation strategy to sustain essential governance functions, economic stabilisation efforts, and legitimacy consolidation in the interim.

 

 

11. Risk of Transitional System Becoming Permanent

A profound structural vulnerability within the proposed plan is its insufficient attention to the inherent risk that the so-called “Transitional System”, comprised of the National Uprising Council, and the Transitional Government, may evolve, whether by design or inertia, into a quasi-permanent governing architecture. Although the plan is predicated on the notion of temporary stewardship during a post-liberation interregnum, it conspicuously lacks the legal, procedural, and political safeguards necessary to guarantee the self-liquidation of transitional institutions once their immediate mandates have been fulfilled. This omission is not a mere technicality; it represents a fundamental governance flaw that, if left unaddressed, could subvert the democratic aspirations of the transition and imperil the very legitimacy of the emergent order.

 

Historically, transitional regimes that have emerged from revolutionary contexts or regime collapses possess an intrinsic tendency towards institutional self-preservation. The consolidation of power, however initially justified by the exigencies of stabilisation and reform, often engenders a political dynamic wherein transitional authorities become reluctant to cede control, rationalising their continued dominance under the pretext of incomplete reforms, persistent threats to national security, or societal unpreparedness for full democratic governance. This phenomenon, the entrenchment of interim institutions as de facto permanent structures, is a well-documented pathology in post-authoritarian transitions, evident in diverse cases ranging from post-Soviet republics to post-Arab Spring regimes.

 

The current plan exacerbates this risk by investing the interim government with sweeping powers of appointment, oversight, and institutional arbitration, without embedding within the governance framework any binding sunset clauses, compulsory self-dissolution mechanisms, or independent enforcement bodies to ensure that the transitional institutions do not extend their mandates beyond necessity. The concentration of authority, whilst perhaps justified as a means of ensuring decisiveness during a period of instability, becomes problematic when unaccompanied by mechanisms of institutional auto-dismantlement. In the absence of such mechanisms, transitional bodies may gradually evolve into entrenched oligarchic structures, resistant to national scrutiny and insulated from democratic accountability.

 

Moreover, the plan’s procedural roadmap for transitioning from the provisional to the permanent order is contingent upon the successful and timely completion of a series of complex processes: constitutional referenda, constituent assembly elections, and the drafting and ratification of a new constitutional framework. However, the plan provides no explicit safeguards against the indefinite postponement of these processes under the pretext of unforeseen emergencies, societal divisions, or administrative unpreparedness. The invocation of “extraordinary circumstances” has historically served as a potent justification for the perpetuation of transitional regimes beyond their intended lifespan, and in the absence of codified limits, the Transitional System described in the plan is equally susceptible to such a fate.

 

Furthermore, the plan fails to establish an independent, neutral oversight mechanism, such as a Transitional Mandate Review Commission, tasked with monitoring the performance and timeline adherence of the transitional authorities. In the absence of such an institution, the enforcement of transition deadlines and the adjudication of disputes regarding mandate overreach would fall upon the very entities whose continued existence is in question, thereby creating a conflict of interest that undermines procedural impartiality and institutional self-regulation.

 

The risk of transitional overreach is further exacerbated by the psychological and sociological dynamics of power consolidation. In a context where no foreign arbiter exists to compel compliance with transition timelines, and where the transitional authorities themselves are the ultimate arbiters of procedural progression, the trajectory towards institutional ossification becomes not only possible but probable.

 

In addition, the plan’s failure to embed popular oversight mechanisms, such as mandatory public ratification of timeline extensions or compulsory transitional performance audits, creates a deep-seated weakness of civic agency. The populace, whose political empowerment is the ostensible objective of the transition, is thus rendered a passive observer of the transitional process, with limited avenues to contest or influence deviations from the promised roadmap. This dynamic erodes public trust, fosters political cynicism, and ultimately undermines the legitimacy of the transitional authorities, even if their initial mandate was broadly endorsed.

 

In essence, the Transitional System, as outlined in the current white paper, operates within a legal and institutional vacuum, in which its dissolution relies entirely on the good faith and voluntary compliance of its own self-appointed members. This is a governance model acutely ill-suited to a post-authoritarian context. In the absence of codified termination clauses, automatic sunset provisions, and enforceable mechanisms of foreign oversight, the Transitional System risks entrenching itself as a de facto permanent regime. In doing so, it would undermine its foundational mandate to steward Iran towards a genuinely democratic and constitutional order.

 

Therefore, it is imperative that the transitional governance framework be fortified with legally binding self-liquidation mechanisms, enforceable timelines, and independent oversight bodies vested with the authority to monitor, audit, and, if necessary, compel the dissolution of transitional institutions upon the fulfilment of their mandates. Only through the establishment of such safeguards can the risk of institutional entrenchment be mitigated, ensuring that the Transitional System remains a finite and accountable steward of Iran’s democratic renaissance rather than its inadvertent usurper.

 

11.1 Alternative Transitional Pathways: A Scenario-Based Approach

Whilst the Plan’s deficiencies in procedural design and timeline realism are manifest, a wholesale dismissal of its transitional ambitions would be strategically counterproductive. The imperative, therefore, is to develop a spectrum of scenario-based contingency models that accommodate the inherent unpredictability of regime collapse dynamics, yet remain unambiguously anchored within the framework of a centralised, indivisible state authority. Any flexibility in transitional sequencing must be meticulously circumscribed to procedural modalities and operational prioritisation, without conceding an iota of political or administrative autonomy to sub-national entities, localised factions, or regionalised power-brokers. Scenario-based planning, if misapplied, can become a Trojan horse for decentralist agendas; it is thus critical that adaptive strategies are codified within a unitary governance architecture that categorically precludes the proliferation of alternative centres of power.

 

Three primary transitional scenarios warrant consideration, each necessitating a differentiated strategic approach:

 

1 - Negotiated Transition with Regime Defectors:

In a scenario wherein elements of the existing regime, particularly technocratic and mid-level bureaucratic strata, seek negotiated exits in exchange for security guarantees or limited political amnesties, the transitional strategy must prioritise co-opting institutional know-how whilst instituting robust vetting mechanisms. This pathway allows for a more structured legal transition, with phased de-ideologisation processes anchored in binding oversight by a Transitional Justice Commission. However, it also demands stringent safeguards against the co-optation of transitional bodies by unreformed regime remnants.

 

2 - Sudden Collapse via Popular Uprising:

Should the Islamic regime’s disintegration occur through an abrupt, mass-scale uprising, the immediate challenge will be to establish a credible and functional governance structure within an administrative vacuum. In such a context, decentralised authority models, relying on provisional regional councils comprising civil society actors, technocrats, and local notables, would offer a pragmatic counterweight to the risks of centralised authoritarian relapse. This scenario necessitates the prioritisation of restoring essential public services and law enforcement, deferring constitutional processes until a minimum threshold of societal stability is attained.

 

3 - Protracted Institutional Disintegration:

A drawn-out regime collapse, characterised by gradual erosion of central authority and competing power vacuums, requires a modular transitional governance framework capable of scaling in response to the fluctuating territorial and institutional control. In such a scenario, transitional bodies must function as agile coordination platforms, focusing initially on conflict de-escalation, humanitarian stabilisation, and incremental legitimacy-building through localised elections and civic participation mechanisms, prior to embarking on national-level constitutional reforms.

 

Across all scenarios, the central operational principle must be sequencing over simultaneity. Efforts to enact legal, institutional, and societal reforms must follow a phased progression, prioritising stabilisation, followed by transitional justice processes, and culminating in deliberative constitutional redesign. The underlying fallacy of the current plan lies in its prescriptive rigidity; by contrast, scenario-based frameworks recognise the fluidity of post-authoritarian transitions and the necessity of strategic adaptability.

 

Incorporating such scenario modelling into the transitional strategy not only enhances its operational viability but also fortifies its legitimacy by signalling a preparedness to manage the full spectrum of post-regime contingencies. This adaptive capacity is a hallmark of successful transitions and must, therefore, be embedded at the architectural core of any credible roadmap for Iran’s post-Islamic regime transformation.

 

 

PRESUMING STATE INSTITUTIONS CAN BE “NEUTRALISED” BY DECLARATIONS (ISLAMIC REGIME ≈ SOVIET-ERA BUREAUCRACIES)

An implicit yet significant conceptual misjudgement within the current plan is the presumption that the institutions of the Islamic regime, its judiciary, bureaucracies, and ideological enforcement apparatuses, can be rendered neutral, depoliticised, or structurally rehabilitated through declaratory acts of legal or political authority. This assumption draws, whether explicitly or tacitly, upon analogies with the transitional experiences of Soviet-era Eastern European states, where bureaucratic apparatuses that had functioned under Marxist-Leninist regimes were, in varying degrees, reoriented to serve new democratic orders through a combination of legal reforms, personnel adjustments, and institutional rebranding. Such a comparison, however, constitutes a fundamental false equivalence, as it misapprehends the structural, functional, and ideological nature of Iran’s regime institutions in contrast to the technocratic bureaucracies of the former communist Bloc.

 

In the Soviet model, bureaucratic institutions, though suffused with ideological oversight, were, in their essence, designed to serve the functions of state administration: economic planning, social service delivery, infrastructure management, and governance logistics. While party structures such as the Communist Party apparatus and its affiliated security organs (e.g., the KGB) exerted pervasive control, the underlying bureaucratic machinery often retained a degree of technocratic functionality. Consequently, during the post-Communist transitions, many of these bureaucratic institutions could be recalibrated to function under new democratic mandates, albeit through rigorous processes of reform, vetting, and oversight.

 

The Islamic regime’s institutions, by contrast, are neither technocratically neutral nor structurally subordinate to a higher administrative rationality. They are, by design, instruments of ideological enforcement and political control. The judiciary, for instance, is not an autonomous legal body operating under principles of impartial jurisprudence; it is an apparatus deeply entrenched within the Velāyat-e Faqīh  framework, structurally engineered to prioritise regime preservation over legal equity. Judges are appointed, evaluated, and disciplined based on ideological loyalty rather than juridical competence, with the judiciary itself serving as a key pillar in the regime's repressive architecture.

 

Similarly, institutions such as the Ministry of Culture and Islamic Guidance, which directs censorship and the regime’s cultural and religious propaganda, Basij-affiliated civic organisations, and even ostensibly apolitical bureaucracies such as the Cultural Heritage, Handicrafts and Tourism Organisation, are politicised instruments whose functions are inseparable from the regime’s ideological imperatives. Their mandates extend beyond administrative governance into the realms of social surveillance, cultural engineering, and the suppression of dissent. Unlike Soviet-era bureaucracies, which could be partially de-politicised by disentangling them from party control, Iran’s regime institutions are ideological constructs at their core, purpose-built to perpetuate a theocratic state order.

 

The plan’s presumption that such institutions can be neutralised, or rendered functionally benign, through the issuance of declaratory reforms or symbolic legislative repeals fundamentally underestimates the depth of their ideological entrenchment. Declarations of institutional repurposing, absent comprehensive structural dismantlement, rigorous vetting of personnel, and the establishment of new legal frameworks, are unlikely to achieve substantive de-ideologisation. Rather, such superficial reforms risk perpetuating the embedded networks of patronage, coercion, and ideological conformity that define these institutions.

 

Moreover, in the Iranian context, regime institutions are not merely passive instruments awaiting new directives; they possess a formidable degree of institutional agency and survival instinct. Decades of operational autonomy, Mafia-style economic entrenchment, and political immunity have endowed these bodies with the capacity to resist, subvert, or adapt to surface-level reforms while maintaining their essential power structures intact. The expectation that declarations of neutrality will suffice to recalibrate such deeply embedded institutions reflects a dangerously naïve underestimation of their organisational resilience and vested interests in perpetuating their privileged positions.

 

Another critical distinction lies in the societal perception of these institutions. In the Eastern Bloc, while bureaucracies were often viewed as inefficient or ideologically compromised, they were not universally perceived as instruments of daily repression in the same visceral manner as Iran’s judiciary, Basij, or security apparatuses. In Iran, these institutions are tainted by their active complicity in systemic human rights abuses, creating a societal expectation not of rebranding but of accountability, justice, and in many cases, outright dissolution. An y attempt to neutralise such entities through mere declarations risks alienating broad swathes of the population, who may perceive such measures as a betrayal of revolutionary justice and a continuation of the regime’s influence under a different guise.

 

The broader operational risk of this fallacy is that it fosters a false sense of transitional progression. Superficial institutional reforms, unaccompanied by genuine structural transformation, may create the outward appearance of change while leaving the substantive dynamics of regime power untouched. This façade of reconstruction not only jeopardises the legitimacy of the transitional authorities but also impedes the emergence of a genuinely democratic, accountable governance architecture.

 

In conclusion, the assumption that Iran’s regime institutions can be effectively neutralised through declaratory acts reflects a misguided and analytically flawed transposition of the Soviet-era bureaucratic transition model onto a fundamentally dissimilar ideological and institutional context. A genuine transformation of Iran’s post-Islamic regime governance structures necessitates a far more comprehensive and intrusive strategy of institutional deconstruction, vetting, and, where necessary, dissolution, anchored in the imperatives of transitional justice and democratic reconstruction. Without such an approach, declarations of neutrality will remain hollow gestures, incapable of dismantling the entrenched mechanisms of authoritarian control that define the Islamic regime’s institutional legacy.

 

 

ANTICIPATORY STATECRAFT: DESIGNING IRAN’S POST-AUTHORITARIAN TRANSITION BEFORE REGIME COLLAPSE

One of the most critical determinants of a successful regime transition is the extent to which its political and institutional architecture has been thoughtfully pre-designed prior to the actual collapse of the ancien régime. In the case of Iran, the formulation of a comprehensive and operationally viable transitional governance framework, crafted and refined in advance of the Islamic regime’s downfall, is not a matter of tactical preference but a strategic necessity. Historical experience, political science scholarship, and empirical evidence from other post-authoritarian transitions converge on a singular insight: the vacuum that emerges in the immediate aftermath of regime collapse is inherently perilous and, if not swiftly filled with a credible and functional governance structure, invites a host of destabilising forces.

 

Transitions do not occur in an institutional void. In the absence of pre-prepared frameworks, the moment of regime collapse becomes a battleground of competing interests, where the best organised, not necessarily the most legitimate or democratically representative, actors will seize control of the state’s coercive apparatuses, economic resources, and political narratives. The Islamic regime's own entrenched networks, including residual elements of the Revolutionary Guard Corps (IRGC), the Basij, and other ideological factions, will not vanish upon the announcement of the regime’s demise. Rather, they will seek to exploit any structural disarray or leadership vacuums to perpetuate their influence, albeit under different guises. The failure to prepare, in advance, robust transitional structures capable of imposing immediate and uncontested authority, thus risks replacing one form of authoritarianism with another, or worse, descending into factional anarchy.

 

Furthermore, the immediate aftermath of regime change constitutes a critical window of opportunity, a fleeting and volatile moment when the new political order’s legitimacy is forged or fatally undermined. Public confidence, both domestically and internationally, is acutely sensitive during this phase. A well-prepared transitional authority, equipped with a coherent legal framework, a functional administrative apparatus, and a clear roadmap for democratic consolidation, can project an image of competence, foresight, and legitimacy. Conversely, a transitional leadership that appears disorganised, improvisational, or internally fragmented will rapidly erode public trust, creating fertile ground for reactionary forces, populist opportunists, and foreign meddling.

 

It is essential to recognise that governance capacity cannot be improvised in conditions of revolutionary turbulence. The immediate demands of governance, restoring public services, maintaining law and order, stabilising the economy, and initiating urgent legal reforms, require the rapid deployment of pre-established protocols, vetted personnel, and legal instruments. Attempting to design, negotiate, and implement these frameworks from scratch, amidst the chaos of regime collapse, is not only unrealistic but dangerously reckless. The vacuum of authority and absence of legal clarity during such a critical juncture is invariably filled by either military coercion, factional competition, or societal disillusionment, none of which are conducive to a stable democratic transition.

 

Moreover, international engagement, recognition, and economic cooperation are contingent upon the presence of a clear and functional counterpart. States, multilateral organisations, and international financial institutions are institutionally averse to engaging with nebulous or ad hoc governing bodies. They require clarity regarding who exercises authority, how decisions are made, and whether there exists a legitimate and operational governance structure capable of upholding international agreements, managing aid, and enforcing legal obligations. Without a pre-prepared transitional framework that establishes clear governance mechanisms and delineates the lines of authority, the process of diplomatic recognition and economic reintegration will be significantly delayed, exacerbating internal instability and economic hardship.

 

Additionally, advance preparation is essential for managing internal political cohesion. Transitions that lack pre-negotiated and broadly endorsed governance frameworks are particularly susceptible to internal factional disputes, as various political actors contest their share of power, authority, and influence in the post-regime order. These contests, if not regulated by pre-established agreements on transitional roles, processes, and timelines, often devolve into destructive infighting that paralyses governance and undermines the credibility of the transition itself. By contrast, a pre-drafted transitional charter, forged through inclusive and transparent dialogue among opposition factions, civil society actors, and technocratic experts, can serve as a stabilising anchor, mitigating the centrifugal forces that typically accompany revolutionary transformations.

 

That said, while the imperative for advance preparation is undeniable, it must be approached with a degree of strategic flexibility. It is neither feasible nor advisable to attempt to rigidly script every dimension of the post-collapse governance process. The inherent uncertainties surrounding the modalities of the regime’s fall, whether through a negotiated departure, sudden popular uprising, or protracted collapse, necessitate a modular and scenario-sensitive approach to preparation. What is required is the development of a series of adaptable frameworks: legal templates that can be customised to different transitional contexts; administrative structures that can be scaled in response to prevailing conditions; and personnel rosters that prioritise competence and integrity, yet are sufficiently diverse to reflect the broad spectrum of political and societal stakeholders.

 

Equally, while certain preparatory activities must be conducted discreetly, to avoid regime retaliation, it is imperative that the process of framework development is grounded in broad-based participation and consensus-building. A transition designed in clandestine isolation by a narrow elite, however well-intentioned, will inevitably struggle to command legitimacy in the eyes of the broader populace. Inclusivity, transparency (where feasible), and iterative consultation with diverse opposition factions, civil society organisations, and technocratic experts are thus essential to ensuring that the transitional frameworks are perceived as reflective of national will rather than factional ambitions.

 

In conclusion, the argument for advance preparation is not merely an exercise in administrative prudence; it is a strategic imperative central to the survival, legitimacy, and success of the post-Islamic regime order. The cost of unpreparedness is historically evidenced in the tragic collapses of transitions that faltered under the weight of their own improvisation, Libya post-Gaddafi, Iraq post-2003, Egypt post-Mubarak. Conversely, where transitions were anchored in carefully prepared frameworks, negotiated in advance and implemented with clarity and decisiveness, the prospects for democratic consolidation and societal stabilisation were exponentially enhanced, as evidenced in post-apartheid South Africa and Czechoslovakia’s Velvet Revolution. Iran’s transitional leadership must, therefore, internalise this lesson: preparing in advance is not a luxury, it is the foundation upon which the viability of the future political order depends.

 

 

DIASPORA ACTORS AND THE LEGITIMACY IMPERATIVE IN TRANSITIONAL GOVERNANCE

A salient miscalculation within the current transitional discourse pertains to the overestimation of the Iranian diaspora’s capacity to assume pivotal governance roles in the immediate aftermath of regime collapse.

 

This misapprehension initially stems from a failure to grasp a fundamental and culturally entrenched reality: the Iranian nation, particularly those within the country who have silently endured the regime’s theocratic totalitarianism, possess a sophisticated political consciousness that renders them profoundly sceptical of foreign actors seeking to helm the nation’s transitional governance. Unlike certain post-authoritarian societies where diasporic figures returning from exile have been met with acquiescence or deference, the Iranian sociopolitical milieu is marked by a deeply ingrained vigilance towards questions of national legitimacy, cultural authenticity, and demonstrated loyalty to the homeland.

 

Secondly, while segments of the Iranian diaspora undoubtedly possess significant technical expertise in fields such as science, technology, medicine, economics, global business management, energy and resources, and environmental sustainability, the presumption that these individuals can seamlessly transpose themselves into the realms of governance, political leadership, policy formulation, and socio-cultural mediation within Iran’s domestic context is both analytically flawed and strategically hazardous. This misconception often overlooks a critical cultural nuance: within Iranian society, there exists a deeply ingrained preference for technical and specialist expertise, which is frequently perceived as a pathway to professional security and upward mobility. Consequently, fields such as governance and political leadership are often regarded with apathy or even scepticism, particularly given the structural barriers erected by the Islamic regime over the past 46 years, which have systematically excluded the wider populace from meaningful participation in political and administrative spheres. As a result, there is a profound deficit of individuals with practical experience or academic grounding in these domains.

 

Moreover, among segments of the diaspora who oppose the regime, many have assumed the role of political activists not through a deliberate or sustained engagement with activism as a professional discipline, but rather as a peripheral or reactive undertaking. Regrettably, a significant portion of these individuals either lacked the time or have shown limited inclination to study the intricate strategies and theoretical frameworks underpinning effective activism, political mobilisation, and regime opposition. This has resulted in a landscape where activism is often pursued in a manner that lacks the methodological rigour and depth of understanding necessary for strategic impact, thereby undermining the broader opposition movement's efficacy in confronting a regime that remains entrenched and adept at political manoeuvring.

 

Thirdly, there exists a pervasive perception among Iran’s internal opposition that segments of the diaspora, particularly those who have engaged in political activism from abroad, are detached from the lived realities of Iranian society and may harbour allegiances that are, at best, ambiguous. This suspicion is not merely an emotive reaction but rather a product of historical experience. Foreign imposed leadership figures, often presented under the guise of national liberation, as was the case in 1979, have frequently been perceived as instruments of foreign agendas rather than as legitimate representatives of the Iranian national will.

 

Consequently, the prospect of diaspora actors assuming direct control over the transitional governance apparatus is likely to encounter not only passive scepticism but active resistance from within Iran. The silent majority, comprising a politically astute and strategically reticent populace, will not readily accept governance models architected abroad, nor will they tolerate leadership claims from individuals perceived as externalised from Iran’s socio-political struggles. This is not Iraq, Libya, or Afghanistan; the Iranian polity is acutely attuned to the nuances of internal legitimacy, and any transitional framework that fails to anchor itself in this domestic legitimacy will be categorically rejected.

 

The current plan’s failure to address this legitimacy chasm, its omission of structured mechanisms to build trust with internal opposition movements, grassroots civil society actors, and the broader Iranian populace, constitutes a fatal flaw. Without such mechanisms, any transitional authority perceived as diaspora-centric will lack the societal mandate necessary for governance, thereby precipitating a crisis of credibility that could irreparably undermine the democratic aspirations of the post-regime order.

 

Thus, the diaspora’s role must be strategically recalibrated. Rather than positioning diaspora actors as presumptive political leaders, their contributions must be reframed towards enabling, supporting, and amplifying domestic capacities. The governing body must emerge from within, grounded in the lived experiences, sacrifices, and aspirations of those who have withstood the regime’s authoritarianism from inside. The future political order of Iran cannot be imported; it must be indigenously forged.

 

 

CONCLUSION: SOVEREIGNTY AS THE INVIOLABLE AXIS OF IRAN’S POST-LIBERATION RENAISSANCE

The architecture of any post-authoritarian transition is only as robust as the integrity of those entrusted with its stewardship. In dissecting the proposed Emergency Phase Plan, it becomes painfully evident that beyond the conceptual oversights and procedural inadequacies, there looms a far graver danger: the infiltration and manipulation of the Iranian opposition movement by actors whose commitment to Iran’s sovereignty and democratic future is, at best, ambiguous. Having spent decades in the trenches of opposition against the Islamic regime, I have learnt through harsh experience that in the politics of Iranian liberation, no individual or organisation can be accepted at face value. The regime’s history is replete with strategies of manufacturing “false opposition,”  [34] embedding controlled actors within dissident circles to sow division, neutralise genuine resistance, and divert revolutionary energies into sterile or counterproductive channels.

 

This cautionary imperative becomes even more urgent when considering entities such as the National Union for Democracy in Iran (NUFDI), whose self-appointed mantle of representing the Iranian people's democratic aspirations is increasingly contested. The organisation's opaque governance structures, undisclosed financial backers, and discernible alignment with foreign policy agendas that have historically proven detrimental to Iran’s territorial and socio-economic integrity demand rigorous scrutiny. (See Annex 2)

 

It is particularly alarming that the principal organiser of this Emergency Phase Plan, marketed as a White Paper for Iran’s democratic transition, is an affiliate of the Foundation for Defence of Democracies (FDD), a Washington-based think tank whose executive cadre includes individuals with a documented history of advocating for policies explicitly inimical to Iran’s territorial integrity  [35]. Figures such as Brenda Shaffer, a senior fellow at FDD, have consistently and unabashedly championed the balkanisation of Iran, framing ethnic and linguistic fault lines as instruments for engineering the country’s fragmentation into pliable satellite states   [36]. The involvement of such actors in the conceptualisation and promotion of this Plan necessitates an acute vigilance on the part of Iranian activists, scholars, and the broader national constituency. Any governance blueprint shaped under the aegis of institutions and individuals harbouring anti-Iranian strategic objectives must be scrutinised with unwavering scepticism, lest the Iranian nation unwittingly embrace a transitional agenda designed not for emancipation, but for dismemberment. (See Annex 3)

 

Furthermore, the persistence of historical affiliations between NUFDI’s leadership with terrorist groups such as the Mojahedin-e-Khalq (MEK), an organisation whose legacy of collaboration with foreign adversaries remains a wound in the Iranian collective memory, renders its claims to legitimacy deeply suspect.

 

Moreover, NUFDI’s tactical lobbying alliances with US hawkish foreign policy architects, coupled with its advocacy for policies (such as broad-based economic sanctions) that disproportionately devastate Iran’s civilian population, suggest a strategic orientation that is fundamentally misaligned with the ethical imperatives of democratic emancipation. These patterns are not anomalies; they are symptomatic of a deeper malaise afflicting segments of the diaspora political elite, whose ambitions appear to prioritise foreign patronage and geopolitical positioning over authentic national reconciliation and sovereignty.

 

In this regard, a disconcerting dynamic emerges: while HIH Crown Prince Reza Pahlavi commands the trust and affection of a vast segment of the Iranian populace, his track record in surrounding himself with individuals and groups of unvetted backgrounds and anterior motives remains a source of acute concern. The Crown Prince’s personal integrity and democratic convictions are not in question; however, the ecosystem of advisors, spokespersons, and affiliated organisations he permits into his orbit, including entities such as NUFDI, often comprises individuals whose loyalties, past collaborations, and strategic intentions warrant critical examination. The regime’s adeptness in deploying controlled opposition tactics is well-documented, and history cautions us that genuine leadership, no matter how sincere, is susceptible to being encircled by actors with ulterior agendas.

 

The Iranian opposition movement, therefore, cannot afford complacency in this regard. Activists, scholars, and civil society actors must exercise uncompromising vigilance in ensuring that the transitional discourse is not co-opted by factions whose operational frameworks, whether by design or negligence, pave the way for Iran's fragmentation into a constellation of client states, perpetually subjugated to foreign influence. It is imperative that any governance framework, especially in the volatile post-regime interregnum, be anchored in institutional safeguards that preclude the monopolisation of power by self-appointed elites, and categorically reject decentralisation strategies, particularly promoting federalism  [37] that could function as precursors to geopolitical balkanisation.

 

In this vein, the opposition’s foremost task is to construct robust, participatory mechanisms of collective oversight, ensuring that no entity, whether NUFDI or any future derivative, can leverage the revolutionary moment to surreptitiously advance agendas antithetical to Iran’s unity and sovereignty. The revolution against the Islamic regime must not, under any guise, be permitted to metamorphose into a vehicle for foreign powers seeking to reconfigure Iran into a mosaic of fragmented, pliable proxy territories.

 

The safeguarding of Iran’s territorial integrity is not merely a patriotic sentiment; it is a strategic necessity for the preservation of any viable democratic project. Trust in individual figures, no matter how symbolically resonant, must never supplant the rigours of structural accountability. Vigilance, scrutiny, and institutionalised oversight must, therefore, be the pillars upon which the opposition constructs its pathway forward. Anything less is an abdication of duty, one that future generations of Iranians will neither forgive nor forget.

 

Any assessment of NUFDI’s Emergency Phase Plan cannot ignore the genealogy of its conceptual architecture. As argued above, its blueprint does not emerge organically from Iranian opposition discourse, but traces back to the so-called Cyrus Accord, authored by Len Khodorkovsky and Victoria Coates, and immediately amplified by Israeli and American platforms before being endorsed by NUFDI itself. That provenance is not incidental. It demonstrates how the language of ‘transition’ can be pre-scripted abroad and laundered through pseudo-technocratic channels into the opposition sphere. To recognise this is to understand that the Plan functions less as an Iranian project than as the operationalisation of a foreign security agenda.

 

What the NUFDI white paper presents as a national plan is, in reality, the domestic translation of the Cyrus Accord: a foreign-scripted arrangement engineered to secure Israeli strategic primacy, facilitate the controlled disintegration of Iranian sovereignty, and reconstitute the region through proxy administration. This is not theoretical conjecture; it is a matter of documented authorship, public advocacy, and policy continuity. The white paper borrows its architectural logic from a project conceived not for Iran’s liberation, but for its neutralisation. What is proposed is not the dismantling of authoritarianism, but the redistribution of its machinery to a new class of managerial custodians — foreign-aligned, ideologically vetted, and structurally unaccountable. Any transitional programme whose conceptual nucleus is derived from a foreign security doctrine cannot serve as the foundation for a sovereign national order. The Cyrus Accord is not a roadmap for post-theocratic emancipation; it is a blueprint for managed succession, engineered to stabilise regional configurations favourable to Israel and the United States, while neutralising Iran as a strategic actor. To allow its derivative instruments to masquerade as national frameworks is to capitulate in advance.

 

Perhaps, what follows the Emergency Phase Plan may prove even more troubling than its current provisions. If the genealogy of the Plan begins with the Cyrus Accord, then it is only a matter of time before that document, whose full contents remain concealed, is staged for public unveiling. The likeliest scenario is that it will be channelled through HIH Crown Prince Reza Pahlavi, presented as though it were his initiative rather than a Washington–Tel Aviv script authored years earlier. Such a manoeuvre would not be novel; it would consummate a strategy of laundering foreign-imposed accords through Iranian symbols of legitimacy.

 

The objective of such an unveiling is transparent: to secure official recognition of Israel by a transitional government. Yet no provisional authority, whether caretaker cabinet or government-in-exile, possesses the constitutional legitimacy to make such a determination. Recognition of a foreign state belongs solely to an elected parliament operating under a ratified national constitution. To pre-empt this process is not only an imposition upon the Iranian nation but a categorical breach of democratic principle. The very democracy NUFDI claims to champion is hollowed out when decisions reserved for a sovereign citizenry are usurped by provisional elites and presented as faits accomplis. Such a move would mark not a democratic opening but the continuation of foreign-scripted subjugation under another guise.

 

Yet, as this analysis of the Emergency Phase Plan has demonstrated, sovereignty is not a rhetorical flourish to be invoked for domestic legitimacy while simultaneously being bartered away in foreign policy appeasement. The Plan’s premature commitments to NPT compliance beyond procedural continuity, the unilateral recognition of Israel absent national consensus, the subordination of sanctions relief to foreign-imposed conditionalities, and the embedding of foreign oversight within Iran’s domestic regulatory structures collectively signal a troubling pattern: a vision of Iran’s transition that is not anchored in sovereign self-determination, but in a foreign leveraged compliance model that perpetuates cycles of dependency and subordination.

 

True national emancipation demands that Iran’s foreign policy orientations, strategic security postures, and economic recovery frameworks be deliberated and defined by an elected, constitutional government mandated by the Iranian people, not by provisional authorities seeking to curry favour with foreign stakeholders. The Emergency Phase must therefore be rigorously confined to its rightful scope: to safeguard national stability, restore procedural legitimacy, and prepare the ground for an authentic, participatory reconfiguration of Iran’s political order.

 

The Iranian nation stands at a historic juncture where the betrayal of sovereignty, whether through internal subversion or foreign leverage, can no longer be disguised beneath the veneers of technocratic efficiency or diplomatic expediency. Any transitional governance blueprint that fails to internalise this imperative is not a roadmap to liberation but a detour towards a rebranded subjugation. The onus, therefore, rests upon every conscientious actor within the opposition to ensure that the custodians of Iran’s transitional moment are held to standards of integrity, accountability, and unwavering commitment to the nation’s indivisible sovereignty.

• Rights chapter, Art. 20. Publications are free except “heretical” or material harmful to the religion of Islam.

• Powers of the State, Art. 27. (i) Legislation must not contravene Shari‘a; (ii) Judicial power is divided so that Shari‘a tribunals decide matters of religious law.

• Powers of the Tribunals, Art. 83. The Attorney-General is appointed by the King with approval of the religious judge.

• Entrenchment (1949 Additional Article). Any constitutional revision cannot touch provisions “concerned with the Shi‘ite rites … the national religion,” which are “unchangeable … for eternity.”

Also Provisions that reserve power to men (sex-based exclusivity):

• Supplementary Fundamental Laws – Art. 36 (1925 amendment). The constitutional monarchy is vested in Reza Shah Pahlavi and his male descendants.

• Art. 37 (as amended 1925). Succession is to the eldest son of the King (mother must be Iranian); if the King has no male child, a Crown Prince is designated (with Majlis approval), but any later-born son takes precedence by right.

• Art. 37 (original 1907 text, before 1925). Likewise tied succession to the eldest son; if there were no male children, succession followed the nearest male agnate, and any later-born male child displaced them.
