1. Introduction

Over the past thirty years, a wide spectrum of actors described as hostile to Iran and accused of betraying its interests, including republicans and republican advocates associated with the apparatus of the Islamic regime and its supporters, participants in the upheavals of 1979, adherents of the so-called national religious current linked to Mosaddeq, communists including former Soviet affiliates and Anglophile leftists, proponents of ‘Iranestan’ understood as separatists, members of the Mujahedin-e Khalq Organisation, as well as even some who present themselves as nationalist political activists opposed to the present regime, have characterised the monarchical order as an ‘authoritarian regime’ and Mohammad Reza Shah as a ‘dictator’, ‘despot’, and ‘oppressor’. They frequently proceed further, asserting that the overthrow of the imperial government was the outcome of a popular revolution.

 

This contention that ‘despotic rule’ prevailed, and that the Shah was inherently tyrannical, is presented here as little more than projection and fabrication. The present study is therefore undertaken to examine that claim critically. It addresses two principal questions:

• First, was the monarchical system in fact an authoritarian regime, and was Mohammad Reza Shah Pahlavi properly understood as a dictator or despot?

• Second, was the event that led to the collapse of the imperial government in Iran genuinely the product of a popular revolution, or rather a conspiracy operating under the guise of revolution?

 

 

2. Was Mohammad Reza Shah a despot and a dictator?

One of the most significant impediments to the removal of the Islamic regime’s authoritarian regime has been the limited political literacy and analytical discernment of a substantial proportion of its opponents, particularly those who style themselves as leaders of the so-called opposition. This issue has been examined elsewhere[2] and need not be rehearsed at length. Given that the present discussion concerns the deployment of the terms ‘despotism’, ‘despot’, and ‘dictator’ in characterisations of the monarchical system and of Mohammad Reza Shah, a degree of conceptual clarification is nevertheless required.

 

To begin with, although a range of political concepts, including ‘autocrat’, ‘despot’, and ‘dictator’, together with ‘authoritarian’ and ‘dictatorial’ regimes, are often presumed to be synonymous and are frequently employed interchangeably in both written and spoken discourse, they are neither identical in meaning nor analytically equivalent. Each possesses a distinct conceptual lineage and definitional scope. It must be acknowledged that the interchangeable use of such terminology by political activists and critics is at times deliberate and polemical. At other moments, however, it reflects a lack of political literacy rather than calculated intent.

 

2.1 ‘Despotism’ and ‘Dictatorship’

Despotism is frequently conflated with dictatorship, and the two are often treated as synonymous. In this account, however, despotism is aligned more closely with ‘totalitarianism’, understood as a comprehensive modality of rule defined by the scope and penetration of sovereign power. It denotes systems in which authority extends across all institutional levels and domains of social life, such that political control permeates the civic, cultural, and private spheres alike. In other words, despotism refers to regimes that direct and supervise the population across the full spectrum of collective and individual existence.

Eleven characteristic features of despotic government are identified as follows:

• The absence of civil and citizenship laws, or their non-enforcement;

• Severe restrictions on, or the effective absence of, civil and social liberties;

• The monopolisation and consolidation of power in the hands of a particular group or stratum;

• The violation of national law by the ruling authority without accountability;

• Systemic discrimination at all levels of society, whether ideological, religious, sectarian, gender-based, or otherwise;

• The instrumentalisation of state power in pursuit of the interests of individuals and groups affiliated with the ruling authority;

• The routine use of terror, violence, repression, and execution as principal mechanisms of control;

• Intense censorship and suffocation of intellectual life, with no meaningful freedom of thought, belief, or expression;

• The deliberate cultivation of fear to compel compliance with the demands of the state;

• Ideological inquisition and the coercive alignment of thought and conduct with the imperatives of the governing apparatus;

• The absence of free political activity, party formation, and democratic governance.

 

By contrast, ‘dictatorship’ refers to forms of government imposed contrary to the will of the people, and is, in this interpretation, subsumed within the broader category of despotism (Correa de Oliveira, 1974).

 

If one takes the foregoing characteristics of a despotic order as analytical criteria and attempts to situate the monarchical system within that framework, it becomes readily apparent that, with the exception of the limitation on unrestricted political activity, party formation, and democratic governance, the imperial system does not conform to the model of a despotic regime.

 

It must further be observed that the presence of electoral procedures, per se, does not preclude despotism. The Islamic regime, notwithstanding its designation as a ‘republic’ and its practice of quadrennial presidential elections, exhibits the principal attributes of a despotic order enumerated above. The Supreme Leader and the supervisory bodies responsible for vetting presidential candidates are not elected by universal suffrage. Moreover, all presidents to date have emerged through a process of institutional filtration and selection by the ruling apparatus, rather than through unconstrained political competition. Comparable constraints apply to parliamentary elections, where eligibility criteria are determined less by meritocratic considerations than by demonstrable loyalty to the regime and adherence to its ideological and religious parameters.

 

A further indicator often associated with despotic governance is the scale of outward migration in the form of political or ideological asylum. It is presently estimated that more than four million Iranians have sought refuge abroad in response to political, economic, intellectual, and social pressures attributed to the Islamic regime. On some projections, absent structural change, this figure may rise to six, seven, or even eight million within the coming decade. By contrast, prior to 1979, only twenty-three Iranian nationals were recorded as having applied for asylum abroad. Among them was a radiologist, ‘Fahim Gheibi’, resident in New York, who reportedly sought asylum in 1976. Having received a state scholarship for study in the United States under the imperial government, and being legally obliged to return to Iran upon completion of his studies, he declined to do so. His claim, grounded in the alleged absence of freedom for Islamic parties in Iran, was accepted with the support of political actors in the United States critical of Mohammad Reza Shah (Hollie, 1979). The remaining twenty-two asylum seekers were described as communists residing in the Soviet Union, East Germany, Yugoslavia, and Libya.

 

On this reading, and within the definitional parameters set out above, it is argued that the monarchical system cannot be categorised as a despotic regime in the totalitarian sense.

 

2.2. ‘Autocrat’ and ‘Dictator’

In the year preceding the overthrow of the monarchical order, and consistently thereafter, Western commentators have frequently invoked the terms ‘dictator’ and, more pointedly, ‘despot’ in reference to the reign of Mohammad Reza Shah.

 

The designation ‘despot’ carries a long and polemical genealogy. Aristotle employed a cognate formulation in his discussion of what he characterised as ‘Oriental despotism’, applying it to Achaemenid rulers. The term was subsequently taken up within Roman political discourse, where it was directed against the Parthian and Sasanian empires as part of a broader rhetoric of civilisational contrast. Historical evidence suggests that its indiscriminate deployment within Roman political life ultimately rebounded upon Roman rulers themselves, who were increasingly denounced as despots and, following internal conflicts, saw monarchical structures supplanted by forms of republican dictatorship (Gibbon, 1789).

 

In the modern period, the term ‘despot’ was revitalised within Eurocentric historiography. It was applied not only to ancient Iranian sovereigns, particularly those of the Achaemenid dynasty, but also to Mohammad Reza Shah. One explanation advanced for this semantic continuity is the late Shah’s explicit identification with Iran’s pre-Islamic imperial heritage and his emphasis upon the longue durée of Persian civilisation. The commemoration of 2,500 years of monarchy was interpreted in some Western circles as an assertion of historical prestige, which, it is argued, contributed to a climate of symbolic rivalry and critical reinterpretation.

 

In any event, the characterisation of Mohammad Reza Shah as a ‘dictator’ began to appear intermittently from 1975 onwards, reportedly originating within the ‘City of London’ [1], widely regarded as the core of Britain’s financial establishment. This shift in terminology has been linked to an alleged initiative described as the ‘Pahlavi Operation’ (Garthoff, 1978), the purpose of which was said to be the disruption of a recently consolidated economic and petroleum alignment between several European states, notably West Germany, and Iran, Saudi Arabia, Pakistan, Turkey, and Kuwait. According to this interpretation, the strategy was also intended to impede Iran’s prospective nuclear advancement and acquisition of advanced technologies.

 

Within this context, expressions such as ‘The Imperial Government of Iran’ and ‘His Imperial Majesty’s Government’, previously commonplace in diplomatic usage, were gradually supplanted by formulations such as ‘the Shah’s regime’ (Suren-Pahlav, 2006). Following the de-escalation of the so-called oil confrontation between Western states and West Asian producers, led institutionally by OPEC and politically by the Shah, and the subsequent accommodation of OPEC’s pricing authority, the terminology temporarily receded. It re-emerged, however, when Mohammad Reza Shah announced his intention to assume full control over oil pricing and to complete the nationalisation of Iran’s petroleum sector, including the non-renewal of contracts with British Petroleum and the Anglo-Dutch Shell (EIR, 1980).

 

Concurrently, during the administration of Jimmy Carter, unrest within Iran was monitored in connection with figures such as Ramsey Clark, a former United States Attorney General. In this period, phrases such as ‘the Shah’s regime’ and ‘the Shah’s authoritarian regime’ entered Western political discourse with increasing regularity. Following the visit of Warren Christopher, then Deputy Secretary of State, who was reportedly tasked with examining allegations of human rights violations within a broader psychological and diplomatic campaign associated with British intelligence and certain French research institutions (Coleman, 1993), the terminology acquired a more formalised status in Western commentary.

 

It has further been asserted that numerous Western human rights organisations critical of the imperial government operated, strategically or institutionally, under the aegis of Amnesty International. Responsibility for documenting alleged human rights violations in Iran was, in this account, associated with Sean MacBride (a former MI6 Operative) and Richard Falk (a American leftist and avid supporter of Khomeini (Walter, 1992; Sick, 1985)), both prominent within Amnesty International, and contemporaneous with these developments Michel Foucault travelled to Iran as a journalist and commentator.

 

Upon his return, Foucault reported that between 2,000 and 3,000 unarmed demonstrators had been killed in Jaleh Square by order of the Shah, a figure that was subsequently cited as high as 4,000 (Kadivar, 2003). These claims contributed to intensified criticism of the Shah domestically and internationally. By contrast, reference has been made to documentation attributed to the Foundation of Martyrs indicating that 64 individuals were killed in Jaleh Square, described as members of armed organisations including the communist group of Fadaiyan-e Khalq, the Marxist-Islamist groups of Mujahedin-e Khalq, and Peykar, who initiated armed confrontation with security forces [2]. Within this framing, the response of the military is interpreted as consistent with counter-terrorism practices observed in other states, including the United States and the United Kingdom.

 

It is therefore argued that the corpus of allegations concerning systematic human rights violations under the imperial government formed part of a broader psychological and political campaign directed at the removal of Mohammad Reza Shah from power. According to this view, such claims were instrumentalised within an international discourse that persists, with some reiterating them polemically and others reproducing them uncritically in alignment with Western narratives.

 

Beyond armed organisations such as the Mujahedin-e Khalq, the Fadaiyan, and the Soviet proxy Tudeh Party, another constituency that has consistently characterised the monarchical system as despotic, and Mohammad Reza Shah as a dictator, comprises republican and so-called national religious currents. These groups frequently invoke the events of 1953, which culminated in the dismissal of Mirza Mohammad Mosaddeq al-Saltaneh, contending that the Shah violated the 1906 Constitutional Charter and thereby forfeited the legitimacy of his rule.

 

Any suspension or circumvention of constitutional constraints warrants critical scrutiny and cannot be justified merely by recourse to expediency. At the same time, it is necessary, within a historiographical framework, to situate political decisions within their contingent context. Political crises do not arise ex nihilo; they are shaped by preceding institutional conflicts and strategic calculations. In this interpretation, Mosaddeq’s own departure from constitutional procedure is presented as a precipitating factor that compelled the Shah to consolidate authority in order to avert further destabilisation. It is further asserted that, absent these developments, the subsequent phase of economic expansion and industrial, scientific, cultural, and social transformation associated with the 1960s and 1970s would not have materialised in the same form.

 

Within this analytical framework, the episode of 1953 is thus construed not solely as a rupture, but as a contested struggle over constitutional authority, the implications of which continue to inform divergent assessments of the legitimacy of Mohammad Reza Shah’s later exercise of power (Suren-Pahlav, 2002).

 

The semantic reclassification of the Iranian monarchy from ‘imperial government’ to ‘authoritarian regime’ did not remain confined to journalistic shorthand. It acquired juridical and moral force through the emerging global language of human rights. Once the Shah was discursively repositioned as ‘despot’, allegations of repression were not merely reported but systematised within an international framework that claimed universality while operating within geopolitical hierarchy. It is within this terrain that the question of SAVAK must be situated.

 

 

3. Human Rights as Instrument: SAVAK, the CIA, and the Geopolitics of Moral Hypocrisy

The ritual denunciation of SAVAK has long functioned as a moral incantation in the liturgy of anti-Pahlavi historiography. One utters the name and the case is presumed closed. ‘Torture’, ‘repression’, ‘secret police’, and the word ‘dictatorship’ follows as if by reflex. What remains conspicuously absent from this ritual, however, is symmetry.

 

States confronted with armed insurgency deploy intelligence agencies. They infiltrate, detain, interrogate, and, at times, brutalise. This is not an Iranian aberration. It is the grammar of modern security states. The difference lies not in method but in narrative control.

 

When the British state confronted the Irish Republican Army, it authorised internment without trial, coercive interrogation techniques, and systemic infiltration. These practices were challenged in European courts, yet they were never allowed to redefine Britain as intrinsically despotic. They were framed as emergency responses within a democratic order. The exception preserved the essence (European Court of Human Rights, 1978; Ní Aoláin, 2000).

 

When the Pahlavi state confronted armed Marxist-Leninist and Islamist organisations, including the People's Mujahedin of Iran and Soviet-aligned networks, the same repertoire of counter-terrorism was reclassified as civilisational tyranny. No exception was granted. No contextualisation permitted. The state was not described as embattled but as inherently illegitimate.

 

The asymmetry becomes grotesque when placed against the record of the Central Intelligence Agency. This is an agency whose twentieth-century archive includes orchestrated coups, political assassinations, paramilitary destabilisation, collaboration with death squads in Latin America, support for authoritarian regimes, and documented entanglement in narcotics trafficking scandals (Blum, 2003; Scott and Marshall, 1998). Its interrogation record extends from Cold War counter-insurgency programmes to the post-2001 authorisation of waterboarding and other coercive methods (McCoy, 2006).

 

The photographic evidence of abuse at Abu Ghraib exposed humiliation, torture, sexual degradation, and the ritualised stripping of human dignity under American command (Danner, 2004; Hersh, 2004). Guantanamo Bay detention camp institutionalised indefinite detention beyond the reach of ordinary judicial oversight, accompanied by legal memoranda designed to narrow the definition of torture itself (Greenberg, 2005; Sands, 2008). These were not marginal aberrations. They were policy. Yet the United States continues to market itself as the custodian of global liberty.

 

The point is not whataboutism. It is structural analysis. Western power retains the authority to define the meaning of its own violence. Its coercion is narrated as tragic necessity. Its torture becomes ‘enhanced interrogation’. Its kidnappings become ‘extraordinary rendition’. Its wars become ‘interventions’. Its political prisons become ‘black sites’. Euphemism performs absolution (McCoy, 2006; Sands, 2008).

 

By contrast, when Iran prior to 1979 restricted propaganda advocating violent overthrow or territorial fragmentation, this was not described as state preservation but as repression. When SAVAK interrogated militants involved in bombings and assassinations, this was not framed as counter-terrorism but as proof of inherent despotism. There is no semantic mercy for non-Western states. Their coercion is essence, not exception.

 

It is particularly disingenuous to condemn SAVAK in isolation from the very networks that trained and advised it. Cold War intelligence cooperation was not a one-way phenomenon. Techniques of interrogation, surveillance, and counter-subversion circulated across allied states within transnational security regimes (McCoy, 2006). Yet responsibility is retrospectively localised in Tehran while Washington and London retain moral distance from techniques they refined and globalised.

 

The deeper issue is epistemic sovereignty. Human rights discourse, institutionalised in the post-war period, has evolved within an international order structured by Western political dominance. Critical scholarship has demonstrated that the language of universal rights has frequently intersected with projects of geopolitical expansion and moral hierarchy (Douzinas, 2007; Mutua, 2002). Its normative aspirations may be defensible. Its application has not been neutral.

 

If a European citizen questions protected historical narratives, criminal sanction may follow. This is defended as safeguarding democracy. If an Iranian government limits agitation for secession or insurrection, the act is labelled censorship and authoritarian suffocation. The state’s right to defend its constitutional order is acknowledged in Paris and London. It is denied in Tehran.

 

This is not a defence of cruelty. It is a refusal to participate in moral asymmetry. If torture is indefensible, it is indefensible everywhere. If emergency detention corrodes liberty, it corrodes it in Belfast as well as in Tehran. If intelligence agencies deform political life, they do so whether they operate under a crown, a republic, or a superpower flag.

 

What is intolerable is the pretence that the Atlantic world embodies liberty while others embody repression. The West weaponises human rights as an instrument of political leverage while insulating its own violations within the language of exception. It performs virtue while practising impunity.

 

To interrogate SAVAK is legitimate. To isolate it as singular evil within a global order saturated with coercion is intellectually dishonest. A serious analysis demands comparison, not incantation. Until the grammar of human rights is applied with symmetry, it remains less a universal ethic than a rhetorical arsenal in the theatre of international power.

 

 

4. The alleged sedition and coup of Mosaddeq against the constitutional monarch[3]

One of the recurrent accusations advanced by critics of Mohammad Reza Shah, whether historically by leftist and Islamist organisations or contemporaneously by the Islamic regime and its affiliates, concerns the claim that he orchestrated a coup against the government of Mohammad Mosaddeq. The pivotal question, however, is whether the events of 19 August 1953 can, in conceptual terms, properly be classified as a coup d’état. Prior to addressing the historical claim, it is necessary to clarify the meaning of the term itself (Suren-Pahlav, 2002).

 

4.1 What is a coup d’état?

The expression ‘coup d’état’ admits, in Persian usage, two principal meanings. The first refers to a military putsch, conducted by armed forces operating independently of the established order and seeking, through coercive means, to seize power from the incumbent authority. The second usage denotes an intervention effected with the assistance of actors embedded within the existing state apparatus who act against the governing authority.

 

In both formulations, however, the defining characteristic remains constant: a coup entails the infiltration of a decisive segment of the state machinery and the sudden, frequently violent, displacement of the highest political authority in the polity, followed by the installation of an alternative governing structure. Put simply, a coup proceeds from a subordinate locus of power against the apex of the constitutional order.

 

Beyond definitional precision, the persistent characterisation of August 1953 as a ‘coup’ has exercised a formative influence upon subsequent political memory. Once the term entered international and domestic discourse, it furnished a shorthand through which the legitimacy of the entire Pahlavi order was retrospectively assessed. The semantic elevation of a contested constitutional dismissal into a paradigmatic act of subversion effectively reversed the hierarchy embedded in the 1906 Constitution. In doing so, it displaced analytical scrutiny from the accumulation of executive authority and institutional dissolution that preceded the decree and relocated moral culpability exclusively to the Crown. The controversy is therefore not confined to historical classification. It concerns the long-term construction of political legitimacy through language. If the event is mischaracterised at the level of political vocabulary, the evaluative edifice erected upon that vocabulary necessarily inherits the distortion.

 

On this reasoning, the contention that Mohammad Reza Shah carried out a coup against Mosaddeq is regarded as conceptually unsustainable. As monarch, he occupied the formal summit of the constitutional hierarchy from the commencement of his reign until its conclusion. Within this interpretation, it was Mosaddeq and his associates who are said to have acted against the established constitutional framework and the legally constituted monarch, with the objective of circumscribing or displacing the Crown and consolidating executive authority in their own hands.

 

4.2 The ‘sedition’ of Mosaddeq al-Saltaneh: an appointed prime minister against the apex of constitutional authority

On 16 July 1953, Mosaddeq al-Saltaneh, whose premiership is here presented as having been facilitated by British influence (Suren-Pahlav, 2002), formally requested that authority over the appointment of the Minister of War and command of the armed forces be transferred to his office. Mohammad Reza Shah declined this request, invoking his constitutional prerogatives. Within the present interpretation, the refusal was grounded in concern that relinquishing control of the armed forces to Mosaddeq, identified with the Qajar lineage, would expose the military establishment to external ideological influence and potentially enable action against the Crown.

 

Mosaddeq subsequently resigned. It is argued that he did so in the expectation of mobilising political support, drawing upon constituencies that included the Tudeh Party, described as aligned with Soviet interests, as well as religious networks associated with Ayatollah Abolqasem Kashani. The resignation was followed by demonstrations and strikes across the country. During the unrest of 21 July 1953, violence resulted in significant casualties, commonly estimated at approximately 250 fatalities. In the aftermath, the Shah reinstated Mosaddeq as prime minister and consented to an expanded role for him in the administration of the armed forces, excluding the Imperial Guard.

 

According to this account, Mosaddeq, emboldened by the scale of mobilisation in his favour, sought to curtail the political authority of the Pahlavi dynasty and to reconfigure the constitutional order. He petitioned the Majles (Parliament) for emergency powers, requesting authority over the executive, legislative, and judicial branches for a period of six months. With parliamentary approval, these powers were granted and subsequently extended for a further twelve months. This concentration of authority is characterised here as marking a decisive departure from constitutional government.

 

The concentration of legislative, executive, and judicial authority within a single office, even if formally ratified, alters the equilibrium of a constitutional order. Emergency powers are by definition exceptional instruments, justified by transitory necessity rather than structural reconfiguration. When extended and normalised, they risk transforming a parliamentary system into a plebiscitary executive regime, in which legitimacy derives less from institutional mediation than from direct mobilisation. This shift is analytically significant. It reframes the confrontation of 1953 not as a clash between democracy and monarchy, but as a struggle between two competing interpretations of sovereignty: one rooted in constitutional hierarchy and distributed authority, the other grounded in concentrated executive mandate reinforced by popular acclamation.

 

Among the measures attributed to Mosaddeq during this period were the confiscation of Pahlavi family assets and the exile of Ashraf Pahlavi. Over time, opposition to his exercise of emergency powers reportedly extended beyond segments of the public to include former political allies such as Hossein Makki and Mozzafar Baqai, both associated with the National Front.

 

The dissolution of the Parliament following a controversial referendum is interpreted within this framework as a critical constitutional rupture. By annulling the sitting parliament, Mosaddeq effectively removed the institutional basis of his own premiership.

 

The dissolution of the Parliament by plebiscite represented more than procedural irregularity. The Parliament embodied the institutional articulation of popular sovereignty within the constitutional framework. Its annulment removed the intermediary structure through which political conflict was ordinarily negotiated. In practical terms, it eliminated the principal check upon executive authority. In theoretical terms, it substituted direct affirmation for deliberative representation. Such recourse to plebiscitary endorsement, while capable of generating short-term legitimacy, carries the structural risk of eroding the very institutions upon which constitutional governance depends. The crisis of 1953 must therefore be interpreted against the background of institutional thinning, in which the mechanisms of mediation were progressively displaced by appeals to mass sentiment. The Shah subsequently issued an imperial decree dismissing him from office. Mosaddeq, however, is reported to have rejected the legitimacy of the dismissal. In exchanges with figures including Karim Sanjabi and Gholam-Hossein Sediqi, he is said to have expressed the view that the Shah would not dare to enforce such a decision and that, even if he did, compliance would not follow.

 

Within this interpretative schema, the crisis of 1953 is thus represented not as a coup initiated by the monarch, but as a constitutional confrontation precipitated by the extraordinary accumulation of executive authority by an appointed prime minister and the ensuing struggle over the locus of sovereignty within the constitutional framework.

 

The imperial decree dismissing Mosaddeq was delivered shortly after midnight on 16 August 1953. It is asserted that he signed for its receipt, an act here interpreted as formal acknowledgment. He nonetheless denounced the measure as a ‘coup’, ordered the arrest of the officers who conveyed it, and, according to this account, withheld knowledge of the dismissal from members of his own cabinet, including Gholam-Hossein Sediqi, thereby seeking to retain office. Sediqi later stated: ‘I had no knowledge whatsoever of the handwritten decree of His Imperial Majesty, nor was it raised in the Council of Ministers’ (Bozorgmehr, 1360).

 

The refusal to implement the dismissal transformed a constitutional procedure into an existential contest over the locus of sovereignty. Once the authority of the decree was denied and the officers bearing it were detained, the dispute ceased to concern ministerial confidence and assumed the character of dual authority. At that juncture, the question confronting the state was not whether a prime minister retained political support, but whether constitutional hierarchy itself could be enforced. The ensuing escalation cannot be adequately understood if abstracted from this prior rupture.

 

Following Mosaddeq’s refusal to comply, elements of the Imperial Guard attempted to enforce the decree. The effort failed, given that the police and substantial parts of the armed forces were aligned with the prime minister. The Shah subsequently departed Iran for Baghdad. In the interim, Hossein Fatemi, Foreign Minister in Mosaddeq’s government, instructed the Iranian ambassador in Iraq to request the Shah’s return. Simultaneously, officers of the Imperial Guard were detained and interrogated, and statues of Reza Shah and Mohammad Reza Shah were removed in several cities by activists associated, in this narrative, with the soviets affiliated Tudeh Party.

 

The United States, observing both the consolidation of Mosaddeq’s authority and the perceived expansion of Soviet influence, became increasingly concerned about the strategic trajectory of Iran and the regional oil settlement. It is argued that American officials proposed the removal of Mosaddeq, initially encountering hesitation from the Shah. According to this interpretation, pressure was subsequently exerted upon him, encapsulated in the reported assertion that ‘Mosaddeq and the communists must go, with or without him’. On 19 August 1953, with the support of military officers including General Fazlollah Zahedi, Mosaddeq’s government was overthrown and the monarchy restored to effective authority.

 

External intervention, whether covert or overt, does not in itself determine the constitutional status of an internal political conflict. Foreign powers frequently exploit existing fractures rather than create them ex nihilo. The decisive consideration is whether the domestic constitutional order had already been destabilised through emergency governance, institutional dissolution, and contestation over command of the armed forces. If those conditions were present, external participation may have accelerated outcomes but did not originate the structural crisis. Analytical clarity requires distinguishing between opportunistic intervention and primary causation.

 

Within this reading, the events of 16 and 19 August are not construed as a coup against a lawful government, but rather as, first, an attempt to implement an imperial decree against a prime minister alleged to have exceeded constitutional limits and, second, the reassertion of authority under the existing constitutional framework. Particular emphasis is placed on the prior dissolution of the Parliament, regarded as the institutional embodiment of popular sovereignty within the constitutional order. It is further noted that, from its establishment until 1979, the Parliament was dissolved unlawfully on only two occasions, both attributed here to members of the Qajar dynasty, first under Mohammad Ali Shah and subsequently under Mosaddeq.

 

The events of August 1953 exerted a durable influence upon Mohammad Reza Shah’s subsequent conception of political order. The experience of executive concentration followed by open defiance of constitutional dismissal contributed to a conviction that political fragmentation and plebiscitary mobilisation could imperil state continuity. His later emphasis upon economic consolidation, educational expansion, and the sequencing of political participation after socio-economic development may therefore be read as historically conditioned responses to perceived systemic vulnerability. Whether this diagnosis was correct remains open to debate. What is less contestable is that 1953 functioned as a formative episode in shaping his distrust of unmediated mass politics and his prioritisation of state capacity.

 

In this interpretation, the evidence is said to indicate that Mohammad Reza Shah’s subsequent assumption of a more direct governing role, beyond the ceremonial confines of constitutional monarchy, was shaped by the perceived non-democratic, populist, and centralising practices attributed to Mosaddeq al-Saltaneh, together with distrust of the political judgement of the electorate, the penetration of the state by the Tudeh Party, and the visible expansion of American influence within Iran.

 

It is further contended that, following the crisis of August 1953, the Shah resolved to strengthen Iran comprehensively, economically, militarily, scientifically, technologically, and, above all, educationally, so that no external power would again determine the country’s political trajectory. Within this framework, socio-economic modernisation and the expansion of educational provision were conceived as prerequisites for cultivating political maturity among the population. Only once such development had been secured, it is argued, would the full exercise of political authority be entrusted to the nation.

 

Mohammad Reza Shah articulated a version of this rationale in Answer to History, where he reflected:

‘I must sincerely confess that I wished to lead the Iranian nation, perhaps at a pace greater than its capacity, towards independence, prosperity, culture, and welfare, and perhaps my principal error lay in this very haste. Yet the reason for such urgency was that I wished to complete Iran’s development before the country’s oil reserves were exhausted.’

 

From this perspective, the subsequent overthrow of the monarchy is attributed to an alignment between domestic opposition groups and external actors, culminating in what is characterised as a managed revolutionary process. Critics associated with the so-called national religious current are portrayed as having denounced the Shah for alleged violations of the constitutional order, while later supporting a political system that abrogated constitutional monarchy altogether and resisted its restoration. Such inconsistency is presented here as evidence that the invocation of constitutional legality functioned less as a principled objection than as a political instrument.

 

Finally, it is asserted that, had the events of 19 August 1953 not occurred, Iran might have experienced an Islamist revolutionary order at that earlier juncture, with potentially existential consequences for the territorial and institutional continuity of the state.

 

Before concluding this section, it is necessary to address, albeit briefly, the question of ‘democracy’.

 

4.3 Elections, democracy, and the illusion of procedural legitimacy

Over the past three decades, the Islamic regime and its aligned republican and national religious currents have repeatedly asserted that no free elections existed under the late Shah and that his rule was intrinsically undemocratic. Within the present argument, this claim is rejected. It is maintained that Mohammad Reza Shah exhibited reformist and, at least in aspiration, democratic inclinations, and that, absent the upheavals of 1979 and his deteriorating health, Iran might plausibly have evolved towards a parliamentary monarchy grounded in electoral competition and administrative merit.

 

It is important, however, to distinguish analytically between elections and democracy. The mere existence of periodic voting does not, in itself, constitute a democratic order. Elections are instruments within a broader constitutional architecture that includes accountability, the rule of law, civil liberties, and institutional pluralism. A contemporary illustration frequently cited is the Islamic regime itself, which conducts regular elections yet is widely characterised as a centralised and ideologically restrictive system.

 

The ritual of elections within Western political systems has long been elevated to the status of democratic authentication. Yet the periodic transfer of office between rival parties does not amount to popular sovereignty. In the United Kingdom, authority circulates predictably between the Conservative and Labour parties, each presenting itself as corrective to the failures of the other. Campaign cycles are saturated with assurances of renewal, prosperity, social mobility, and national restoration. Once in office, however, structural continuity prevails not only in foreign and defence policy but in domestic governance. Pledges of material improvement give way to incremental taxation, regulatory expansion, and austerity framed as necessity. Public services contract, the cost of living intensifies, housing becomes less accessible, and the burden of economic adjustment falls disproportionately upon working and lower-income households. Wealth concentration accelerates, corporate profits consolidate, and asset holders benefit from policy stability. The rhetoric of opportunity thus coexists with widening inequality. Elections rotate administrators; they rarely reconfigure the socio-economic architecture that determines who gains and who absorbs the cost of governance.

 

In terms of foreign policies, the invasion of Iraq in 2003 constitutes an instructive rupture in the liberal democratic narrative. The British public mobilised in unprecedented numbers to oppose military intervention. Millions marched through London and other cities. Yet the Blair government proceeded regardless, aligning itself with the administration of George W. Bush and invoking intelligence documentation later reduced to the anodyne phrase ‘dodgy dossier’. The linguistic minimisation of falsification was itself revelatory. A document deployed to justify war, and therefore death, was softened through bureaucratic euphemism. Parliamentary procedure functioned, votes were recorded, and speeches were delivered. Yet the decisive will of the citizenry was overridden. The result was not merely regime change. It was the destabilisation of an entire society, the deaths of vast numbers of Iraqi civilians, the fragmentation of state institutions, the ignition of sectarian conflict, and the incubation of new formations of transnational militancy. Iraq’s sovereignty over its own resources was thereafter refracted through external military presence and the re-entry of Western oil corporations into its energy infrastructure. The language of liberation masked a profound geopolitical recalibration.

 

The United States presents a parallel spectacle under a presidential system saturated with corporate finance. No viable candidate ascends to the presidency without the backing of immense financial networks linked to the energy sector, defence manufacturing, and organised lobbying formations such as AIPAC. The electorate participates in a highly mediatised contest, yet the range of policy positions deemed acceptable remains bounded by entrenched economic interests and strategic doctrine. Military expenditure absorbs hundreds of billions of dollars annually across successive administrations of differing partisan affiliation, while structural inequality persists within American society. Healthcare remains inaccessible to significant segments of the population, and child poverty endures in the wealthiest economy in the contemporary international order. The machinery of electoral democracy operates with technical precision. The direction of state power, however, exhibits remarkable stability.

 

The point is not to equate liberal democracies with overtly ideological regimes. It is to interrogate the epistemological assumption that elections per se immunise a political order from domination. Where executive authority can initiate war in the face of mass opposition, and where corporate financing shapes the field of political possibility before the first ballot is cast, democracy risks contraction into procedural formalism. Consent is not always manufactured through visible coercion; it may be engineered through narrative discipline, media amplification, and financial filtration.

 

By contrast, the imperial government of Iran prior to 1979 implemented expansive social and developmental programmes that materially transformed the lives of millions. Free education, including mass literacy initiatives and university expansion, free or heavily subsidised healthcare, labour protections, profit-sharing schemes in industry, land redistribution, and the enfranchisement of women were not rhetorical gestures but structural interventions. These measures aimed at social mobility and national integration in a society emerging from deep historical stratification. Yet this state-led developmental project was routinely branded a ‘dictatorship’ within Western discourse. Meanwhile, political systems that presided over widening inequality, privatised essential services, or subordinated domestic welfare to militarised foreign policy were canonised as democratic exemplars. The Islamic regime, despite its theological vetting of candidates and systematic curtailment of civil liberties, is frequently described in Western commentary as an ‘elected government’ and therefore accorded procedural legitimacy. The epistemological asymmetry is revealing. Developmental monarchy was condemned; ideological theocracy is normalised through electoral vocabulary. The binary opposition between ‘Western democracy’ and ‘Eastern despotism’ therefore collapses under critical examination. As I have stated elsewhere, ‘the difference between Western democracies and Eastern dictatorship and despotism is that in the West the dictators and despots are elected’ (Suren-Pahlav, 2004).

 

Furthermore, no political system commonly classified as democratic operates exclusively through elective offices. Appointed institutions coexist with elected chambers across established Western polities, often exercising substantial legislative, judicial, or advisory authority without direct popular mandate. The parliamentary monarchy of the United Kingdom illustrates this structural tension with particular clarity.

 

The House of Lords, an unelected chamber composed of life peers, former ministers, senior civil and military officials, and bishops of the Church of England, participates directly in legislative scrutiny, amendment, and revision. Its members are appointed formally by the monarch on the advice of the government of the day. Despite the absence of electoral legitimacy, the institution retains meaningful influence within the legislative process. Yet the United Kingdom continues to be upheld internationally as a paradigmatic parliamentary democracy, with the House of Commons occupying the primary elective position within the constitutional framework. The coexistence of appointed authority and elected representation is therefore not regarded as antithetical to democracy in Western constitutional discourse. It becomes problematic only when analogous arrangements occur outside that discursive sphere.

 

If, however, one moves beyond procedural fetishism and examines the composition of governing elites, a more revealing contrast emerges. Under the imperial system in Iran, ministerial and administrative appointments were, in principle and often in practice, grounded in technocratic competence, professional training, and administrative capacity. The expanding bureaucratic state of the 1960s and 1970s required engineers, economists, jurists, planners, and industrial managers capable of executing a developmental programme of unusual scale. Free education, mass literacy campaigns, public health expansion, labour protection legislation, and industrial profit-sharing were not sustained through ideological mobilisation but through institutional administration. Advancement within the state apparatus frequently depended upon educational attainment and technical proficiency rather than factional party competition.

 

This is not to suggest the absence of hierarchy or central authority. It is to recognise that the governing logic of the system prioritised state capacity and developmental execution. By contrast, in the contemporary United Kingdom, political leadership is increasingly determined not by demonstrated administrative distinction but by intra-party calculation. Prime ministers ascend through internal party ballots, dependent upon factional alliances, media positioning, and short-term ideological manoeuvre rather than long apprenticeship in statecraft. Cabinet office is routinely occupied by individuals whose principal qualification is party loyalty. As the quality of leadership is progressively filtered through partisan competition rather than professional merit, governance correspondingly deteriorates. Policy volatility increases, institutional memory weakens, and long-term strategic planning gives way to electoral survival.

 

The consequence is structural decline masked by democratic ritual. Wealth concentration deepens, public services contract, and political authority fragments under the pressures of populism and short leadership cycles. Where meritocracy erodes, administrative competence follows. A system that equates electoral legitimacy with capability risks producing leaders adept in internal politics yet deficient in governance. Over time, such deficiency accumulates. The deterioration is gradual, then structural. If current trajectories persist, the consequences for British state capacity may become increasingly visible [4].

 

On this reasoning, although prime ministers under the imperial system in Iran were formally appointed by the Shāhanshāh (the King of Kings) rather than directly elected by popular vote, it is argued that the practical functioning of government did not materially diverge from that of parliamentary systems such as that of the United Kingdom. The prime minister was typically drawn from the political elite and, in the formation of the cabinet, exercised discretion without overt royal intervention. Ministerial appointments are described as having been based on professional competence rather than religious affiliation, linguistic background, provincial origin, or political belief. Moreover, members of the National Consultative Assembly were selected through local and provincial electoral processes throughout the reign of Mohammad Reza Shah.

 

It follows, within this interpretative framework, that assessments of the monarchical system and of Mohammad Reza Shah should not rely uncritically on conceptual vocabularies derived from Cold War polemics or ideological contestation. Rather, his rule ought to be evaluated in relation to Iranian political culture, the historical institution of monarchy in Iran, the normative standards of his own era, and the geopolitical pressures with which he contended. Comparative reference to Western democracies, frequently presented as normative benchmarks, may likewise reveal the gap between abstract democratic ideals and institutional practice. Democratic theory, whether articulated in classical Persian conceptions of just rulership or in modern liberal constitutionalism, has rarely been realised in unqualified form.

 

A further claim advanced here is that, in modern history, durable democratic governance has not emerged independently of sustained economic and industrial development. In contrast to the Islamic regime’s prioritisation of ideological consolidation, the Pahlavi state is portrayed as according primacy to economic growth and industrial modernisation. Democratisation, in this view, was conceived as a gradual and sequenced outcome of socio-economic transformation. The establishment of the Rastakhiz Party is thus interpreted as an attempt, however contested, to institutionalise political participation within a developmental framework oriented towards eventual parliamentary consolidation.

 

 

5. Mohammad Reza Shah: a reforming monarch with socialising ambitions

As argued above, neither Mohammad Reza Shah nor the political order over which he presided readily conforms to typologies of despotic rule, and the designation ‘dictator’ obscures more than it clarifies. He may, however, be situated more plausibly within the category of a reforming monarch whose programme combined elements of state-led modernisation with socially redistributive measures. In Iranian historical memory, such a role is often associated with Khosrow I, known as Anushirvan the Just, whose administrative and fiscal reforms reshaped the Sasanian polity. The comparison is not exact, yet it reflects an attempt to frame the Pahlavi reform agenda within a longer tradition of centralising and developmental statecraft.

 

The most conspicuous expression of Mohammad Reza Shah’s reformist ambitions was the White Revolution, officially styled the ‘Revolution of the Shah and the People’. Through a sequence of referenda and legislative measures from 1963 onwards, the programme introduced land redistribution, the expansion of literacy corps, enfranchisement of women, and forms of profit-sharing in industrial enterprises. Among its more striking provisions was the allocation of 49 per cent of factory shares to workers, a policy presented as an instrument of social equity and participatory capitalism. It was argued that this measure substantially increased annual earnings for hundreds of thousands of workers in both public and private sectors.

 

Yet the coherence of this hybrid economic model was questioned even by sympathetic Western interlocutors. During a visit to Iran in 1978, Margaret Thatcher is reported to have remarked to Houshang Ansari that Iran appeared suspended between agrarian and industrial identities, inviting foreign investment while simultaneously unsettling investors through extensive worker shareholding provisions. In her characterisation, the system was neither conventionally capitalist nor recognisably socialist, but an ambitious and at times internally contradictory synthesis.

 

The reform programme thus embodied a distinctive developmental vision: a monarchy seeking to accelerate industrialisation, redistribute economic participation, and cultivate social transformation without relinquishing central political authority. Whether this synthesis was structurally sustainable remains a matter of historical debate.

 

 

6. Conclusion

First, the characterisation of the monarchical system as despotic, and of Mohammad Reza Shah as a dictator, is presented here as a discursive construct that served to legitimise the dismantling of the constitutional monarchy and to recast a complex geopolitical and domestic struggle as a spontaneous popular revolution.

 

Second, it is argued that, prior to the fall of the monarchy, access to public office was not formally restricted by religious affiliation, gender, social origin, or regional background, provided that candidates met the relevant professional criteria. In contrast to the subsequent doctrine of ideological conformity, the Pahlavi period is portrayed as permitting a degree of pluralism, at least insofar as political opposition did not translate into armed insurrection. Several figures who later assumed prominence within the Islamic regime, including Morteza Motahhari, Mir-Hossein Mousavi, Ali Shariati, and Abolhassan Banisadr, were active in academic and intellectual life during this period. Satirical publications such as Tawfiq published caricatures of the Shah and senior officials, indicating a sphere, albeit bounded, for public criticism.

 

Third, it is acknowledged that Mohammad Reza Shah, like other historical rulers, committed political errors of judgement. Yet he is depicted here as a monarch who conceived of his role in paternal and developmental terms, seeking national advancement through sustained effort. The decisive miscalculation, in this reading, lay in underestimating the mobilisation of Islamist fundamentalism and misjudging the political dispositions and expectations of significant segments of society. The resulting rupture brought to an end a project of state-led modernisation whose legacy remains contested within Iranian historiography.

 

Ultimately, the evaluation of statesmen belongs to the province of history. Yet the character of a political figure is often refracted through the nature of his adversaries. On this reasoning, scrutiny of those who opposed Mohammad Reza Shah and the monarchical system, including revolutionary actors of 1979 and leading figures of the subsequent regime, is presented as a revealing lens through which competing claims of despotism and patriotism may be assessed.

The argument advanced here is that the rhetoric of dictatorship attributed to the Shah must be weighed against the political practices and ideological commitments of his successors. Historical judgement, it is implied, requires comparison across regimes rather than reliance upon inherited slogans or polemical designations.

 

The concluding reflection adopts a more general philosophical register. It suggests that the institutionalisation of liberty is not merely a constitutional act but a cultural and intellectual transformation. A society habituated over generations to hierarchical authority and externalised sources of salvation may find the exercise of civic autonomy demanding and disorientating. In this view, cultivating the dispositions necessary for responsible self-government may prove considerably more arduous than resisting overt constraint.

 

Yet historiography is never neutral terrain. The narrative of the Pahlavi state as despotic has not endured merely because of empirical debate; it has endured because it has served political function. It has provided moral justification for revolutionary rupture, discursive cover for external intervention, and retrospective absolution for the authoritarian order that followed. To contest that narrative is therefore not an exercise in nostalgia. It is an act of intellectual sovereignty.

 

The struggle over Mohammad Reza Shah’s legacy is, in reality, a struggle over the meaning of Iranian modernity. If modernisation under monarchical constitutionalism can be dismissed as tyranny, then any indigenous project of state-led development becomes vulnerable to delegitimisation through imported moral vocabulary. Conversely, if ideological theocracy can be normalised through the procedural ritual of elections, then democracy itself is reduced to spectacle.

 

This study has argued that comparison must replace incantation, and analysis must displace inherited slogan. The charge of ‘despotism’ cannot remain insulated from symmetrical scrutiny. Nor can the language of human rights continue to operate as a geopolitical instrument without intellectual resistance. Historical judgement requires proportion. It requires contextualisation. Above all, it requires the courage to confront distortion even when distortion has become orthodoxy.

 

The ultimate question is not whether Mohammad Reza Shah Pahlavi was flawless. No statesman is. The question is whether the political order he embodied is to be understood through the vocabulary of Cold War polemic, revolutionary myth, and Eurocentric taxonomy, or through disciplined constitutional and comparative analysis. If Iran is to recover political maturity, it must first recover conceptual clarity. A nation that cannot name its past accurately cannot legislate its future responsibly.

 

Liberty is not secured by slogan, nor destroyed by epithet. It is secured through institutional continuity, civic discipline, economic capacity, and political literacy. Where these foundations are absent, elections become theatre and revolution becomes relapse. Where they are cultivated, constitutional monarchy may coexist with democratic evolution. The tragedy of 1979 was not merely the fall of a monarch. It was the interruption of a developmental trajectory whose consequences continue to shape the Iranian condition.

 

History will render its verdict. The responsibility of scholarship, however, is to prevent evidence from being filtered through inherited ideological frames and Eurocentric taxonomies that habitually externalise tyranny while shielding Western power from equivalent scrutiny. Analytical categories must not operate as instruments of civilisational hierarchy. If despotism is to retain conceptual meaning, it must be applied with intellectual consistency and directed inward before it is projected outward.

 

Western historiography should therefore abandon its reflexive classification of Mohammad Reza Shah Pahlavi as a despot or dictator and interrogate, with the same severity, its own modern political leadership. Governments that have authorised illegal wars, institutionalised torture, engineered regime destabilisation, and presided over large-scale civilian destruction cannot remain insulated from the very vocabulary they deploy against others. Concepts cannot be selectively moralised. If coercive state power is the criterion, then the standard must be universal. If it is not, then ‘despot’ is not an analytical category but a civilisational instrument.

4 – Under a meritocratic and centralised developmental system, office was contingent upon discipline, administrative competence, and executive confidence. Those who crossed institutional boundaries faced removal. Authority entailed consequences. By contrast, in Western party democracies structured around partisan mobilisation and media management, deception may be politically survivable. The case of Tony Blair remains instructive. The 2003 illegal invasion of Iraq was presented to the British public on the basis of false intelligence claims concerning weapons of mass destruction, which were later shown to be lies. The false presentation, watered down as the ‘dodgy dossier’, constituted not merely misjudgement but deception at the highest level of executive authority. A nation was led into war on a lie. The outcome was the destruction of Iraqi state structures, the deaths of over one million Iraqis, and enduring regional instability. Yet no criminal proceedings followed, nor was juridical accountability imposed. The contrast is revealing. In systems that publicly venerate democratic accountability, political leaders may engage in deception of historic magnitude and remain institutionally protected. Yet in the Western political lexicon, that is democracy.
