Abstract

This article builds upon the structural and procedural critique developed in ‘Deconstructing Iran's Emergency Phase: A Strategic Analysis of the First 100-180 Days of Post-Regime Transition’, extending the analysis into a broader reflection on the historical, civic, and ideological stakes of Iran’s post-regime transition.

 

 

Introduction

In response to a public call issued by Crown Prince Reza Pahlavi inviting analysts and political commentators to offer critical evaluations of the document entitled White Paper on Transitional Governance, published by the organisation NUFDI, the present analysis was originally undertaken within the parameters of strategic assessment and institutional critique. Every effort was made to maintain a tone of analytic detachment and to engage the text on its stated terms.

 

What now follows, however, departs from that posture. It constitutes a deliberate and necessary intervention, a concluding reflection, reframed here as an article in its own right, offered not merely in the capacity of an observer, but as a participant in the long and arduous struggle for Iran’s liberation.

 

This intervention is authored by someone who, for more than four decades in exile, has committed their efforts to the restoration of constitutional monarchy, the consolidation of national sovereignty, and the construction of a democratic Iran. It is not the voice of one who has changed allegiances with the political weather; not someone who has surfed factional tides in pursuit of fleeting relevance; nor someone who has courted popularity or public reward. The words that follow are borne of a single, enduring commitment: to Iran’s dignity, unity, and emancipation — and to the principle that the nation’s future must not be determined by those who once abetted its oppression, however refined their rhetoric has since become.

 

 

The Choreography of Continuity: How NUFDI’s Architects Repackage the Islamic Regime to Birth a Second Republic

The NUFDI white paper, upon sober examination, is not a pseudo-technocratic blueprint devised by independent experts committed to democratic state-building. Rather, it must be understood for what it is: a political instrument crafted by lobbyists representing a faction of regime-aligned reformists, more organised and strategically embedded than any other group dispatched abroad under the guise of opposition. These individuals, whose ideological origins are rooted in the same clerical regime they now purport to oppose, have for years attempted to rebrand themselves under the disingenuous label of tahavol-khāhān (transformation-seekers). In reality, many were deliberately exported to the West by the regime as part of its long-standing ‘controlled opposition’ and ‘false opposition’ strategies,[2] designed to manage and neutralise genuine dissent in exile, with NUFDI representing one of the most salient examples. In effect, such actors operate as the regime’s sleeper cells in the cultural and political spheres, agents who, rather than deploying violence, disseminate false narratives to preserve the regime’s hold on power or, at minimum, to facilitate its rebranding.

 

And so, their ultimate objective is neither democratic renewal nor constitutional legitimacy, but the establishment of a so-called "Second Republic" - a controlled succession designed to perpetuate the regime's ideological legacy under a different banner.

 

We must, however, entertain a more disquieting hypothesis. Over the course of the past forty-six years, the Islamic Republic has acquired a pronounced aptitude for political survival — not solely through domestic repression, but by deliberately constructing and managing a network of extraterritorial ideological and paramilitary operations. This network has been tactically deployed to exploit divisions among opposition groups and to circumvent Western sanctions. Such accumulated experience has endowed the regime with what might be described as ‘adaptive resilience’. It would be naïve to assume that it has not already devised and perhaps even activated a contingency plan for its own strategic regeneration — a survival mechanism disguised as rupture. This hypothesis gains increasing credence when one considers that the regime itself appears to have recognised the terminal limits of its rule. Collapse is now not only conceivable within its own internal calculus, but anticipated. Facing the inevitability of systemic disintegration — one which will extinguish all constituent factions, whether technocratic or hardline, whether reformist or Revolutionary Guard, whether paramilitary or populist — the regime is, beyond doubt, engaged in manoeuvres towards a ‘strategic metamorphosis’.

 

Within this framework, the NUFDI initiative should not be regarded as a mere exercise in rebranding. Rather, it ought to be interpreted as a final, meticulously orchestrated tactic — the calculated shedding of a political skin in preparation for re-emergence after the formal death of the ancien régime. Accordingly, what is being orchestrated is not a rupture, but a managed succession — one in which the regime, through intermediaries embedded in diaspora institutions, seeks to guarantee its ideological and administrative continuity under a different constitutional guise. Crucially, this hypothesis obliges us to consider the IRGC not merely as a fading enforcer, but as the principal guarantor of this transitional arrangement. In other words, the so-called "Second Republic" may be less a post-Islamic order than a reconfigured iteration of the same regime, preserved through the strategic custodianship of the IRGC during the interregnum. What is presented as opposition may therefore be functioning as a scaffold for continuity, engineered to pre-empt both revolutionary rupture and the emergence of a genuinely democratic alternative.

 

I hold the view that NUFDI constitutes a more sophisticated iteration of earlier efforts linked to Masih Alinejad and her circle, along with groups such as Tavaana, IranWire, and Farashgard. It appears to be the product of a coordinated endeavour — shaped through the combined influence of the reformist faction within the state apparatus, the Rafsanjani-aligned political mafia, and the Islamic Revolutionary Guard Corps (IRGC). Of these, Farashgard notably served as an initial testing site — a managed space for both ideological vetting and strategic experimentation. In the course of this process, the regime seems to have succeeded in producing a more cohesive and reliable network of operatives, capable — at least ostensibly — of sustaining its long-term survival. The project has, to a significant extent, achieved its aims: it has drawn Prince Reza Pahlavi into its gravitational field, and its principal actors have installed themselves as his inner circle of advisers — exerting a level of influence that leaves him, by all appearances, firmly under their sway. Consequently — however implausible it may seem — the initiative now purports to speak exclusively on behalf of monarchism. Dissent or criticism is met with swift denunciation as anti-monarchist and anti-Pahlavi, even when voiced by those who, over the past four decades, have consistently advocated the return of constitutional monarchy to Iran through democratic means.

 

This hypothesis gains further credence when one scrutinises the professional trajectories of those tasked with designing the so-called post-Islamic framework. The backgrounds of NUFDI’s principal figures do not merely suggest prior affiliation with the regime — they reveal deep entanglement with its bureaucratic and ideological machinery. This is not incidental. It is, rather, emblematic of a broader strategy in which regime-aligned technocrats are reintroduced as reformist visionaries. One such figure warrants particular scrutiny as a case study.

 

 

Master of the Unread, Expert of the Unsaid: A Legend in His Own Mind and the Illusion of a Second Republic

In psychology, the Dunning–Kruger effect describes a cognitive bias in which individuals of limited ability lack the self-awareness to recognise their own incompetence, leading them to overestimate their expertise. Those most ill-informed are often the most self-assured — and, invariably, the loudest. This phenomenon is exemplified by Sadeq Ziyaee Bigdeli, one of the contributors to NUFDI’s White Paper in a supposed legal advisory capacity. Since the publication of the so-called ‘White Paper’, Ziyaee Bigdeli has routinely dismissed others as intellectually deficient, while presenting himself as a legal authority whose work is, allegedly, too complex for the average mind to grasp. In reality, this is not the mark of intellectual sophistication, but a textbook display of inflated self-regard masking mediocrity — a classic case of pseudo-expertise cloaked in bluster. This posturing, however, has not earned him the respect he appears to seek. On the contrary, among serious political activists and intellectuals, he has become something of a caricature — a source of amusement rather than admiration, emblematic of the Dunning–Kruger effect in its most performative form.

 

Sadeq Ziyaee Bigdeli — an individual whose disdain for democratic principles and national sovereignty is neither subtle nor speculative. Ziyaee Bigdeli, previously served the Islamic regime as Qā’em Maqām (Deputy) of the Trade Promotion Organisation,[3] as well as Acting Deputy for International Affairs and WTO within the same institution [4] — both posts firmly embedded within the regime’s administrative and policy apparatus.

 

His involvement in the transitional planning process is not the mark of a converted democrat, but of a regime-aligned functionary repackaged for external audiences. In a now widely-circulated statement on social media (23 December 2022), Ziyaee Bigdeli derided Iranian pro-democracy activists in exile — particularly those advocating regime change and a future referendum on Iran’s political system — as espousing ‘one of the most idiotic ideas’ repeated over the last 40 years. His remarks explicitly dismissed the principle that the Iranian people, following the collapse of the regime, should determine their form of government through a popular vote. This contempt for democratic deliberation, expressed in such unequivocal terms, is emblematic of the ideological continuity that defines much of the NUFDI project.

 

Moreover, Ziyaee Bigdeli’s affiliations are not incidental or isolated. His father, Mamadreza Ziyaee Bigdeli, has long maintained institutional ties with the Islamic Republic — not merely with its reformist factions, but with elements of the regime’s hardline establishment. His political lineage extends further: his grandfather was a mullah and one of Khomeini’s students — a connection emblematic of the familial and ideological continuities that link multiple generations of the Ziyaee Bigdeli family to the clerical establishment. These enduring connections underscore a broader concern: that the White Paper is not the product of genuine opposition voices, but the strategic output of a faction deeply embedded within the clerical state’s ideological and familial networks. Far from representing rupture or democratic renewal, NUFDI’s plan — and the figures behind it — embody a meticulously choreographed continuity.

 

It is worth clarifying that the Islamic regime does not operate as a conventional authoritarian bureaucracy, but as a system of rule characterised by kleptocracy,[5] kakistocracy, and ideological absolutism — or, in the author’s own formulation, a ‘Shia-Ochlotarian’ order,[6] a term devised to encapsulate the regime’s fusion of sectarian theocracy, mob-driven demagoguery, and systemic corruption as the predominant political paradigm in occupied Iran. Therefore, ascension within its institutions is not determined by technical competence or public service, but by demonstrable ideological loyalty and operational reliability. Only those who have proven themselves as unwavering executors of regime doctrine — and who possess neither divided loyalties nor latent reformist tendencies — are entrusted with positions of influence. Within such a system, appointments like those previously held by Ziyaee Bigdeli are not incidental; they are conferred only upon individuals deeply embedded within the regime’s inner circles and considered ideologically sound.

 

 

The Last King of Kings Without a Crown: How NUFDI Terminates Reza Pahlavi’s Constitutional Status as Heir to the Throne?

One of the principal motives behind the insistence of the project’s architects on holding a referendum prior to drafting a new constitution, a step Khomeini himself undertook in 1979, is to sever any continuity with the Iranian Constitutional Revolution and its outcome, namely the 1906 Constitution. Khomeini’s rejection of the 1906 Constitution was not solely ideological; its implementation would have entailed the abolition of the constitutional monarchy, thereby precipitating the end of the Pahlavi dynastic reign. Their refusal to reinstate the pre-1979 constitutional framework, even on a temporary basis during the transitional period, is calculated to undermine the Crown Prince’s historical claim to his title. Indeed, had the NUFDI planners chosen to adopt the 1906 Iranian Constitution (minus its Islamic clauses)[7] as a temporary basis, and had the Iranian nation subsequently voted for a constitutional monarchy, they would have faced a significant obstacle in dismantling the Crown Office, for the Crown Prince would then have been sworn in as the new King of Kings.

 

It must be emphasised that the Crown Prince’s legitimacy derives from his position as the constitutional heir, not from any role as a field commander or revolutionary leader, contrary to the portrayal advanced by NUFDI. Informed by its historical experience with constitutionalism, the Iranian nation’s support for Reza Pahlavi rests on his status as the son of the late Shah and the rightful Crown Prince - not because, like Khomeini, Lenin, or de Gaulle, he serves as a unifying figure for disparate political currents. Nor is there any necessity for the Prince to relinquish his heritage in order to emulate Khomeini. The Crown Prince’s universal point of reference resides precisely in his royal status, rather than in his personal identity as Reza Pahlavi. To discard the legacy of the 1906 Constitution is, in the clearest constitutional terms, to extinguish the very basis upon which his dynastic claim rests, thereby foreclosing any future recognition of him not only as Crown Prince, but as Reza Shah II.

 

Consequently, NUFDI’s use of Crown Prince Reza Pahlavi as a symbolic vehicle - indeed, as an instrument - to legitimise their covert project is a calculated manoeuvre in exchange for national recognition. Once they have achieved their aims, he will be left to spend the rest of his life either in exile, as he has for the past forty-six years, or under house arrest in Iran - or, worse still, facing a staged death. After all, NUFDI’s leadership is cut from the same cloth as that of the Islamic regime.

 

Nevertheless, though difficult it may be to grasp — let alone accept — one must consider another possibility: that the Crown Prince, fully aware of this constitutional lacuna, may himself wish to lay down the burden of dynastic responsibility and, in so doing, quietly affirm a republican vision for Iran’s future. After all, he has, on a number of occasions, openly expressed republican sympathies. For instance, in 2016, a surreptitiously recorded conversation, later broadcast, captured his disdain for monarchy and his professed attraction to republicanism.[8] A similar sentiment also surfaced in an interview with Israel Hayom,[9] when Saeed Ghassemi, reportedly serving as an adviser to the Crown Prince, asserted that ‘the Crown Prince does not seek to take control of the country, but rather to return as a unifying, symbolic figure under whom a new republic would be established. Not everyone agrees with this idea.’ If such statements are taken at face value, then, however unpalatable to many, it follows that the Crown Prince may himself be part of the structural impasse. In that event, it would be necessary to retain the 1906 constitutional amendment that ended Qajar rule, while abandoning the subsequent amendments that paved the way for the rise of the Pahlavi dynasty. The constitutional framework would remain provisionally open until after a national referendum, allowing the Iranian nation to determine, by plebiscite, whether to establish a constitutional monarchy and, if so, to elect a new dynasty and a new sovereign.

 

 

The New Traitors: How NUFDI Perfects the Art of Selling Iran

At the international level, recognition would come at the price of dangerous concessions: the formal recognition of Israel by a transitional government lacking any mandate to do so; the dismantlement of Iran’s nuclear programme as a geopolitical offering to pro-Israel lobbyists in Washington and select European capitals; and the promise of federalist arrangements and local language instruction as inducements to separatist groups - many of which are financed and militarily supported by Turkey, Israel, and the Arab states of the Persian Gulf.

 

Let us be clear: this is not policy; it is subterfuge. This is not democratic transition; it is engineered capitulation, cloaked in the language of change. And it is precisely because these actors speak our language, wear our faces, and invoke the rhetoric of freedom that they pose a uniquely insidious threat.

 

History offers no shortage of precedents. The Friday Imam of Tehran - father-in-law to Dr Mohammad Mossadegh - was on the British payroll and issued the death fatwa against Amir Kabir. Gholam-Hossein Tangaki accepted British coin to assassinate Rais Ali Delvari, extinguishing the Tangestani resistance against British occupation. Sheikh Fazlollah Nouri betrayed the Constitutional Revolution by siding with despotism in the name of religion and demanded Sharia rule in place of a modern constitution. Hossein Fardoust betrayed His Imperial Majesty Mohammad Reza Shah Pahlavi. Jalaleddin Tehrani, head of the Regency Council, abandoned his constitutional duty at a critical juncture and entered direct negotiations with Khomeini’s camp, thereby legitimising a clerical takeover disguised as national reconciliation. And perhaps most consequentially, the senior commanders of the Imperial Iranian armed forces - acting under the covert direction of General Robert Huyser - signed the infamous Declaration of the Army’s Neutrality in February 1979. By surrendering the chain of command, they did not merely violate their oath to the imperial government; they dismantled the final institutional safeguard of national sovereignty and delivered Iran into the hands of theocratic rule without a single shot fired in its defence. These were not foreign agents. They were one of us. They spoke in familiar accents, wore familiar faces, and moved among us - until their treachery became manifest.

 

Let it be remembered: no traitor has ever worn the word traitor upon his forehead. It is their actions - their calculated betrayals, their alignment with foreign interests, and their subversion of the national will - that reveal them (Suren-Pahlav, 2017). The NUFDI cadre is more dangerous than all their historical predecessors combined, not merely because they are treacherous, but because they have mastered the tactics of modern influence: lobbying under the guise of technocracy, organising behind a mask of civic activism, and co-opting democratic rhetoric to serve the very power structures they once served from within.

 

And let it be clear: Iranians do not need to be lectured on the virtues of Western democracy; they have watched its imposition unfold across Afghanistan, Iraq, Libya, and Syria. What they see is not emancipation but a trail of wreckage. When NUFDI an offshoot of FDD proclaims its vision for Iran, it does so against this backdrop of scorched earth, where democracy arrives armed, indifferent to the sovereignty it claims to respect, and leaves societies gutted, dismembered, and fractured. The spectacle is not abstract: it is chaos, death, and destruction paraded as political salvation, a grotesque theatre staged in the name of liberation and prosperity.

 

 

Conclusion

To fail in recognising this now is to surrender Iran’s future to the most insidious form of regime continuity imaginable — one that masquerades as liberation while laying the foundations for a foreign-aligned, technocratically disguised authoritarian revival. Such a project will not come with the banners of tyranny, but with the language of democracy and the faces of the familiar. Vigilance is not merely prudent; it is the final defence of national sovereignty. To lower it, even for a moment, is to forfeit the Republic, the Monarchy, and the very possibility of an Iran free from the grasp of those who have mastered the art of ruling in the name of change.

 

It is worth noting that, before this NUFDI so-called white paper, there have been other proposals for Iran’s post-regime future — yet none has succeeded in dismissing and repudiating the Constitution of 1906 and its amendments, thereby, in effect, extinguishing the Crown Prince’s constitutional claim to the throne. That success rests on the extraordinary fact that the Crown Prince has not only refrained from objecting to this unprecedented repudiation but has, in effect, endorsed the white paper, thereby lending his hand to a process that both symbolically and legally terminates his own claim. If the Crown Prince has knowingly taken part in ending the 1906 Constitution, he forfeits any credibility to lead an opposition movement, for his political standing derives solely from his position as heir to the Crown and throne — not from being the son of the late Shah of Iran, nor merely ‘Mr Reza Pahlavi’.
