Author’s Note:

For the purposes of this paper, I coin the term ‘sacrificial proxy provocation’ as a distinct analytical concept. It refers to a strategy in which an external patron encourages, enables or arms a proxy to escalate against an adversary with the expectation of provoking a disproportionate response, while accepting, or even intending, the proxy’s destruction as part of that process. The adversary’s ensuing violence is then politically exploited to validate prior claims about its inherent brutality, recast the proxy as the victim of aggression, and mobilise third parties against the adversary.

 

The term is introduced here to identify a strategic mechanism that overlaps with established concepts such as proxy warfare, provocation strategy and Mearsheimer’s ‘bait-and-bleed’ (Mearsheimer, 2001), but is not adequately captured by any of them.

 

 

Introduction

Since the latest uprising in Iran against the Islamic regime began on 28 December 2025 and continued into January 2026, the reported death toll has remained fiercely contested. The scale of the killing, however, is no longer seriously in doubt. The Islamic regime acknowledges 3,117 deaths, though even that figure has been presented in a manner that obscures the extent of state responsibility. Independent monitoring has documented roughly 6,700 protesters and children among the dead, with around 6,800 non-government fatalities overall. That figure is best understood as a minimum, not a final reckoning.

 

The wider estimates are grimmer still. Medical sources, human rights organisations and international observers have placed the likely toll somewhere between 12,000 and 20,000. Still higher figures have circulated within the Iranian diaspora, in some cases reaching as high as 50,000 or even higher, although such claims remain unverified and should not be treated as established fact. The discrepancy is not incidental. It reflects the conditions under which the repression took place: an internet blackout, restricted access to hospitals and morgues, pressure on bereaved families, and a state apparatus with every incentive to suppress evidence of the number of people killed.

 

What can be stated with confidence is narrower, but no less damning. Several thousand Iranians were killed during the suppression of the national uprising that began on 28 December 2025, with the bloodiest period to have been fallen on 8 and 9 January. The true death toll may ultimately run into the tens of thousands.

 

The central question, then, is no longer whether a massacre took place, or simply how many people were killed, nor even why this uprising produced such an extraordinary level of bloodshed and what forces drove that escalation. The broader political consequences of these events have been examined in previous articles by this author (Suren-Pahlav, 2025a; 2025b; 2026a; 2026b; 2026c; 2026d), particularly in The Men Who Saved the Mullahs: How Trump, Netanyahu, and a Prince Became the Islamic Regime’s Greatest Allies (Suren-Pahlav, 2026e). That article argued that foreign intervention, the politics of external liberation and the conduct of sections of the Iranian opposition helped transform an indigenous national uprising into a geopolitical confrontation that ultimately strengthened the very regime they purported to overthrow. The present article takes that argument one step further. It is concerned not principally with what followed the destruction of the uprising, but with the political mechanism through which the escalation itself was produced.

 

The question examined here is therefore narrower, more difficult and considerably more contentious: did Reza Pahlavi (RP) and those around him play a direct role in transforming a national uprising against the Islamic regime into one of the bloodiest episodes of repression since the regime’s inception by the West and Israel in 1979 (Suren-Pahlav, 2010; 2018a)? More specifically, did RP and his political network encourage a course of escalation in the knowledge that the regime was likely to respond with overwhelming violence, and was that anticipated repression politically useful because it could intensify pressure for direct foreign intervention?

 

The question demands examination because the argument surrounding the bloodshed has hardened into two mutually exclusive narratives. Pro-regime elements attribute the catastrophe to external forces, foreign interference and those aligned with RP. RP’s supporters, by contrast, place responsibility solely upon the Islamic regime and its machinery of repression. Both accounts are incomplete because each isolates one side of an interactive political process and absolves the other.

 

This article advances a third and considerably more uncomfortable explanation: responsibility for the escalation and the bloodshed that followed lies equally with the Islamic regime and with RP and the political network surrounding him. The Islamic regime bears responsibility for the deliberate and disproportionate violence it unleashed against the uprising. RP and his network bear equal responsibility for pursuing a strategy of sacrificial proxy provocation: encouraging escalation in the expectation that the regime would answer with mass repression, and that the resulting bloodshed could then be politically exploited to draw the United States into direct confrontation with Tehran and help create the conditions for the illegal war of aggression subsequently launched against Iran by Israel and the United States in February 2026.

 

This distinction is central to the argument that follows. The claim is not merely that RP and his network supported foreign intervention after the uprising had been crushed, a question addressed in earlier work. It is that their political strategy formed part of the process through which escalation, repression and subsequent intervention became causally connected. It is this sequence – calculated provocation, anticipated repression, mass bloodshed and the political exploitation of that bloodshed – that the concept of ‘sacrificial proxy provocation’ is intended to identify.

 

 

1. From National Uprising to Failed Revolution

The uprising that began on 28 December 2025 did not originate in Washington, Tel Aviv, an exile conference hall or the imagination of an opposition organisation. It began where genuine revolutionary crises usually begin: inside the material life of the country itself. The collapse of the rial, accelerating inflation, deteriorating public services and the accumulated burden of nearly half a century of clerical misrule produced shop closures and strikes in Tehran’s Grand Bazaar, from which protest spread rapidly into cities and provinces across Iran and changed, within days, from an economic revolt into an openly political rejection of the Islamic system. Amnesty International and Human Rights Watch independently documented this progression, describing demonstrations that began over worsening economic conditions and developed into nationwide demands for fundamental political change, human rights, dignity and freedom. The significance of that sequence cannot be overstated because it establishes the indigenous character of the movement before the later intervention of exile leadership, foreign intelligence interests and external geopolitical agendas: Iranians did not take to the streets because they had been instructed to liberate somebody else’s strategic project; they took to the streets because the existing political order had become materially intolerable and morally exhausted (Suren-Pahlav, 2025b; 2026c).

 

The uprising possessed revolutionary potential precisely because its grievance structure was no longer sectoral. What began with currency collapse and bazaar discontent quickly escaped the boundaries of economic protest and became a confrontation over political authority itself. This distinction matters. Economic demonstrations demand relief from policy; revolutionary uprisings begin when growing sections of society cease to regard the governing order as entitled to govern. By early January, slogans demanding the end of the Islamic regime were appearing alongside expressions of support for the pre-1979 national order, while protests had moved beyond Tehran into provincial cities and rural communities. Yet revolutionary potential is not revolution, just as mass courage is not political power. I argued before the bloodiest phase of the uprising that Iran suffered from precisely this strategic deficit: the country possessed anger, courage, numbers and a rapidly deteriorating regime, but lacked the organisational architecture capable of converting social revolt into institutional rupture (Amnesty International and Human Rights Watch, 2026; Suren-Pahlav, 2025b; 2026c). A dictatorship does not collapse merely because millions despise it. It collapses when the mechanisms through which it commands, finances, communicates and coerces cease to function.

 

This distinction had already been central to my analysis of previous Iranian protest cycles. The Islamic regime survived 1999, 2009, 2017, 2019 and 2022 not because it possessed democratic legitimacy, persuasive ideology or majority loyalty, but because it retained the organised instruments of coercion while its opponents repeatedly possessed moral legitimacy without corresponding operational power. The regime knew how to transform spontaneous mobilisation into an event, isolate the event, repress the participants and then allow terror, exhaustion and distrust to perform the political work that bullets had begun. A national uprising therefore required more than demonstrations. It required sustained strikes, communications redundancy, organised local structures, credible leadership inside the country, defections that existed in fact rather than in publicity, and a transitional architecture capable of persuading wavering elements of the state that regime collapse would not mean national collapse. Without that conversion of mobilisation into counter-power, the revolutionary moment remained exposed to the permanent institutional advantage of the state (Suren-Pahlav, 2026c).

 

There were nevertheless reasons in late December and early January to believe that this uprising might escape the pattern of its predecessors. The regime confronted simultaneous economic deterioration, profound social alienation and the accumulated erosion of ideological legitimacy, while the population had become increasingly willing to cross psychological boundaries that once imposed restraint upon public dissent. Fear had not disappeared, but it was losing its monopoly over political behaviour. This was the opening from which a disciplined opposition might have built revolutionary leverage. What Iran required at that moment was therefore not romantic exhortation from abroad but strategic restraint combined with organisation: the widening of strikes, the maintenance of non-violent discipline, the protection of communications, the gradual detachment of state personnel from the coercive apparatus and, above all, a refusal to expose unarmed civilians to a confrontation for which no protective capacity had actually been constructed.

 

Instead, a profoundly different political logic entered the uprising. Months before December, an informational environment had been created around the claim that tens of thousands of officials and members of the security apparatus were prepared to defect when the decisive moment arrived. In July 2025, RP publicly claimed that at least 50,000 officials from inside the regime and military had registered through a secure platform to assist in its overthrow. By the end of 2025 and before the uprising, the number of purported regime defectors being claimed had risen to 160,000 (Manoto Official, 2025). The defection claim ultimately proved to be a fabrication, manufactured and amplified by NUFDI as part of a political narrative designed to create the impression that the regime’s coercive apparatus was already collapsing from within. Nonetheless, I warned at the time that the significance of such a claim did not depend solely upon whether the number was accurate. Its more dangerous function lay in altering the population’s perception of risk (Suren-Pahlav, 2025a). An unarmed citizen contemplating whether to confront a heavily armed state behaves differently if he believes that a substantial section of the state’s coercive machinery has already changed sides and will protect him when the confrontation comes. “Weaponised optimism”, as I termed it then, is dangerous precisely because it converts an unverifiable assertion into behavioural confidence, making premature mobilisation appear safer than it is and transforming belief into an operational substitute for organisation (Suren-Pahlav, 2025a).

 

By 8 January, there could no longer have been any serious doubt about the regime’s willingness to kill. Amnesty International and Human Rights Watch had already documented unlawful shootings, deaths, arbitrary arrests and increasingly explicit threats from senior officials; Khamenei had declared on 3 January that “rioters” should be put in their place, the regime’s security forces in Lorestan province announced that the period of tolerance was over, and the judiciary demanded that prosecutors show no leniency (Amnesty International, 2026a; 2026b). Repression was therefore not an unforeseeable event introduced retrospectively into the political calculation after the massacre. It was already occurring, had been publicly documented and had been openly promised by the regime itself.

 

It was in this environment that RP called for demonstrations at 8 p.m. On 8 and 9 January. The response was enormous. Associated Press reporting from the night of 8 January described neighbourhoods across Tehran erupting in chants and thousands taking to the streets, while the regime severed internet and international telephone connections as the mobilisation expanded (Gambrell, 2026). The importance of this chronology is fundamental. The uprising had already existed for nearly two weeks, but the call supplied an identifiable moment of concentrated mass mobilisation at precisely the point when the state had demonstrated both its willingness and its intention to escalate repression. The internet blackout that followed did not merely obstruct reporting. It destroyed the informational visibility on which dispersed civilian protesters depended while leaving the state’s coercive apparatus intact.

 

What followed on 8 and 9 January was not the defeat of an armed insurrection. It was the mass killing of a politically mobilised population whose organisational capacity remained radically inferior to that of the state. Amnesty International subsequently described those two days as massacres involving mass unlawful killings on an unprecedented scale, while Human Rights Watch documented security forces firing into protesters and bystanders and receiving large numbers of bodies with gunshot wounds to the head and torso (Amnesty International, 2026a; 2026b). Although foreign terrorists played a documented and deliberate role in escalating the confrontation that led to the bloodshed of 8 and 9 January, the Islamic regime bears direct and undeniable responsibility for the violence it ordered and executed. Therefore, the question is whether direct perpetrators exhaust the chain of political causation, or whether those who encouraged citizens to enter a confrontation under false or unsubstantiated assumptions of protection must also answer for the conditions under which those citizens were exposed.

 

The revolution failed, then, not because Iranians lacked courage, nor because the regime suddenly recovered legitimacy, but because revolutionary possibility was converted into exposed mobilisation before the opposition possessed the means to translate numbers into power. The tragic asymmetry was complete: the population supplied bodies; the regime possessed guns; exile politics supplied assurances; the promised protective fracture of the coercive apparatus failed to materialise. This is the point at which the history of the uprising ceases to be merely a history of repression and becomes a question of political responsibility. It is also the point at which “weaponised optimism”, a concept concerned with manipulating expectations before mobilisation, requires a further conceptual development capable of explaining what occurs when the anticipated destruction of those mobilised becomes politically useful after they have been destroyed.

 

 

2. The Strategy of Sacrificial Proxy Provocation

The concept of sacrificial proxy provocation develops out of a longer argument running through my work on false opposition, externally scripted liberation, perception management and the political destruction of sovereign agency. In 2011, I examined the manner in which authoritarian systems can neutralise genuine opposition by contaminating the very category of opposition itself, until trust becomes scarce and citizens become uncertain whether apparent dissent represents resistance, manipulation or entrapment (Suren-Pahlav, 2011). In 2016, I described the “external liberation narrative” as an information strategy through which the political authorship of liberation is displaced from the domestic population to external power, normalising military intervention while reducing the nation from political subject to object of rescue (Suren-Pahlav, 2016). In 2025, “weaponised optimism” identified another component of the same architecture: the manufacture of exaggerated confidence designed to alter risk perception and induce mobilisation in circumstances in which the operational means necessary to protect or sustain that mobilisation do not exist (Suren-Pahlav, 2025a). Sacrificial proxy provocation brings these strands together at the point where manipulated expectation, predictable repression and foreign intervention become parts of one strategic sequence.

 

Ordinary proxy warfare cannot describe what happened here. Proxy war, in the established literature, is indirect intervention by a third party seeking to influence the outcome of a conflict through another actor, most commonly by supplying money, training, weapons, intelligence, or other forms of support. Mumford's definition is precise: indirect engagement by third parties seeking to influence a conflict's strategic outcome, with the proxy functioning as the conduit through which the benefactor pursues its interests while reducing the political, material, and military costs of direct engagement (Mumford, 2013). The proxy is expendable in the cynical arithmetic of such relationships, but not infinitely so. Its destruction is ordinarily a cost to the patron, because the proxy must retain sufficient capacity to perform the task delegated to it. Sacrificial proxy provocation reverses that logic at the decisive point. The proxy's military or political survival ceases to be the principal measure of success, because the proxy's destruction can itself produce the political effect that the patron or intermediary was seeking (Pattison, 2026). The proxy is not there to win. It is there to be destroyed, and its destruction is the product.

 

Nor is the concept reducible to provocation strategy. Provocation, as treated by Kydd and Walter among others, seeks to induce an adversary into an excessive response whose violence alters perceptions and delegitimises that adversary in the eyes of a wider population (Kydd and Walter, 2006). The provoker wants the opponent to overreact because the overreaction communicates something that the provoker could not establish by assertion alone. Sacrificial proxy provocation incorporates this logic but adds an indispensable layer: the human community exposed to the retaliation is not simply the political audience for the provocation but becomes its sacrificial material. Its suffering supplies the evidence, imagery, outrage and moral vocabulary through which a subsequent interventionist claim can be advanced. Violence against the proxy is therefore not merely foreseeable collateral damage. It becomes productive within the strategy. The dead acquire a political utility that the living, while still capable of autonomous political agency, did not possess.

 

Mearsheimer’s “bait-and-bleed” strategy is closer, but still insufficient. Bait-and-bleed involves encouraging rival powers into a prolonged conflict in order that they exhaust one another while the instigator remains outside the principal attritional struggle (Mearsheimer, 2001). Sacrificial proxy provocation is structurally different because the actor being exposed is not simply one hostile rival whose depletion benefits another rival. The sacrificed population may be the very population whom the patron or intermediary publicly claims to be liberating. Its destruction is then re-presented as proof that intervention has become unavoidable. The strategy therefore contains a moral inversion absent from the classical bait-and-bleed formulation: the constituency invoked to legitimise the strategy can simultaneously become the expendable resource through which the strategy acquires legitimacy.

 

Straightforward foreign intervention is different again. Intervention begins when the external power itself employs coercive means against the target state. Sacrificial proxy provocation operates before that threshold. Its political work lies precisely in producing the circumstances in which direct intervention can later be represented as a response rather than an initiative, as rescue rather than aggression, or as reluctant necessity rather than a prior geopolitical preference. This is why the concept cannot be separated from the “external liberation narrative” developed in my earlier work. The external liberation narrative constructs the foreign power as saviour; sacrificial proxy provocation supplies the corpses through which the saviour’s arrival can be rendered morally necessary. The former reorganises political imagination; the latter connects that imagination to a mechanism of escalation.

 

The strategy therefore contains several interconnected movements, although in practice they may overlap. An external power or foreign-oriented political ecosystem has an existing strategic interest in weakening, transforming or removing an adversarial regime. An intermediary opposition network translates that interest into the vocabulary of domestic liberation and encourages mobilisation around expectations of imminent fracture, assistance or protection. The targeted regime, already known to possess a violent coercive apparatus, is pushed towards the very reaction that its opponents have predicted. The exposed population bears the physical cost of the confrontation. Its deaths are then abstracted from the chain of escalation and presented as proof that the adversary’s brutality leaves no alternative to external action. Foreign military intervention consequently appears not as the culmination of an escalating political design but as an ethical answer to an atrocity whose production has been narratively severed from the provocatory process that preceded it.

 

The word “proxy” in this concept therefore requires particular precision. It does not imply that every demonstrator consciously represented, served or even sympathised with an external patron. To describe Iranian protesters in this sense as a sacrificial proxy is not to insult their motives by suggesting that their revolt was foreign-manufactured. The opposite is essential to the argument: the uprising was indigenous. What changed was the political use made of it. A genuinely domestic movement can be functionally converted into a proxy environment when external actors and exile intermediaries attempt to redirect its timing, expectations, escalation and international meaning towards objectives that exceed, and may ultimately contradict, the interests of those physically participating in it. Proxy status here concerns instrumentalisation, not subjective allegiance.

 

This distinction is indispensable in the Iranian case because the strategic architecture operated at more than one level. Israel and interventionist forces in the United States occupied the external geopolitical level; RP and the network surrounding him operated as political intermediaries able to translate external power into a language of Iranian liberation; protesters inside Iran constituted the population upon whom the actual risk of escalation fell. The relationship need not resemble a conventional military chain of command to produce proxy effects. Contemporary proxy relationships frequently involve intermediaries, shifting degrees of control and forms of delegation much less mechanically hierarchical than the Cold War stereotype of patron and obedient militia.

 

What makes the configuration sacrificial is consequently not simply that people die. People die in revolutions, civil wars and state repression without their deaths being strategically intended or exploited by those who mobilised them. The defining criterion is that the vulnerability of the proxy is foreseeable, that escalation proceeds notwithstanding that knowledge, and that the resulting destruction subsequently performs political work for actors who were not themselves exposed to the danger they encouraged others to confront. At its most developed form, the strategy does not require the patron to desire each individual death. It requires only that mass victimisation be accepted as an instrumentally useful outcome within a political calculus whose success depends upon producing an adversary response sufficiently horrifying to alter the behaviour of third parties.

 

This point also answers the predictable objection that intentionality could be established only by discovering a written instruction ordering the sacrifice of protesters. Political strategy is rarely so obliging. Intent is ordinarily reconstructed from prior knowledge, repeated warnings, public representations of risk, subsequent conduct and the political uses to which an outcome is put. If an actor knows that an adversary is already shooting protesters, advertises a protective capacity that cannot be demonstrated, summons greater numbers into the confrontation, persists when that protection fails, and thereafter invokes the massacre as the reason foreign military intervention has become necessary, the analytical question cannot be reduced to whether somebody wrote the word “sacrifice” in a memorandum. Strategy reveals itself through sequence.

 

Sacrificial proxy provocation therefore names a mechanism in which tactical catastrophe can become strategic capital. The exposed proxy may lose everything while the intermediary acquires evidence for the political proposition it wished third parties to accept. The adversary commits the atrocity, and remains fully responsible for committing it, but the provocation architecture converts that atrocity into a resource. It is this distinction that allows responsibility to be analysed without collapsing different acts into a false identity. The executioner and the political actor who knowingly places others before the executioner do not perform the same act; neither follows that only one possesses responsibility for the bodies left behind.

 

 

3. From Provocation to Intervention: Reza Pahlavi, Escalation and Bloodshed

The evidential case begins months before the January massacre. In July 2025, RP publicly announced that at least 50,000 officials and members of Iran’s governing and security apparatus had registered through a secure platform to assist in overthrowing the Islamic regime. The claim was politically explosive because it purported to disclose not merely sympathy within the state but latent operational capacity. My analysis at the time warned that the decisive question was not whether a database contained tens of thousands of registrations, something outsiders could not verify, but what the public was being invited to infer from the number. A population confronting the IRGC, Basij and police was being told that a substantial internal fracture already existed and that, when the decisive uprising came, elements of the coercive apparatus would stand with the people rather than against them (Suren-Pahlav, 2025a). No evidence commensurate with the magnitude of that claim was subsequently produced.

 

This was not an academic disagreement over statistics. Risk perception determines political behaviour under dictatorship. To tell unarmed people that tens of thousands inside the security system are preparing to break ranks is to alter the calculation through which a father, student, shopkeeper or worker decides whether the street is survivable. The claim became more dangerous because it did not remain an isolated interview remark. It entered a broader opposition narrative in which regime collapse was portrayed as imminent, internal cohesion as largely fictitious and liberation as awaiting the final push. I described this months beforehand as weaponised optimism because its behavioural consequence was foreseeable: it could induce mobilisation earlier than organisational conditions justified and create confidence in a protective apparatus that existed primarily in discourse (Suren-Pahlav, 2025a).

 

When the uprising began on 28 December, that informational preparation acquired operational significance. The initial movement required no RP directive. It grew organically from the bazaar and the collapsing economy, widened geographically and politically, and confronted an increasingly violent state response. By the first week of January, killings had already occurred and senior state authorities were openly promising harsher repression. This chronology destroys any defence based upon unforeseeability. When RP issued his call for mass demonstrations on 8 and 9 January, he was not summoning Iranians into a benign political environment whose subsequent violence could not reasonably have been imagined. He was calling for a dramatic enlargement of street mobilisation after the regime had already fired upon protesters and announced that further dissent would be treated without leniency.

 

The demonstrations answered that call. Associated Press reported that thousands entered the streets as RP’s designated hour arrived; neighbourhoods across Tehran erupted in chanting, and the regime responded by severing the country’s communications with the outside world. This is where leadership ceases to be symbolic. A political figure who claims the authority to summon people into the streets acquires obligations proportional to the authority he claims. Leadership cannot mean possessing the power to mobilise while disowning responsibility for the foreseeable conditions under which the mobilisation occurs. The more emphatically a figure claims to command a national uprising, the less plausible it becomes to retreat after catastrophe into the proposition that protesters would have demonstrated anyway.

 

The massacre that followed was the regime’s crime. That proposition is neither negotiable nor obscured by anything argued here. Independent human rights investigations document Iranian security forces carrying out mass unlawful killings, firing rifles and shotguns into protesters and bystanders and subsequently imposing a militarised blackout intended to conceal the scale of the atrocity. The Islamic regime controlled the guns, issued the orders and possessed the legal obligation not to murder its citizens. It therefore carries direct responsibility for the killings of 8 and 9 January.

 

But direct responsibility is not the whole of political causation. The crucial evidence came afterwards, when Christiane Amanpour confronted RP publicly at the Munich Security Conference. Her question was unusually precise: he had called people into the streets, she said, while telling them that a “160,000” force of defectors would save and protect them; that protection did not materialise, “they were alone”, and they were slaughtered. RP did not demonstrate that the promised protective force had existed. Instead, he conceded the central point: even if defectors existed, they were “not enough to be a shield of protection”. The admission matters because it exposes the gulf between the political expectation created before the confrontation and the operational reality disclosed after thousands were dead.

 

Whether one chooses to call the original representation a lie, a reckless assertion or a catastrophic act of political self-deception ultimately becomes less important than its function. The public record does not allow an outsider to enter RP’s mind and prove subjective knowledge at the precise moment he made the claim; it does allow us to establish that the protective implication was publicly understood, that no corresponding force appeared when it was needed, and that RP afterwards acknowledged that whatever defectors existed could not function as the shield demonstrators required. To describe this merely as optimism would empty political responsibility of meaning. A leader who asks civilians to assume lethal risk on the strength of an unverified protective capacity cannot transform the collapse of that promise into an innocent forecasting error after the people who relied upon it have been killed.

 

The significance of his answer in Munich goes further. Having been confronted with the failure of protection and the slaughter that followed, RP did not abandon the escalationary logic. He told Amanpour that Iranians were prepared to die for liberation, insisted there was no alternative but to fight, and then moved directly towards the argument that they should not be left “alone” in that struggle (CNN, 2026). When Amanpour identified the implication as intervention, RP accepted the premise and argued that intervention would remove the regime’s machinery of repression. He separately called for “humanitarian intervention” to produce an “equalised playing field” for unarmed Iranians. The massacre was thus incorporated into the justification for the next strategic stage: the failure of the promised internal protection became the argument for external force.

 

This is the conceptual hinge of sacrificial proxy provocation. The January dead were not merely mourned as victims of a dictatorship. Their deaths became evidence in a political argument about why foreign power must now enter the conflict. The causal sequence had completed its first circuit: confidence in internal fracture encouraged mobilisation; mobilisation occurred amid already documented lethal repression; protection failed; repression escalated into massacre; and the massacre was then invoked as proof that domestic liberation required intervention from outside. The political usefulness of the catastrophe was not hidden. RP himself later told Reuters that it was specifically 8 and 9 January that changed his position on foreign military intervention (Stecklow, Finch and Layne, 2026). Until then, he said, he had argued that war was not the solution; after the massacre, intervention could, in his view, save lives.

 

Trump’s declaration on 13 January that “HELP IS ON ITS WAY” belongs to the next stage of this process, not to the causal explanation of the principal 8–9 January massacre (Reuters, 2026). Chronology matters too much to sacrifice it for rhetoric. The phrase came after the worst killing had already occurred. Its significance lies elsewhere: it reinforced, after the massacre, the same external-liberation expectation under which political agency was increasingly transferred from domestic organisation to anticipated American power. My criticism at the time was precisely that Iranians should hear the hidden strategic meaning of such promises. “Help” delivered by a foreign military power does not arrive as constitutional organisation, civic trust or democratic sovereignty; it arrives through coercion, bombardment and the geopolitical interests of the state providing it (Suren-Pahlav, 2026b).

 

Although the regime remains fully responsible for its indiscriminate and unlawful use of lethal force against civilians, foreign terrorists, including Mossad operatives and members of the MEK, were instrumental in driving the escalation, firing on regime forces while also firing on protesters in order to deepen the violence and widen the confrontation (Suren-Pahlav, 2026d; Briner, 2026; Crooke, 2026; Middle East Eye, 2026). The Islamic regime has long accused foreign terrorists of fuelling unrest, but what was once dismissed as regime paranoia now appears less a fabrication than a grotesque half-truth, one selectively validated, ironically, by the regime’s adversaries themselves.

 

The network surrounding RP matters because the strategy was never reducible to one man speaking into a camera. Years of exile politics had produced an information ecosystem in which former Farashgard members, all of them previously aligned with the Islamic regime’s reformist faction (Suren-Pahlav, 2018b), were absorbed into NUFDI, an organisation formed under the auspices of FDD that subsequently acquired growing prominence around RP’s political project. I have previously argued that this represented less a clean institutional rupture than a reconfiguration of personnel, narratives and strategic commitments, particularly the displacement of domestic sovereign agency towards externally validated transition and foreign-aligned policy architecture (Suren-Pahlav, 2018b; 2025c; 2025d; 2025f; 2025g). The same ecosystem amplified the language of imminent collapse, defection, external rescue and a transition for which organisational capacity inside Iran remained markedly less visible than the confidence projected abroad.

The interventionist architecture surrounding this political network was already visible in the public record well before the 2025–26 uprising. On 8 October 2024, FDD formally published a visual package entitled ‘Possible Targets in Iran: Military, Nuclear, and Regime Infrastructure’, mapping what it described as Iran’s key military, nuclear, economic and other centres that ‘could be possible targets’ for Israeli retaliation. The significance lay not merely in the identification of conventional military or nuclear facilities, but in the inclusion of economic infrastructure within the prospective target set. FDD had, in effect, placed elements of Iran’s national productive capacity within the cartography of a possible future war (FDD, 2024a).

 

I drew attention to precisely this problem at the time. In an article published on 10 October 2024, two days after FDD formally released the maps, I argued that the analytical distinction between targeting the Islamic regime and targeting Iran itself was beginning to collapse once ports, refineries, pipelines and other economic assets upon which the wider population depended were incorporated into a strategy of military coercion. The article asked whether the emerging target architecture was directed merely towards weakening the Islamic Republic or towards the material incapacitation of Iran as a country, and warned that the recoding of national economic assets as ‘regime infrastructure’ created the conceptual basis upon which destruction of the country’s productive capacity could be represented as pressure upon the regime (Suren-Pahlav, 2024a).

 

What had been presented in October 2024 as a prospective targeting architecture did not remain an exercise in cartography. When Israel and the United States later launched their military campaign against Iran, the pattern of attacks closely tracked categories of infrastructure that FDD had already placed within its maps: military installations, nuclear facilities and, increasingly, the economic and energy infrastructure upon which the country depended. Natanz was struck; Israeli attacks subsequently hit oil depots and refineries around Tehran, followed by strikes on the South Pars gas field and the Asaluyeh processing hub. US forces also attacked military targets on Kharg Island, Iran’s principal oil-export hub, while Donald Trump explicitly threatened the island’s oil infrastructure. The significance is not that FDD can be shown to have issued operational instructions to either government, for which no such evidence is presented here, but that a targeting architecture publicly articulated in 2024 bore a striking resemblance to the categories of Iranian infrastructure subsequently brought within the war.

 

The connection went considerably further than institutional proximity. By October 2024, Saeed Ghasseminejad, an FDD senior adviser who was simultaneously embedded in NUFDI’s political network and who later became a senior aide to RP, was publicly articulating not merely a strategy of pressure against the Islamic regime but the economic anatomy of a future conflict with Iran (Ghasseminejad, 2024). On 23 October, he argued that Israel could exploit Iran’s structural economic weaknesses during a military confrontation and explicitly linked the destructive economic consequences of such a conflict to the possible return of Donald Trump and the restoration of ‘maximum pressure’.

 

Six days later, the abstraction gave way to the active promotion of FDD’s already developed targeting architecture. During FDD’s 29 October media call, Ghasseminejad elaborated upon the economic logic underlying those prospective targets, presenting Iran’s oil terminals, refineries, natural-gas facilities, ports and oil-production infrastructure as economic ‘chokeholds’. He explained that striking Kharg Island could eliminate Iranian oil exports, that disabling six major refineries could effectively halt transportation across the country, and that attacks on four principal ports could severely disrupt imports and non-oil exports (FDD, 2024b). The anticipated consequences were not confined to the regime or its security apparatus: currency pressure, inflation, unemployment, disruption of transportation and a wider economic crisis would necessarily be borne by Iranian society itself.

 

Two days later, I extended that warning beyond the immediate FDD targeting architecture to the wider political conditions under which such a strategy could develop into direct war. Writing on 31 October 2024 about the prospect of Donald Trump’s return to the White House, I identified Iran as the most probable arena for another major American conflict and argued that Israel had a longstanding strategic interest in drawing the US directly into full scale military confrontation with Iran. I further warned that the composition of a second Trump administration would provide an early indication of that trajectory, particularly if interventionist and strongly pro-Israel figures occupied key foreign-policy and national-security positions. What was still prospective in October 2024 was therefore already recognisable as a possible sequence: Israeli escalation against Iran, the restoration of American ‘maximum pressure’, and the eventual conversion of that pressure into direct military confrontation (Suren-Pahlav, 2024b).

 

Seen in this context, the later convergence between military aggression against Iran and the political project surrounding RP cannot be reduced simply to coincidence or ideological sympathy. The available evidence does not establish whether RP had advance knowledge of, or participated in planning, any Israeli or American military aggression against Iran. The historical record may ultimately confirm or refute that possibility. For now, however, the documented connections raise a much more difficult question about claims of complete ignorance. One of the figures operating within his political network was, well before the later war, publicly promoting and elaborating upon a targeting architecture encompassing the very categories of Iranian infrastructure subsequently attacked, while describing in advance the economic and social consequences their destruction could produce. Against that documentary record, RP and his circle cannot simply be treated analytically as outsiders to the strategic environment in which a wider illegal war against Iran was being contemplated.

 

Additionally, this also cannot not be understood as an argument that RP consciously desired a massacre too. The more serious indictment is structural: that he and his team embraced escalation by whatever means necessary, calculating that mounting bloodshed would draw foreign aggressors into direct war with Iran, destroy the regime many of his team had once supported (Suren-Pahlav, 2025d), and create the conditions in which they could return to power as political proxies of those same external forces. They may not have willed the massacre, but they were recklessly indifferent to it, treating the lives of those they mobilised as an acceptable price within a larger strategic gamble. Thus, a political network constructed and amplified expectations that changed how risk was perceived; its central figure summoned mass mobilisation when lethal repression was already demonstrable; the protective capacity implied by its defector narrative failed the decisive test; and the resulting massacre was subsequently transformed into an argument for precisely the foreign intervention that elements of the same political milieu had normalised for years. Individual motives may vary. The political function of the sequence does not.

 

By February, the language of intervention had ceased to be implicit. RP was publicly calling for international intervention and presenting the destruction of the regime’s coercive apparatus as the necessary means of giving Iranian citizens an equal chance against it. Two weeks later, on 28 February, Israel and the United States launched a war of aggression against Iran. The attacks did not remain confined to the regime’s leadership or security apparatus; they also struck civilian targets, including the target killing of 168 schoolgirls in Minab, while Iranian naval and air-force assets and civilian infrastructure were also damaged or destroyed. The International Commission of Jurists described the attacks as a grave violation of the United Nations Charter and international law (International Commission of Jurists, 2026). The US-Israeli massacre of children at Minab was carried out deliberately “to inflict maximum societal shock and undermine popular support for Iran’s military establishment” (Al Jazeera, 2026).

 

Initially, RP parroted the US claim that the school had been bombed by the Islamic regime and that responsibility had then been falsely attributed to the US. When the evidence suggested that it had been destroyed by two Tomahawk missiles, he changed his account and began parroting the Israeli line, blaming the regime for allegedly concealing a military installation. Meanwhile, the US indirectly accepted responsibility and blamed outdated intelligence. Finally, on 14 September 2026, the United Nations mission confirmed that the US was behind atrocity and had committed war crimes in Iran (United Nations, 2026). Shortly after the US atrocity in Minab, on 28 February 2026, a women’s sports facility in Lamerd, Fars Province, was struck by two missiles, killing at least 21 people, including four children, and injuring around 100 others. The pattern was by then familiar. As in Minab, the US initially denied responsibility and sought to shift blame onto the Islamic regime. That denial did not withstand scrutiny. Investigations by The New York Times, the BBC and independent analysts concluded that a US Precision Strike Missile had been used in the attack (Thomas et al., 2026; Triebert and Ismay, 2026; Rothwell, 2026). RP’s response to this crime was more damning still: he said nothing.

 

However, RP dressed up the war of aggression against Iran that killed innocent civilians as a ‘humanitarian intervention’. Yet the strategy backfired, particularly as Trump and his administration repeatedly threatened Iranians with nuclear attack and warned that their country could be sent back to the Stone Age. For many Iranians, the distinction between war on the regime and war on Iran itself began to collapse. A nuclear attack would devastate a nation, not merely a 47-year-old political order; likewise, a country with millennia of history, not a regime of recent origin, is what can be ‘sent back to the Stone Age’. Therefore, rather than seeing the war as an assault on the regime, the entire nation came to see it as an assault on themselves and their country, including those who remained deeply opposed to the Islamic regime. This stood in stark contrast to claims by RP and some sections of the Iranian diaspora, particularly in the US, that Iranians would welcome the bombing. The political damage to RP was compounded by the stark contrast in his public response: he was condemned both for supporting and encouraging the attack on Iran and for failing to show comparable compassion for the children killed in Minab and Lamerd, while expressing sorrow and offering condolences to Donald Trump over the deaths of three US militants in the region killed by an Iranian missile strike in response to the aggression (Pahlavi, 2026).

 

For many Iranians, the episode exposed more than poor political judgement; it suggested a hierarchy of loyalties in which RP showed sympathy for his foreign allies while offering no comparable compassion for the suffering of the very nation he claimed to represent and intended to liberate. However, the subsequent record makes the direction of the strategy still harder to dismiss as accidental.

 

In May, RP publicly urged the United States and Israel to continue their attacks and to “finish the job”, arguing that Iranians could then operate as “ground troops” against the regime (Suren-Pahlav, 2026e). In July, he told Reuters directly that the massacre of 8 and 9 January had changed his position on foreign intervention. Yet the timing of this shift made it difficult to avoid the impression that his earlier support for, and encouragement of, military action against Iran had politically backfired: Iranians had turned against him, while others increasingly portrayed him as a traitor and a foreign collaborator rather than as a national alternative to the Islamic regime. That impression was reinforced by the fact that, even as he revised his position on foreign intervention, he had still offered no comparable public expression of sorrow for the Iranian lives lost as a result of the illegal war. Thus, the uprising that had begun with Iranian shopkeepers, workers and citizens acting upon domestic grievances had thus arrived at an extraordinary political inversion: foreign air power was now being presented as the means by which Iranian domestic agency could become effective. That is precisely the external-liberation logic I had warned against a decade earlier (Suren-Pahlav, 2016).

 

The conclusion on responsibility must therefore be stated without euphemism. The Islamic regime bears responsibility for pulling the triggers, ordering repression and converting the state into an apparatus of massacre. RP and those in his political network who created, repeated or legitimised the expectation of protection, encouraged mass mobilisation in circumstances in which extreme repression was already foreseeable, and subsequently converted the resulting slaughter into an argument for foreign military intervention bear responsibility of a different form but, in the argument advanced here, of equal political weight. Their acts are not juridically identical. Their positions within the causal chain are different. Equality of responsibility does not require identity of action. One side supplied the machinery of repression; the other created the conditions in which thousands of inadequately protected citizens were induced, under false pretences, to confront it, only for the resulting bloodshed to be appropriated afterwards as validation for a war strategy that had already been waiting in the wings.

 

 

4. The Political Aftermath: Reza Pahlavi’s Collapse and the Crisis of Opposition Trust

The political consequences did not end with the massacre or with the transformation of uprising into an illegal war of aggression. Sacrificial proxy provocation leaves a residue after its immediate strategic purpose has been served because the proxy population eventually reconstructs the sequence and asks the question political intermediaries most fear: who knew what, who promised what, who was protected, who was sacrificed and who benefited from the outcome? In Iran’s case, that retrospective reckoning threatens more than RP’s personal reputation. It strikes at the credibility of the entire political proposition that liberation can safely be entrusted to an exile leadership whose strategic centre of gravity lies outside the country and whose access to foreign governments exceeds its demonstrable organisational capacity inside Iran.

 

RP has not disappeared from politics, and it would be empirically foolish to pretend otherwise. He remains one of the most recognisable Iranian opposition figures. Yet, the more consequential point is that his claim to be the obvious, uncontested or inevitable leader of a national transition has suffered a profound rupture. Reuters’ extensive July investigation found that a campaign which had reached its high point amid enormous visibility and financial support earlier in the year had subsequently “sputtered”; some donors had become disillusioned, figures in the Trump administration had distanced themselves from the project, efforts at wider opposition unity remained unsuccessful, and Reuters could not independently verify the scale of the domestic organisational network RP claimed to possess. The distinction is decisive. Celebrity survives political failure much more easily than authority does.

 

His difficulty is intensified by the contradiction between the leadership claim and the allocation of risk. RP could call upon Iranians to enter the streets while living beyond the regime’s immediate coercive reach; he could advocate foreign military intervention while Iranian civilians would absorb its consequences; he could speak of Iranians becoming the ground component of a military strategy whose air power would be supplied by foreign states. Once that asymmetry becomes politically visible, the heroic vocabulary of liberation no longer functions in the same way. The question changes from whether the leader speaks courageously to whose body is being placed behind the words. That is fatal territory for any opposition movement whose legitimacy depends upon claiming moral solidarity with nation living under repression.

 

The deeper damage, however, is not personal but epistemological. Iran has accumulated a long history in which citizens have repeatedly been asked to invest trust in political intermediaries, reformists, externally supported dissidents, exile organisations and promises of imminent transformation, only to discover that the political interests attached to those projects were not necessarily identical to their own. My 2011 analysis of false opposition argued that the ultimate achievement of such political contamination is not simply the defeat of one movement but the destruction of the public’s ability to trust opposition as a category. Once citizens cannot distinguish between genuine leadership, manipulated dissent, foreign-sponsored advocacy and political entrepreneurship, authoritarianism acquires an extraordinary advantage: people may continue to hate the regime while becoming increasingly unwilling to risk themselves for those promising to replace it (Suren-Pahlav, 2011).

 

January 2026 may therefore have imposed a psychological cost upon future resistance far greater than the immediate defeat of the uprising. An Iranian considering the next call to demonstrate will no longer confront only the regime’s guns. He or she will confront the memory of promises that 160,000 security forces were defecting, of assurances that the balance of power was changing, of mass mobilisation followed by massacre, of “help” that became the language of foreign war of aggression, and of an opposition leadership which subsequently incorporated that massacre into the case for war. The dictatorship benefits from precisely this accumulation of doubt. It does not need to make Iranians love it. It needs only to persuade enough of them that the alternative may expose them to greater danger, foreign domination, civil conflict or another political experiment in which they supply the corpses while others negotiate the outcome.

 

The result is a new form of post-regime fear. For years, the central question of opposition politics was straightforward: how can the Islamic regime be removed? After the events examined here, another question has acquired equal urgency: what follows its removal, who will inherit the state, whose strategic interests will shape that transition, and what prevents Iran from becoming the object of the same external projects that helped turn uprising into war? The regime has always exploited fear of chaos as an instrument of survival, but opposition conduct can make the case credible. When an opposition fails to provide constitutional reassurance, territorial guarantees, disciplined organisation and visible independence from foreign power, the regime no longer needs to invent every nightmare it presents to the population. Its opponents begin supplying the examples themselves (Suren-Pahlav, 2026c).

 

This is also why the damage reaches into monarchist ranks themselves. RP’s political constituency has never been ideologically homogeneous. There are constitutional monarchists for whom his significance derives from constitutional continuity, nationalists who regard the monarchy as an institutional mechanism rather than an object of personal devotion, and supporters whose attachment is principally to RP himself. The difference, which could remain blurred while all were united against the Islamic regime, becomes impossible to conceal once questions of war, sovereignty and constitutional obligation intervene.

 

One current within monarchist politics now regards RP’s conduct as disqualifying, not because it has suddenly abandoned the institution of monarchy, but because it distinguishes the Crown from the conduct of the person who presently claims its inheritance. From this perspective, endorsement of foreign military attacks upon Iran, association with political networks whose transition programmes subordinate constitutional continuity to a newly manufactured post-regime order, and RP’s repeated willingness to treat the future form of government as entirely open constitute not fidelity to his historical role but its abandonment. I had already raised this constitutional contradiction before the January uprising, arguing that the NUFDI transition model severed continuity with the 1906 constitutional order and therefore endangered the very institutional basis upon which RP’s claim as heir rests (Suren-Pahlav, 2025f).

 

For such monarchists, opposition to RP is therefore not necessarily opposition to monarchy as institution. Indeed, it may be expressed in precisely the opposite terms: that loyalty to Iran and to constitutional monarchy requires refusing to fuse either with one individual. A crown is an institution or it is merely a personality cult with ceremonial decoration. If the heir supports policies regarded by monarchists as injurious to national sovereignty, permits his political identity to become inseparable from organisations they distrust, or treats foreign military force as an acceptable instrument of liberation, constitutional loyalty cannot logically require intellectual submission to him. The proposition that criticism of a prince constitutes betrayal of monarchy is itself anti-constitutional because it places the person above the institution.

 

Against this current stands a far more intensely personalist strand of support for RP, one I have previously termed the ‘Saltanatollahi’ tendency; a deliberate coinage combining saltanat, understood here in its undemocratic and personalised sense of monarchy, with a formation echoing Hezbollahi. The term is intended to evoke an almost doctrinal devotion to monarchy and, more particularly, to its presumed leader. The comparison is not merely rhetorical. Its adherents increasingly display the same reflex found among the Hezbollahis inside Iran: criticism of the leader is treated not as criticism within the cause, but as criticism of the cause itself, until the distinction between loyalty to an ideal and loyalty to the man becomes almost impossible to sustain. I examined this phenomenon before the uprising under the rubric of “simulated consensus”, identifying a digital environment in which independent judgement was repeatedly displaced by a moral injunction to trust organisations because RP trusted them, and in which dissent was recoded as treason, division or service to the Islamic regime (Suren-Pahlav, 2025e). One of the clearest formulations came from RP’s most senior aide, Saeed Ghasseminejad, who had previously supported the reformist faction of the Islamic regime, whose father is a contractor with the IRGC, and who now, rather bizarrely, presents himself as both a monarchist and a pro-democracy figure. In 25 January 2026, he posted on X in Persian: “You’re either with Prince Reza Pahlavi or with the Islamic Republic. If you’re weakening the field commander for any reason whatsoever, you’re an agent of the enemy.” The logic could scarcely be clearer: political disagreement is converted into a loyalty test, with the leader positioned as the dividing line between the nation and its enemies. Psychologists term this phenomenon ‘identity fusion’, describing the collapse of distance between personal identity and collective cause (Swann et al., 2009). Research suggests that extreme forms of this fusion are associated less with low IQ or poor education than with cognitive rigidity, low cognitive complexity, grievance and an appetite for certainty. The fused individual does not lose agency; he places it at the service of the tribe. Opposition becomes a threat, loyalty a virtue, and extremism can be rationalised as defence. Policy is no longer judged independently because criticism of policy is experienced simultaneously as an attack upon the self, the group and the sacred political figure. Such loyalty is not necessarily weakened by contradictory evidence. On the contrary, contradiction can intensify it because admitting error threatens the identity constructed around the leader.

 

This phenomenon is neither exclusive to Iran nor to RP’s most fervent supporters, who support him primarily because he is the son of the late Shah and for whom the relevant question is dynasty rather than action. Ideologically opposed political movements routinely generate comparable leader-centred formations. What distinguishes the present case is the extraordinary paradox of an opposition ostensibly organised around democratic liberation reproducing a discursive structure in which disagreement with one unelected individual can itself be treated as evidence of allegiance to the dictatorship it seeks to destroy.

 

This tendency also aggravates the wider crisis of trust within the opposition. Outsiders observing the harassment of critics, denunciations of dissenters and absolutist language associated with parts of the movement are unlikely to interpret such behaviour as preparation for pluralist democracy. Reuters documented at least four incidents across three European countries involving violence or harassment by RP supporters, while explicitly finding no evidence that RP himself had anything to do with those incidents and recording his unequivocal condemnation of such conduct (Stecklow, Layne and Finch, 2026). The conduct of these supporters may be understood through the phenomenon of identity fusion discussed above, but an important distinction must be maintained: their actions cannot automatically be attributed to RP himself. Yet a leader is judged not only by what he personally orders, but also by the political culture that accumulates around his project and by his capacity to establish boundaries within it. That distinction becomes harder to sustain when, as noted above, a senior aide and close adviser converts political disagreement into a loyalty test, positions the leader as the dividing line between the nation and its enemies, and declares that one is either with RP or with the Islamic regime. In such circumstances, it becomes more difficult to detach RP entirely from the political culture in which these behaviours take root.

 

Yet, there is another, more troubling dimension to Ghasseminejad’s formulation. “Either you are with us or with the enemy” is not the language of democratic politics; it is the language by which democratic politics is extinguished. It recognises no legitimate opposition, no principled dissent and no political space between obedience and treason. The irony is difficult to miss. A movement presenting itself as the democratic alternative to the Islamic Republic reproduces one of the regime’s most familiar political instincts: disagreement is not answered but criminalised morally, and the dissenter is recast as an accomplice of the enemy. This binary grammar is hardly unique to Iran; it has appeared across authoritarian, fascist and militant ideological movements precisely because it replaces persuasion with loyalty and politics with submission. The personnel may change, the flag may change and the declared enemy may change, but the mentality remains disturbingly familiar.

 

There is, however, another group of supporters, arguably the majority, that matters: supporters, or perhaps former supporters, whose allegiance was never primarily personal. This includes the constitutional monarchists discussed above, but also Iranians who supported RP pragmatically because they believed he possessed international recognition, organisational reach or the capacity to unify disparate opposition forces without necessarily desiring the restoration of the monarchy. For them, the relevant test is not personal loyalty or dynasty, but performance.

 

If the promised defections failed to materialise at the decisive moment, if an uprising was crushed after answering his mobilisation call, if his political response shifted towards foreign intervention, and if the regime survived while the country entered war, then the practical case for his leadership is weakened independently of any constitutional debate. Reuters’ reporting on donor disillusionment and his faltering leadership bid suggests that this erosion is no longer confined to his longstanding ideological adversaries (Slattery and Banco, 2026).

 

There is a bitter historical irony here. RP could once plausibly present himself as the opposition figure best positioned to reassure Iranians that the fall of the Islamic regime need not mean national disintegration, precisely because the Pahlavi name carried associations, for supporters, with the territorial state, secular modernisation and an Iranian identity transcending the Islamic regime. Association with foreign military intervention corrodes that strategic advantage at its foundation. A political figure cannot easily function as the guarantor of national sovereignty while simultaneously depending upon foreign coercive power to deliver the political opening through which he hopes to return.

 

The final casualty of January 2026 may therefore prove to be neither one uprising nor one opposition leader, but political trust itself. Iran remains governed by a regime widely feared and bitterly opposed, yet the path beyond it has become more frightening because the events surrounding the uprising have supplied fresh reasons to distrust both internal rulers and external liberators. The Islamic regime survives through fear of what it will do if challenged; a compromised opposition adds another fear, what may happen if the challenge succeeds. Between those two anxieties lies the political paralysis from which authoritarian systems draw longevity.

 

In fact the regime no longer needs to destroy RP’s credibility; he has already done that himself. By siding with foreign aggressors while Iranians were being killed and the country was being bombed, he crossed a political red line from which, for many Iranians, there is no recovery. He is no longer merely a failed opposition leader but a discredited figure whose claim to speak in the name of the nation has collapsed under the weight of what they regard as betrayal. From that point onwards, no conference, interview, media campaign or choreographed gathering can repair the rupture. Once a man seeking national leadership is seen to have stood with those inflicting suffering upon the country, while aligning himself with forces whose policies threaten its sovereignty and territorial integrity, publicity cannot rehabilitate him; it merely reminds the public why they turned against him in the first place.

 

This is the most devastating consequence of sacrificial proxy provocation. Its apparent objective is escalation against an adversary, yet its historical residue may be the destruction of the very social confidence required for another uprising. Iranians who once had reason to fear only the state may now also fear the political entrepreneurs who ask them to confront it, the foreign powers promising to rescue them and the unknown order that might follow regime collapse. The strategy thereby produces its final paradox: a project conducted in the name of overthrowing the Islamic regime can end by making that regime harder to overthrow, because a population that has survived one betrayal is less willing to place its life in the hands of the next promised liberator.

 

 

5. Conclusion

There are those who will say that RP has tarnished the name of his father. I do not believe that is the proper judgement. Mohammad Reza Shah’s historical reputation must stand on his own record, not on the subsequent conduct of his son. What the events examined in this paper have demonstrated instead is something more fundamental: RP has proved himself, politically and intellectually, not to be his father’s son. Whatever criticisms may legitimately be directed at the late Shah, his conception of Iran was rooted in an uncompromising belief in national sovereignty, territorial integrity and the proposition that no nation which entrusts its salvation to foreign powers can remain master of its own destiny. He repeatedly warned Iranians against foreign designs upon the country and understood, from bitter experience, that great powers possess interests, not friendships. His son chose the opposite path. Rather than learning from the forces that helped destroy his father’s throne, RP placed the future of his country in their hands, treated foreign coercion as an instrument of national liberation and ultimately aligned his political project with the very enemies whose role in weakening, fragmenting and subordinating Iran (Suren-Pahlav, 2010; 2018a).

 

That choice has consequences far beyond the destruction of one man’s political career. RP has not merely squandered an inheritance; he has damaged the possibility of organised resistance itself. A national opposition survives on trust because those living under tyranny must believe that those asking them to take risks will not gamble with their lives for purposes they have not consented to, subordinate Iranian interests to foreign strategy, or disappear behind the protection of Western capitals while citizens inside the country absorb the consequences. Once that covenant is broken, it cannot be restored through television appearances, conferences, slogans, donor networks or declarations of leadership. Trust is accumulated slowly and destroyed almost instantaneously. By encouraging Iranians to enter a confrontation under assurances that proved fictitious, by embracing foreign intervention after the resulting massacre, and by subsequently siding with states bombing the country whose leadership he claimed to seek, RP broke precisely that covenant.

 

For that reason, the damage cannot be measured simply by whether he remains invited to conferences, retains wealthy supporters or continues to command a loyal following abroad. His greater legacy may be that he has poisoned the political ground upon which any future opposition leader must stand. The next Iranian who asks the nation to rise will inherit not only the fear of the Islamic regime, but the memory of January 2026. Every promise of help will be interrogated; every claim of military defection will be doubted; every relationship with a foreign government will invite suspicion; every opposition figure claiming to speak for the nation will confront the question of whose interests he ultimately serves. RP has therefore inflicted upon the Iranian opposition something the Islamic regime could never have manufactured so effectively by propaganda alone: a reason for Iranians to distrust those who claim they have come to liberate them.

 

History will judge the language appropriate to his conduct. My own judgement is less hesitant. A claimant to national leadership who places foreign power above national self-reliance, encourages his compatriots towards a confrontation whose lethal consequences were foreseeable, supports military attacks upon his own country and then seeks political advantage from the catastrophe has crossed the boundary separating political failure from betrayal. Whether future historians choose the word traitor will depend upon the evidence available to them and the standards by which they judge political responsibility. For many Iranians, however, that verdict has already been reached. RP entered this crisis claiming to embody the alternative to the Islamic regime; he emerges from it having demonstrated why opposition to tyranny is not, by itself, evidence of loyalty to the nation.

 

The most grievous damage, however, is not to the Pahlavi name. It is to Iran’s unfinished struggle for freedom. The Islamic regime remains in power, the opposition is more fractured, foreign intervention has contaminated the meaning of liberation, and a population already brutalised by dictatorship has acquired another reason to fear political mobilisation. Iranians must now ask not only whether another uprising can succeed, but whether those claiming to lead it will protect the country from foreign domination or deliver it into another form of dependence. That hesitation is political capital for the regime. Every citizen who stays home during the next national uprising because he no longer trusts the opposition represents, indirectly, another victory handed to the Islamic regime by those who claimed to be its most determined enemies.

 

This is ultimately the enormity of RP’s political failure. He did not merely lose an opportunity to lead a revolution. He helped consume the revolutionary trust upon which future liberation depends. The blood of January cannot be restored, the political innocence that preceded it cannot be recreated, and the confidence that Iranians might once have placed in an identifiable national opposition has been profoundly damaged. No one can know how long it will take before another figure emerges whom Iranians are prepared to trust with something more valuable than their vote: their lives, their country and the future of their children. Until that trust is rebuilt, Iran remains trapped between a regime that rules through fear and an opposition whose most prominent claimant to leadership taught the nation that those promising liberation may themselves become another source of danger.
