Abstract:

This paper investigates the historical and political context of the term 'conspiracy theory,' particularly in relation to the strategic use by Western intelligence agencies such as the CIA. It argues that the term has been employed deliberately to delegitimise dissent, obscure legitimate critique, and shape public perception. Drawing from declassified documents, academic analyses, and historical precedent, this paper explores how false narratives have been introduced, discredited, and utilised to reinforce the pejorative framing of conspiracy theories. The paper further examines the role of mass media, public political illiteracy, and psychological convenience in the reinforcement of these dynamics.

 

 

1. Introduction

The term 'conspiracy theory' has undergone a noteworthy transformation in its public perception. Once a neutral or descriptive term, it now frequently connotes irrationality, paranoia, or anti-establishment extremism. This shift, while organic in part, was notablely shaped by the deliberate actions of Western intelligence services during the Cold War and beyond. Notably, the CIA's internal memorandum Document 1035-960 (1967) reveals how the term was weaponised to discredit criticism of the Warren Commission, following the assassination of John F. Kennedy. This paper not only explores the historical background of this strategic deployment but also scrutinises how the broader public, often lacking formal education in political science, has become an inadvertent agent in reinforcing these dismissive narratives, particularly in reference to the Western-Israeli engineered Islamic revolution in Iran that led to the fall of the imperial government and the rise of the totalitarian theocratic regime to power, as especially today is the 31st anniversary of the passing of the late His Imperial Highness Mohammad Reza Shah Pahlavi Aryamehr in exile (Suren-Pahlav, 2010).

 

 

2. Historical Origins and Early Usage

The earliest known usage of the term 'conspiracy theory' dates back to 1870, appearing in British medical and psychological literature. By the early 20th century, it had entered broader political and journalistic discourse. However, it was not until the 1960s, coinciding with widespread political disillusionment, that the term began to carry the negative connotations it bears today. Its transformation into a tool of rhetorical dismissal aligns with increasing governmental concern over social unrest and political critique.

 

 

3. CIA Document 1035-960 and the Weaponisation of Language

CIA Document 1035-960, declassified through the U.S. Freedom of Information Act, was a directive sent to CIA stations abroad. Its aim was to counter criticism of the Warren Report by encouraging operatives to liaise with friendly media assets and opinion leaders. The document explicitly refers to critics as proponents of 'conspiracy theories' and outlines strategies to discredit them. These included questioning the motives of dissenters, emphasising the authority of official narratives, and insinuating foreign (often Communist) influence. This memorandum marks a pivotal moment where the term 'conspiracy theory' was not merely used, but strategically deployed as a means of information control. Its effect was not limited to the specific instance of the JFK assassination; rather, it set a precedent for the handling of controversial narratives for decades to come.

 

 

4. Disinformation and the Manufacture of Credibility

The CIA and other Western agencies have long been engaged in the dissemination of both true and false information to serve strategic interests. Through operations such as Mockingbird and COINTELPRO, these agencies manipulated media narratives to serve geopolitical ends. One tactic, documented but rarely acknowledged in mainstream discourse, involved planting false stories, allowing them to be debunked, and using their falseness to undermine broader categories of dissent. In this way, demonstrably false conspiracy theories served as straw men to delegitimise legitimate political critiques.

 

Such operations reflect a sophisticated understanding of public psychology. By controlling the parameters of plausibility and ridicule, intelligence agencies have influenced not only what the public believes, but what it feels is acceptable to believe. The power of such framing cannot be overstated, particularly when mediated through institutions presumed to be credible.

 

A notable historical example of media manipulation is Operation Mockingbird, a covert CIA programme launched during the early Cold War era. Through this operation, the Agency recruited prominent journalists and editors from leading American news outlets, including The New York Times, Time, and CBS, to disseminate propaganda, suppress dissenting views, and maintain ideological alignment with U.S. foreign policy objectives. Though its full extent remains partially obscured, Mockingbird underscores how ostensibly independent media institutions can be subsumed into intelligence-driven narratives. The operation not only shaped domestic opinion but also influenced international perceptions, often through the strategic omission or marginalisation of dissenting voices. This convergence of press and state interests laid fertile ground for the systematic deployment of terms such as “conspiracy theory” as instruments of delegitimisation.

 

Another illustrative case is the FBI’s COINTELPRO (Counter Intelligence Programme), which from the late 1950s to the early 1970s sought to surveil, infiltrate, and disrupt domestic political movements. Targets included civil rights leaders, anti-war activists, and Black nationalist organisations. Figures such as Dr Martin Luther King Jr. were subjected to extensive psychological warfare, including anonymous threats and defamatory media leaks. Criticism of state repression was frequently caricatured in the press as paranoid or conspiratorial, thereby diminishing public sympathy and isolating reformist figures. This not only suppressed legitimate political discourse but normalised the framing of systemic critique as subversive fiction, a pattern still observable in contemporary political culture.

 

 

5. Media, Political Illiteracy, and the Public as an Instrument of Dismissal

In modern liberal democracies, mass media remains the primary source of information for the majority of the populace. The consolidation of media ownership and the alignment of editorial perspectives with state and corporate interests further compound the issue. When the public is largely untrained in critical political thought or unaware of historical examples of governmental malfeasance, it becomes highly susceptible to narratives that are simple, repetitive, and state-sanctioned.

 

This vulnerability is amplified by a phenomenon of cognitive economy: the tendency of individuals to accept information that is easier to digest, rather than investing effort in verification and critical analysis. When faced with complex or unsettling revelations, even when substantiated by credible references, the untrained public often retreats to the safety of consensus opinion. In this context, the term 'conspiracy theory' becomes a ready-made label that allows individuals to reject information without engaging with its content.

 

This has notable implications for whistleblowers, investigative journalists, and academics who present evidence contradicting mainstream narratives. They are frequently met not with reasoned rebuttal, but with the dismissive invocation of the term 'conspiracy theory'. The effect is chilling: legitimate inquiry is curtailed not by state censorship per se, but by social ridicule and intellectual inertia.

 

A particularly contentious yet instructive example concerns the fall of the Imperial Government of Iran in 1979 and the subsequent rise of the totalitarian theocratic regime. Though mainstream historiography frequently attributes this seismic political shift to indigenous revolutionary fervour, a notable body of evidence, much of it marginalised or derided, suggests orchestration by a coalition of foreign powers, including the United States, United Kingdom, France, Germany, and Israel. According to sources rarely afforded institutional credibility, this operation was aligned with what has been referred to as the Bernard Lewis Plan (Suren-Pahlav, 2010), a geopolitical framework that subsequently informed Zbigniew Brzezinski’s 'Arc of Crisis' doctrine and laid the conceptual foundation for The Project for the New American Century. The strategic goal, as alleged, was to balkanise the region and redirect Islamic ideology into forms compatible with long-term Western strategic interests. Yet, when such claims are raised, even with supporting documentation or geopolitical coherence, they are frequently dismissed as “conspiracy theories” by Islamists, leftists, and foreign policy actors with vested interests in the Islamic regime’s endurance. This dismissive labelling, often echoed uncritically by controlled media outlets, serves to inoculate the official narrative against suspicion, thereby disqualifying scrutiny not on evidential grounds but through rhetorical marginalisation.

 

Crucially, the danger lies not solely in institutional manipulation but in the role played by the credulous or politically untrained citizen, who, unable or unwilling to interrogate complex truths, becomes a vector for state propaganda. Such individuals, often unknowingly, take on the function of enforcers for hegemonic narratives, dismissing dissent not on evidential grounds but because it contradicts sanctioned consensus. In doing so, they inadvertently serve the strategic aims of intelligence agencies and authoritarian regimes alike. This dynamic renders the public not merely a victim of disinformation, but at times its most zealous and effective conduit. The dismissal of uncomfortable truths as mere “conspiracy” is no longer just a failure of understanding; it is a form of participatory repression.

 

 

6. Contemporary Implications

Today, the label 'conspiracy theorist' continues to serve as a powerful discursive tool. Whether applied to critics of foreign policy, whistleblowers, or investigative journalists, the term often functions to halt inquiry and marginalise opposition. This presents a notable democratic challenge: in delegitimising dissent through linguistic framing, the state apparatus can effectively immunise itself against scrutiny. Moreover, the indiscriminate application of the term risks conflating genuine investigative journalism with baseless speculation, thereby undermining public trust in democratic institutions.

 

This pattern has not abated in the digital age. Whistleblowers such as Edward Snowden and Julian Assange have revealed expansive surveillance programmes and war crimes, respectively, yet both have been subject to intense vilification in mainstream discourse. Rather than initiating broad public debate, their disclosures were frequently reframed as reckless or conspiratorial, diminishing the gravity of the underlying evidence. Media complicity in this framing has effectively served to divert attention from state overreach and refocus it upon the character or motives of the dissenting individual. This rhetorical pivot mirrors historical precedents, reinforcing a durable architecture of narrative control.

 

More troubling still is the co-option of this dismissive attitude by the general public. In conflating critical thought with irrationality, society discourages the very scepticism that is essential for democratic accountability. The media’s influence in shaping public response cannot be ignored. Instructed, implicitly or otherwise, to scorn anything not officially endorsed, the public becomes not merely misinformed but intellectually disarmed.

 

A retrospective examination of the Gulf of Tonkin incident (1964) further illustrates the perils of accepting official narratives at face value. At the time, sceptics who questioned the Johnson administration’s claims of unprovoked North Vietnamese attacks were dismissed as unpatriotic or indulging in conspiracy theories. However, it is now widely acknowledged, both by historians and declassified records, that the narrative was intentionally distorted to justify military escalation in Vietnam. This case evidences the utility of the “conspiracy theory” label as a rhetorical shield for strategic deceit, whereby premature dismissal of dissent forestalled necessary democratic scrutiny.

 

It must also be acknowledged that not all narratives dismissed as “conspiracy theories” are unjustly maligned. Some propositions, such as Holocaust denial or the Qanon movement, are not merely speculative but demonstrably false, ideologically extreme, and often harmful to public discourse and democratic stability. The challenge, therefore, lies not in discarding the label altogether, but in resisting its indiscriminate use. A principled approach demands the capacity to distinguish between unfounded conjecture and evidence-based critique, even when the latter is politically uncomfortable. Failing to draw this distinction risks undermining legitimate scepticism by associating it with discreditable or malign movements, thereby reinforcing the very delegitimisation this essay critiques.

 

 

7. Conclusion

The strategic use of the term 'conspiracy theory' by Western intelligence agencies reveals a concerted effort to manage political legitimacy and suppress dissent. While not all conspiracy theories are grounded in fact, the categorical dismissal of dissenting narratives as paranoid or delusional serves authoritarian ends. A healthy democratic society must remain vigilant to this linguistic sleight of hand and resist the temptation to conflate scepticism with subversion.

 

Moreover, the complicity of the uninformed public, often unwitting and reinforced by mass media, presents a further obstacle to critical engagement with power. To reclaim intellectual sovereignty, citizens must be encouraged not only to question authority but to do so with rigour, nuance, and historical awareness.
